Receive information and discuss Agenda. 2. Council will convene in Executive Session pursuant to Texas Government Code: · Section 551.071 for private consultation with the City Attorney to seek legal advice with respect to pending and contemplated litigation and including all matters on this agenda to which the City Attorney has a duty under the Texas Rules of Discipline and Professional Conduct regarding confidential communication with the City Council. · Section 551.074 to discuss personnel matters. o Annual Performance Review of City Attorney. 3. Council will reconvene in open session to consider action, if any, on matters discussed in the Executive Session. ***WORKSESSION*** 4. Receive Briefing On Updating Of Murals At Pioneer Park And 1001 W. Main In Downtown Carrollton. 5. Discuss Fiscal Year 2024 Capital Improvements Plan Advisory Committee (CIPAC) Capital Project Recommendations. 6. Present And Discuss The 2023 State Of The Workforce Of Non-Public Safety Departments And Public Safety Departments. Present Budget Requests For Workforce Services And Public Safety. 7. Discuss Fiscal Year 2024 Proposed Budget. 8. Hearing of any citizen/visitor on items listed on the regular meeting agenda. Citizens wishing to address the Council regarding items not on the posted agenda will be called to speak during the Public Forum. Citizens/visitors should complete an appearance card located on the table at the entrance to the City Council Chambers. Speakers must address their comments to the presiding officer rather than to individual Council members or staff; Stand at the podium, speak clearly into the microphone and state your name and address prior to beginning your remarks; Speakers will be allowed between 2 and 5 minutes for testimony; Speakers making personal, impertinent, profane or slanderous remarks may be removed from the room; Unauthorized remarks from the audience, stamping of feet, whistles, yells, clapping, and similar demonstrations will not be permitted; No placards, banners or signs will be permitted in the Chambers or in any other room in which the Council is meeting. In accordance with the State Open Meetings Act, the City Council is restricted from discussing or taking action on items not listed on the agenda. Action can only be taken at a future meeting. Hold A Public Hearing And Consider An Ordinance Amending The Zoning On An Approximately 29.367-Acre Tract Zoned To The (SF-12/20) Single-Family Residential District And Located At 2335 North Josey Lane On The West Side Of North Josey Lane Approximately 150 Feet South Of South Crest Drive, To Establish A Planned Development District To Allow For A Lighted Athletic Field, To Add Conceptual Plans, And To Establish Development Standards; Amending The Official Zoning Map Accordingly. Hold A Public Hearing And Consider An Ordinance Amending The Zoning On An Approximately 70.1-Acre Tract Zoned Planned Development District 142 (PD-142) For The (SF-10/18) Single-Family Residential District And Located At 3201 Old Denton Road On The West Side Of Old Denton Road Approximately 150 Feet North Of Ridgeview Drive, To Repeal And Reestablish Planned Development District 142 To Allow For An Additional Lighted Athletic Field, To Modify Conceptual Plans, And To Revise Development Standards; Amending The Official Zoning Map Accordingly. Case No. PLZPD 2023-034 Creekview High School Lighted Athletic Fields. 14. Hold A Public Hearing And Consider An Ordinance Amending The Zoning On An Approximately 15.02-Acre Tract Zoned Planned Development District 221 (PD-221) For The (SF-7/14) Single-Family Residential District And Located At The Southeast Corner Of Cox Street And School Road, To Repeal And Reestablish Planned Development District 221 To Allow For An Additional Lighted Athletic Field, To Modify Conceptual Plans, And To Revise Development Standards; Amending The Official Zoning Map Accordingly. Case No. PLZPD 2023-037 R. L. Turner High School Lighted Athletic Field. 15. Hold A Public Hearing And Consider An Ordinance Amending The Zoning To Establish A Special Use Permit To Allow Food Manufacturing On An Approximately 1.54-Acre Tract Zoned To The (HC) Heavy Commercial District And Located At 1408 Vinylex Drive And Approximately 600 Feet East Of North Broadway; Amending The Official Zoning Map Accordingly. Case No. PLSUP 2023-049 Dodla Dairy Project. 16. Hold A Public Hearing And Consider An Ordinance Amending The Zoning To Establish A Special Use Permit For A Child Day Care Facility On An Approximately 14.88-Acre Tract Zoned To The (LR-2) Local Retail District And Located At 4220 Fairway Drive And Approximately 1,070 Feet North Of Hebron Parkway; Amending The Official Zoning Map Accordingly.
