MINUTES CITY OF CHEROKEE VILLAGE, ARKANSAS REGULAR CITY COUNCIL MEETING 6: 30 P. M., THURSDAY, FEBRUARY 25, 2021 CHEROKEE VILLAGE CITY HALL meetings are video recorded) Roll was called by Clerk Deb Weichinger. Present were Jerry Adams, Carr Hills, Eddie Ishmael, Chuck Kristopeit, Pamela Rowland ( via Zoom), Thomas Rupard, Rob Smith, Steve Thompson, Mayor Stokes and City Attorney Jon Abele. APPROVAL OF THE AGENDA: The Notice of Hearing under P& Z was removed from the meeting and delayed until March 2021 meeting. Council Member Smith asked to add appointment of A & P Commission Member. This will be added as item 3 under new business. Council Member Kristopeit moved to approve the amended agenda, second by Council Member Adams and passed unanimously. PUBLIC COMMENTS ON AGENDA ITEMS: ( limit 3 minutes per person) APPROVAL OF THE MINUTES ( January 28, 2021): Council Member Smith moved to approve the minutes, second by Council Member Adams and passed unanimously. CORRESPONDENCE: City Clerk read a letter from Marcia Weaver to Officer Tyner and Animal Control Officer Carolyn Parks thanking them for their assistance in finding her lost dog. Notification from AT &T stating 10 digits will need to be dialed for all calls, including local, effective April 24, 2021. A letter was read from Tri- County Solid Waste Disposal Authority to Mayor Stokes thanking him and the council for the continued support. A letter was read from EngageAR addressed to the Mayor accompanying a State of Arkansas Volunteer Community of the Year Award certificate. FINANCIAL REPORT: Council Member Adams moved to approve the January 2021 financials to be filed for audit, second by Council Member Kristopeit. Roll call vote passed unanimously. MAYOR' S REPORT: Mayor Stokes gave State of the City Report. Report to be placed on the City website. Mayor stated our region was the highest in country counted in the census. Results should be received in September 2021. DEPARTMENT REPORTS: ANIMAL CONTROL: ( report on file) Snow caused delay / cancellation of Spay /Neuter Clinic. COMMUNITY SERVICE: ( none) DISTRICT COURT: ( report on file) No court due to the weather. Next court will be third Friday in March. Decision has not yet to be made for the July fireworks. AIRPORT REPORT: ( report on file) Ron Page is retiring from Airport Commission. GRANT REPORT: ( no report) Jerry Adams reported $ 32, 000 grant approved for expansion of Tohi Trail. Trail has been blazed. Roy Echols has laid out the GPS of the trail. OEM SIREN: ( no report) P & Z COMMISSION: ( report on file) S. I. D.: ( report on file) STREETS COMMITTEE: ( No report, meets March 2021) TRI- COUNTY SOLDE WASTE: ( report on file) WELCOME CENTER: ( No Report) OLD BUSINESS: 1. ORDINANCE 2021 - XX: An Ordinance to Amend Zoning Code ( 2017 - 06A) and for Other Purposes. Clerk read the ordinance in its entirety. After discussion, the ordinance, as read. A special public working meeting will be scheduled by Mayor to discuss and propose a rewritten ordinance. NEW BUSINESS: 1. APPROPRIATION FOR STREET DEPARTMENT EQUIPMENT PURCHASES — John Kyllo, Street Department Head asked council to seek competitive bids for a skid steer loader to determine amount to request for appropriations. Council Member Thompson made a motion to secure bids for skid steer loader, second by Council Member Adams. Roll call vote passed unanimously. 2. David Woods — OEM Equipment, David Woods stated he was to be speaking about Search and Rescue. Mr. Woods gave documentation to all of council and the City Clerk to be put on file. The document included Mr. Woods resignation from OEM. After some discussion, it was determined it would be best discuss the Search and Rescue topic at the March council meeting. 3. A& P Commission Appointment: Council Member Smith recommended Sharon McCullar be appointed to replace Casey'. Council Member Smith made the motion, second by Council Member Hill to appoint Sharon McCullar.
