MINUTES CITY OF CHEROKEE VILLAGE, ARKANSAS REGULAR CITY COUNCIL MEETING 6: 30 P. M., THURSDAY, JANUARY 28, 2021 CHEROKEE VILLAGE CITY HALL meetings are video recorded) Roll was called by Clerk Deb Weichinger. Present were Jerry Adams, Carr Hills, Eddie Ishmael, Chuck Kristopeit, Pamela Rowland ( via Zoom), Thomas Rupard, Rob Smith, Steve Thompson, Mayor Stokes and City Attorney Jon Abele. APPROVAL OF THE AGENDA: The Notice of Hearing under P& Z was removed from the meeting. Council Member Thompson moved to approve the amended agenda, second by Council Member Rupard and passed unanimously. PUBLIC COMMENTS ON AGENDA ITEMS: ( limit 3 minutes per person) APPROVAL OF THE MINUTES ( December 17, 2020): Council Member Thompson moved to approve the minutes, second by Council Member Kristopeit and passed unanimously. CORRESPONDENCE: none FINANCIAL REPORT: Mayor stated fiscal year end 2020 ended in good shape; mainly due to fiscal responsibility of department heads and sales tax revenue. Council Member Rupard moved to approve the December 2020 financials to be filed for audit, second by Council Member Kristopeit. Roll call vote passed unanimously. REAFFIRMATION OF COUNCIL PROCEDURES — Mayor Stokes asked for a motion to approve the combination of the first five resolutions of 2015 for operational procedures in 2020 including, RESOLUTION 2015 - 1, A RESOLUTION TO SET CITY COUNCIL MEETING DATES AND TIME OF MEETING, RESOLUTION 2015 - 2, A RESOLUTION ADOPTING CITY COUNCIL PROCEDURES FOR THE CITY OF CHEROKEE VILLAGE, RESOLUTION 2015 - 3, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHEROKEE VILLAGE ESTABLISHING GUIDELINES FOR APPOINTMENTS TO COMMISSIONS AND COMMITTEES AUTHORIZED BY THE CITY COUNCIL, RESOLUTION 2015 -4 CITIZEN PARTICIPATION AT CITY OF CHEROKEE VILLAGE PUBLIC MEETINGS, and RESOLUTION 2015 5, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHEROKEE VILLAGE TO RESTRICT THE INTRODUCTION OF LEGISLATION FOR A PERIOD OF ONE HUNDRED EIGHTY DAYS AFTER SUCH LEGISLATION HAS BEEN ENACTED BY THE CITY COUNCIL. Council Member Kristopeit made a motion to reaffirm the combined resolutions for 2021 operations, second by Council Member Thompson. Roll call vote passed unanimously. 2. ELECTION OF MAYOR PRO - TEM — Mayor Stokes opened the floor for nominations. Council Member Rowland nominated Council Member Kristopeit, Council Member Thompson nominated Council Member Smith. Council member Rupard motioned to close the nominations, second by Council Member Adams. Roll call vote; Council Members Hill and Rowland voted for Council Member Kristopeit. Council Members Adams, Ishmael, Kristopeit, Rupard, Smith and Thompson voted for Council Member Smith. Council Member Smith was chosen as 2021 Mayor Pro -tem. 3. Street Dept — Proposal / Waive bidding for Rock/ Stone in 2021: Mr. Kyllo asked the council to waive the bidding for the 2021 Rock Contract and accept the 2020 rollover pricing from Arkansas Quality Stone. Motion made by Council Member Smith, second by Council Member Kristopeit to waive the bidding and accept the 2020 rollover pricing from Arkansas Quality Stone. Roll call vote passed unanimously. City of Cherokee Village, Regular City Council Minutes of January 28, 2021 4. Appropriation - Storm Siren: Motion made by Council Member Smith, second by Council Member Thompson to approve the $ 4, 6752. 08 Appropriation to pay the invoice from Precise Heating and Air Electrical Services for the third storm siren. Roll call vote passed unanimously. 5. Bids for Police Department Vehicles: Motion was made by Council Member Thompson to authorize Police Chief Rickey Crook to put out for bids for two ( 2) new police vehicles. Second by Council Member Rupard. Roll call vote passed unanimously. 6. Resolution No. 2021 -01: A Resolution to Declare Surplus Property and to Remove from City of Cherokee Village Property Asset List: Inoperable surplus with no resale value to be removed from the city property asset list: ( 14) Survivair Panther SCBA units. Motion was made by Council Member Smith, second by Council Member Thompson to approve Resolution No 2021 - 01. Roll call vote passed unanimously. 7. RESOLUTION 2021 -02: A Resolution Amending the Street Department' s 2020 Municipal Budget for the City of Cherokee Village — Council Member Thompson moved to approve RESOLUTION 2021 - 02, second by Council Member Rupard. A roll call vote passed unanimously. 8. RESOLUTION 2021 -03: A Resolution Amending General Fire Fund of the City of Cherokee Village 2020 Budget —Council Member Thompson moved to approve RESOLUTION 2021 - 03, second by Council Member Kristopeit. A roll call vote passed unanimously. 9. RESOLUTION 2021 - 04: A Resolution Amending Act 833 Fund of the City of Cherokee Village 2020 Budget: Motion made by Council Member Adams, second by Council Member Kristopeit to approve Resolution 2021 -04. Roll call vote passed unanimously. 10. RESOLUTION 2021 - 05:A Resolution Amending General Administrative Budget of the City of Cherokee Village 2020 Budget — Council Member Rupard moved to approve RESOLUTION 2021 -05, second by Council Member Kristopeit. Roll call vote passed unanimously. 11. CARR HILL — DISCUSS REPLACING OEM BOAT After some discussion, Council Member Hill made a motion to look into replacing the boat for OEM. Second by Council Member Smith. Roll call vote: Ayes: Council Members Hill, Kirstopeit, and Smith. Nayes: Council Members Adams, Ishmael, Rowland, Rupard, Thompson. Motion failed.
