Phone: 301-715-8592, Meeting ID: 850 8946 6427 Opening Roll Call Staff Liaison Katherine Shor present Present 5 - Chair John Weis, Vice-Chair Susan Lyons, Scott Levitan, Megan Patnaik, and Heather Washburn Approval of Agenda Commissioner Lyons made a motion to approve the agenda, seconded by Commissioner Patnaik. The motion carried unanimously. Page 1 of 4 Community Design Commission Meeting Minutes October 24, 2023 Announcements Petitions Approval of Minutes Chair Weis made comments on the minutes. Commissioner Levitan requested an update on membership to the Technical and Policy Committee of the NS BRT project. 1. August Minutes [23-0751] Commission is asked to review and consider action on August minutes report. New Business 2. Wendy's @ Carraway Village [23-0752] Final Plans Review The Commission is asked to receive and consider action on the application provided. The proposed final plan review consist of building elevations and site lighting. Project use was approved as part of the Carraway Village Special Use Permit modification. Actions available to the Commission are approval, approval w/ conditions and deferral to a later meeting to address comments provided Commissioners asked about site location in relation to neighboring buildings and the elevation view from Village Crossing Drive and the off-ramp from Interstate 40. Commissioners discussed the location and size of the storage area, as well as possible screening needed from adjacent roadways. Commissioners ask for the applicant return with a design of the storage area that is more visually interesting. Commission chair Weis moved, and Washburn seconded, to defer the item to another meeting and encouraged the applicant to consider the comments shared in the Commission's review. This motion was unanimously approved. Commissioner Lyons moved, and Patnaik seconded, to approve the lighting plan as it was presented in the packet that the Commission received. This motion was unanimously approved. 3. CDC Process Review [23-0753] Page 2 of 4 Community Design Commission Meeting Minutes October 24, 2023 The Commission has been provided an outline of the Commission's review process for various types of applications, including potential changes based on Council interest. Planning Manager Corey Liles shared an overview of proposed changes to CDC process, including concept plan review. Commissioners asked about how advisory comments on concept plans could inform final plans reviews. Commissioners expressed concern about advisory design comments running parallel with regulatory review and the lack of design elements in regulatory review. Commissioners discussed their role in developing site design standards. Commissioner Washburn moved for Chair Weis to compose a letter expressing members concerns and recommendations for the future role of the Commission and deliver to Council, Commissioner Patnaik seconded.
