MINUTES CITY OF CHEROKEE VILLAGE, ARKANSAS REGULAR CITY COUNCIL MEETING 6: 30 P. M., THURSDAY, OCTOBER 15, 2020 CHEROKEE VILLAGE CITY HALL Meetings are video recorded) Mayor Stokes called the regular meeting of the City Council to order at 6: 30 p. m. on Thursday, October 15, 2020. Mayor led the Pledge of Allegiance followed by a moment of prayer. Roll was called by Clerk Deb Weichinger. Present were Jerry Adams, Les Covington, Carr Hill, Chuck Kristopeit, Thomas Rupard, Rob Smith, Mayor Stokes and City Attorney Jon Abele. Present via Zoom: Pamela Rowland. Absent: Steve Thompson. APPROVAL OF THE AGENDA: Council Member Smith moved to approve the agenda, second by Council Member Kristopeit and passed unanimously. PUBLIC COMMENTS ON AGENDA ITEMS: ( limit 3 minutes per person) Peter Martin concerned with short term rental ordinance. APPROVAL OF THE MINUTES ( September 16, 2020): Council Member Smith moved to approve the council minutes, second by Council Member Adams and passed unanimously. CORRESPONDENCE: None FINANCIAL REPORT: Mayor reported our September revenue is solid. The S. I. D. monies received is the highest seen in his time as Mayor. Council Member Adams moved to approve the September 2020 financials to be filed for audit, second by Council Member Covington. Roll call vote passed unanimously. MAYOR' S REPORT: The clinic that has been doing the drive through testing for COVID 19 will also be doing flu shots. DEPARTMENT REPORTS: ANIMAL CONTROL: ( report on file) Successful adoption this past weekend at Tri County. COMMUNITY SERVICE: ( report on file) DISTRICT COURT: ( report on file) FIRE: ( report on file) Council Member Rob Smith acknowledged Fire Chief Pendarvis and the CV Fire Department being awarded the Fire Wise award plaques. P & Z / CODE ENFORCEMENT: ( report on file) POLICE: ( report on file) STREET DEPARTMENT: ( report on file) Council Members Kristopeit and Smith extended thanks to the entire Street Department for the roadside cutback; stating the Santa Fe Addition is looking like a park. OTHER REPORTS: A& P Report: ( report on file) AIRPORT REPORT: ( report on file) Tree issue is still ongoing. GRANT REPORT: ( no report) OEM SIREN: ( verbal report) Sirens tested first Monday of month. Charger has been replaced at Thunderbird siren location. P & Z COMMISSION: ( report on file) SID: ( report on file) STREETS COMMITTEE: ( report on file) TRI- COUNTY SOLID WASTE: ( report on file) WELCOME CENTER: ( no report) Open until the end of October. City of Cherokee Village, Regular City Council Minutes of October 15, 2020 OLD BUSINESS: Proposed Ordinance 2020 - xx: An Ordinance to Establish Controls Related to Short- Term Residential Rentals in the City of Cherokee Village, Arkansas; Imposing a Penalty for the Violation of this Ordinance; and for Other Purposes: Council Member Smith motioned to read by title only, second by Council member Adams. Clerk read the motion by title only. Council Member Covington asked if anything is in place to control the number of occupants. City Inspector Swiatkowski stated there is nothing to control quantity of occupancy; however, there is a formula regarding number of occupants per square footage of residence. Motion was made by Council Member Covington, second by Council Member Adams to approve the second reading. Roll call vote passed unanimously. NEW BUSINESS: COMMENTS: Bill Matselboba discussed the burn out trailer( s) in Santa Fe Addition, a burn out property on East Lake Shore, Lake Cherokee, and S. I. D. facilities. David Woods stated he tracks all his hours of volunteering towards community volunteer award. Lauren Siebert offered her volunteer hours if needed for the community volunteer award. New residents Karen & Pete S. asked about the cut back of the trees for the new Dollar Tree. Karen Page displayed the sunflower bags being made / sold to benefit the trail expansion.
