Understanding with the Bessie Smith Cultural Center, in substantially the form
attached, regarding a feasibility study and the potential development of the property.
d. AresolutionoftheCityCounciloftheCityofChattanoogaapprovingtheissuanceof
a SubordinateObligationoftheSportsAuthorityoftheCountyofHamiltonandthe
City of Chattanooga in the aggregate principal amount ofnottoexceed$5million;
and authorizing the execution of an Interlocal Cooperative Agreement (multi-use
stadium project – subordinate bonds) with the Sports Authority of the County of

will guide, shape, and form the park’s redevelopment inaccordancewiththeCity’s
needs in accordance with the adopted 2023 Parks & Outdoors Plan.
g. AresolutionauthorizingtheDepartmentofParks&Outdoorsinpartnershipwiththe
RiverCityCompanytoapplyfor,andifawarded,accepttheBlueCrossHealthyPlace
Grant for the revitalization of elements of the evolving our Riverfront Parks
Framework Plan, in the amount of $10 million.

h. A resolution authorizing the Department of Public Works to apply for, and if
awarded,acceptfundingfromthe2024SafeStreetsandRoadsforAll(SS4A)Grant
forthepurposeofsupplementalplanninganddemonstrationactivitieswithintheCity
of Chattanooga that will support the broader 2022 SS4A Comprehensive Safety
ActionPlan(CSAP)currentlyadministeredbytheRegionalPlanningAgency(RPA)
– Metropolitan Planning Organization (MPO), depending upon inclusion in the
Capital Budget and approval bytheCityCouncil,foranamountupto$2.8million,
with a local not to exceed twenty (20%) percent match of $560,000.00.
POLICE
i. A resolution authorizing the Chief of Police to apply for, and if awarded, accept a
grantfromtheBJAfortheFY2024LocalLawEnforcementCrimeGunIntelligence
CenterIntegrationInitiative(CGIC)tobeusedtoexpandourcurrentaward-winning
programbyenhancingtechnologicalandtrainingcapabilitiestocontinueourmission
to reduce crime gun violence while expanding our ability to utilize crime gun
intelligence,foratwo(2)yearperiodbeginningOctober1,2024,untilSeptember30,
2026, in the amount of $300,000.00.
j. A resolution authorizing the Chief of Police to apply for, and if awarded, accept a
grant from the Hamilton County District 3 Homeland Security Council, U.S.
DepartmentofHomelandSecurity,OfficeforDomesticPreparednessStateHomeland
SecurityGrantProgramwhichin2023awardedHamiltonCounty$209,546.88which
willbeadministeredtoChattanoogaPolice,SoddyDaisy,andHamiltonCounty,and
Chattanooga Police, will receive $59,500.00 to purchase three (3)canines,training,
and equipment for a grant period ending January 31, 2026.

c. A resolution authorizing the Chattanooga Fire Chief to seek approval to execute a
multi-year system upgrade agreement for support of and upgrades to the shipping
software, required hardware, implementation services, and maintenance support of
theFireStationAlertSystempaidoverthetermofthecontract,whichisfiveyears,
to provide critical connection to each fire station to alert station personnel for
dispatch of an incident, for a total amount of $577,356.00.

f. AresolutionauthorizingtheCityofChattanoogatoapplyfor,andifawarded,accept
aNationalParksServiceAfricanAmericanCivilRightsGrantforthe“Remembering
Rosenwald Schools Project”, for an amount of $65,400.00.
g. AresolutionauthorizingtheCityofChattanoogatoapplyfor,andifawarded,accept
a National Parks Service African American Civil Rights Grant for the “Big Nine
History Crawl Project”, for an amount of $74,000.00.
h. A resolution to endorse the City of Chattanooga to be a National Park City and to
assigntheParks&OutdoorsCommitteeoversightofthiscampaignonbehalfofCity
Council and that they appoint a volunteer committee of residents to push the
campaign forward.

i. AresolutionauthorizingtheDivisionofTransportationtoapplyfor,andifawarded,
accept a Railroad Crossing Elimination (RCE) Grant for separating the at-grade
NorfolkSouthernRailroadCrossingonHamillRoaddependentuponinclusioninthe
Capital Budget and approval by City Council, for anamountupto$32,220,975.00,
with a local twenty (20%) percent match not to exceed $6,444,195.00.
