MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 7:00 PM Monday, May 11, 2015 A Regular Meeting of the City Council was held on this date in the City Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1. Call to Order Mayor Noon called the meeting to order at 7:33 PM. 2. Council Member Piko seconded the motion. RESOLUTION NO. 2015-R-33 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO APPROVING THE INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF CENTENNIAL AND ARAPAHOE COUNTY REGARDING THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND HOME PARTNERSHIP FUND PROGRAM FOR GRANT YEARS 2016 THROUGH 2018 b. RESOLUTION NO. 2015-R-34 A RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF CENTENNIAL, COLORADO, APPROVING AN OPEN SPACE FUND GRANT FUNDING PARTICIPATION INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY AND ARAPAHOE PARK AND RECREATION DISTRICT (“APRD”) FOR CERTAIN 2015 PROJECTS, AND AUTHORIZING THE USE OF OPEN SPACE FUNDS FOR SUCH PROJECTS 9. ORDINANCE NO. 2015-O-12 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO AMENDING SECTION 1212 OF THE MODEL TRAFFIC CODE AS AMENDED AND CODIFIED IN ARTICLE 1 OF CHAPTER 8 OF THE CENTENNIAL MUNICIPAL CODE CONCERNING PARKING RESTRICTIONS IN RESIDENTIAL DISTRICTS Council Members Gotto and Moon presented; 7:39 PM. Maureen Juran, Deputy City Attorney was present to answer questions from Council. Sgt. McIntosh, Arapahoe County Sheriff's Office, answered questions from Council. Mayor Noon opened the Public Hearing. Susan Nix, 7935 S. Monaco Court, stated she supported the proposed Ordinance. Walter Landon, 6083 S. Eagle Street, discussed how the subcommittee tried to balance the needs of the citizens and the City. Andrea Suhaka, 6864 S. Ulster Circle, discussed pop-up trailers. Seeing no one else present wishing to speak, the Public Hearing was closed. Council Member Lucas moved approval of ORDINANCE NO. 2015-O-12 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO AMENDING SECTION 1212 OF THE MODEL TRAFFIC CODE AS AMENDED AND CODIFIED IN ARTICLE 1 OF CHAPTER 8 OF THE CENTENNIAL MUNICIPAL CODE CONCERNING PARKING RESTRICTIONS IN RESIDENTIAL DISTRICTS. Council Member Moon seconded the motion. With Mayor Noon, Council Member Gardner, Council Member Moon, Council Member Piko, Council Member Lucas, Council Member Turley, Council Member Truhlar, Council Member Gotto, Council Member Whelan voting AYE, and (None) voting NAY; Absent: 0. Other Matters as May Come Before Council; 8:24 PM Mayor Noon asked for volunteers to serve on a subcommittee regarding contributions and donations. Mayor Noon and Council Members Piko and Truhlar volunteered. Council Member Gotto stated he would become the liaison to the Arapahoe Library District. Section 24-6-402(4)(b) and (e) to Obtain Legal Advice and Instruct Negotiators Concerning a Potential Intergovernmental Agreement to Exchange Authorization to Construct Certain Public Infrastructure Improvements b. Executive Session Pursuant to C.R.S. Section 24-6-402(4)(f) to Discuss a Personnel Matter for Which the Employee Who is the Subject of the Discussion has Consented to the Matter Being Held in Executive Session Council Member Lucas moved to go into Executive Session Pursuant to C.R.S. Section 24-6- 402(4)(b) and (e) to Obtain Legal Advice and Instruct Negotiators Concerning a Potential Intergovernmental Agreement to Exchange Authorization to Construct Certain Public Infrastructure Improvements and Pursuant to C.R.S. Section 24-6-402(4)(f) to Discuss a Personnel Matter for Which the Employee Who is the Subject of the Discussion has Consented to the Matter Being Held in Executive Session. Council Member Truhlar seconded the motion. The Centennial City Council Meetings are audio streamed live on the City’s website. Public Comment The Public Comment section offers an opportunity for any citizen to express opinions or ask questions regarding City services, policies or other matters of community concern, and any agenda items that are not a part of a scheduled public hearing. Citizens will have three minutes for comments if they are speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry. Written materials for presentation to Council may be submitted to the City Clerk as the speaker approaches the podium. The City’s computer presentation equipment is not available for general public use, although applicants are permitted to display relevant illustrations and material useful in informing the Council and public of a project.
