April 4, 2023 Meeting Minutes [23-0301] A motion was by John Rees, seconded by Erik Valera to approve the April 4, 2023 Meeting Minutes. The motion was carried by a 7-0 vote. Old Business New Business 2. Conditional Zoning Application for UNC Health Eastowne [23-0302] John Rees moved, and Erik Valera seconded a motion to recommend that the Council adopt Resolution A (Resolution of Consistency). The motion carried 7-0. Erik Valera moved, and John Rees seconded a motion to forward comments to Council regarding Ordinance A (Approving the Application). The motion carried 7-0 with an attached matrix and comments. 3. Advising Action on the Annexation Boundary Agreement [23-0303] between the Towns of Chapel Hill and Carrboro, Elizabeth Losos moved, and Jonathan Mitchell seconded a motion to recommend that the Council adopt Ordinance A ( Authorizing the Mayor to sign the Agreement). The motion carried 7-0. 4. Planning Commission Land Use Applications Update [23-0304] 5. Planning Commission Applications Review and Interview [23-0305] Requests 6. Barbee Chapel Matrix [23-0306] 7. Subcommittee Reports [23-0307] 8. Discussion of Potential PC Process Improvements [23-0308] Adjournment Page 2 of 3 Planning Commission Meeting Minutes April 18, 2023 Next Meeting - May 2, 2023 Order of Consideration of Agenda Items: 1. Staff Presentation 2. Applicant’s Presentation 3. Public Comment 4. Board Discussion 5. Motion 6. Restatement of Motion by Chair 7. Vote 8. Announcement of Vote by Chair Public Charge: The Advisory Body pledges its respect to the public. The Body asks the public to conduct themselves in a respectful, courteous manner, both with the Body and with fellow members of the public. Should any member of the Body or any member of the public fail to observe this charge at any time, the Chair will ask the offending person to leave the meeting until that individual regains personal control. Should decorum fail to be restored, the Chair will recess the meeting until a genuine commitment to this public charge is observed.
