Item No. 2. 2015-176 CONSIDERATION OF THE SIXTH AMENDMENT TO
THE PROFESSIONAL SERVICES AGREEMENT WITH
PARSONS TRANSPORTATION GROUP, INC., FOR
PROJECT NO. 919 [FEDERAL NO. HPLUL-5403(017)]:
WILMINGTON AVENUE INTERCHANGE
MODIFICATION AT THE I-405 FREEWAY
Recommendation: TAKE the following actions:
1. APPROVE the Sixth Amendment to the Professional Services
Agreement with Parsons Transportation Group, Inc., to reflect
an increase in the scope of work for a negotiated fee
not-to-exceed $165,309.12.
2. AUTHORIZE the Chairman to execute the Sixth Amendment
to the Professional Services Agreement with Parsons
Transportation Group, Inc., following approval as to form by the
Agency Counsel.

Recommendation: AUTHORIZE payment for Project No. 919: Wilmington Avenue
Interchange Modification at the I-405 Freeway, in the amount of
$82,924.60 to Macland Investments, for the relocation of the
50-foot pylon sign.

Item No. 1. 2015-182 CONSIDER INCREASING THE LEVEL OF SERVICE
PROVIDED BY THE LOS ANGELES COUNTY
SHERIFF’S DEPARTMENT TO ENHANCE SECURITY
AT SOUTH BAY PAVILION AND APPROVE AN
AGREEMENT WITH VINTAGE REAL ESTATE, LLC TO
SHARE THE COST OF THE ADDITIONAL DEPUTIES
Recommendation: TAKE the following actions:
1. REVISE the Los Angeles County Sheriff's Department SH-AD
575 Deployment of Personnel form to increase deployment to
the City by two Deputies.
2. AUTHORIZE the City Attorney to negotiate an agreement
between the City of Carson and Vintage Real Estate, LLC to
equally share the cost of providing additional Sheriff's personnel
at South Bay Pavilion, with execution of said agreement subject
to subsequent approval by the City Council.
3. APPROPRIATE $19,896.30 from the unassigned general
fund balance to account number 01-90-905-130-6005.

THE PRINTING AND MAILING OF THE COMMUNITY
SERVICES GUIDE AND CARSON REPORT
Recommendation: APPROVE the award of service order to Advantage Mailing, Inc.
for an estimated amount of $33,925.24, per year, not including
over-runs, for the printing of four (4) issues of the Community
Services Guide and Carson Report combination flip book,
mailing preparation and messenger services, with a one (1) year
renewal option at the same amount, based on performance.

Services and AUTHORIZE Mayor to execute Amendment No.

Recommendation: 1. APPROVE a fee waiver extension for additional 2-years for
Apollo West Carson Players (Carson Players), Asociacion
Cultural de South Bay of Greater Los Angeles Mariachi
Academy (Mariachi Academy of Carson) and Sophisticated
Dance.

Item No. 6. 2015-370 CONSIDERATION OF FUNDING FOR THE SUMMER
YOUTH EMPLOYMENT PROGRAM
Recommendation: TAKE the following actions:
1. APPROVE the City's 2015/16 Summer Youth Employment
Program at a cost of $221,524.00.
2. AUTHORIZE the use of the leftover balance of $15,838.00
from FY 2014/15 and APPROPRIATE $85,000.00 from the
general fund unassigned balance to the account numbers
shown on the fiscal impact of this report to cover the program
costs through June 30, 2015.
3. INCLUDE $120,686.00 in the FY 2015/16 budget of the
Summer Youth Employment Program.
