A closed session will be held, pursuant to Government Code § 54956.8, to enable
the Housing Authority to consider negotiations with The Pacific Companies (Mike
Kelley), with whom the Housing Authority is negotiating, and to give direction to its
negotiators Cecil Rhambo, Assistant Executive Director and Barry Waite, Acting
Community Development Director regarding that certain real property known as
21205 Main Street, Carson, CA. The Authority's real property negotiator will seek
direction from the Authority Board regarding the price, conditions and terms of
payment for the property.

Recommendation: TAKE the following actions:
1. WAIVE the proposal process as defined by Carson Municipal
Code Section 2610(a).
2. AWARD the 1-year consulting services contract to Nationwide
Cost Recovery Services for FY 2015-2016 for an amount not to
exceed $105,000.00.
3. AUTHORIZE the Mayor to execute the consulting services
agreement after approval as to form by the City Attorney.

Recommendation: TAKE the following actions:
1. APPROVE the selection of MV Transportation, Inc. to operate
the City of Carson's fixed-route bus system, the Carson Circuit
for the period January 1, 2016, through December 31, 2021,
with two one-year extensions based on performance. The five
year total amount is $8,100,323.00; and
2. AUTHORIZE City Attorney to negotiate and draft an
agreement for this purpose, with execution of said agreement
subject to subsequent approval by the City Council.
