MINUTES CITY OF CHEROKEE VILLAGE, ARKANSAS REGULAR CITY COUNCIL MEETING 6: 30 P. M., THURSDAY, MARCH 18, 2021 CHEROKEE VILLAGE CITY HALL meetings are video recorded) Roll was called by Clerk Deb Weichinger. Present were Jerry Adams, Carr Hills, Eddie Ishmael, Chuck Kristopeit, Thomas Rupard, Rob Smith, Steve Thompson, Mayor Stokes and City Attorney Jon Abele. Absent: Pamela Rowland. APPROVAL OF THE AGENDA: Council Member Smith moved to approve the revised agenda, second by Council Member Thompson and passed unanimously. PUBLIC COMMENTS ON AGENDA ITEMS: ( limit 3 minutes per person) APPROVAL OF THE MINUTES ( February 25, 2021): Council Member Kristopeit moved to approve the minutes, second by Council Member Rupard, and passed unanimously. CORRESPONDENCE: none FINANCIAL REPORT: Council Member Adams moved to approve the February 2021 financials to be filed for audit, second by Council Member Smith. Roll call vote passed unanimously. MAYOR' S REPORT: Mayor Stokes announced the Legislative Audit exit interview was done March 18th noting we have some bookkeeping issues to take care of, nothing serious. We can expect to receive the final audit report in August or September. City Inspector Thomas Swiatkowski stated no response has been received to three ( 3) notices sent. Mayor asked for a motion to resolve Raze and Removal. Council Member Smith moved to adopt resolution to raze and remove, Council seconded by Member Adams. Roll call vote passed unanimously. Resolution to order the Razing and Removal of a Nuisance on the Property Lot 41, Block 38, Santa Fe First Addition to Cherokee Village City of Cherokee Village, Regular City Council Minutes of March 18, 2021  Subdivision ( 5 Okemah Dr, Cherokee Village), Fulton County, Arkansas ( Eric Hamm, owner). This will be Resolution 2021 -06. ORDINANCE 2021 -XX: An Ordinance to Amend Zoning Code ( 2017 - 06A) and for Other Purposes. Clerk read the ordinance in its entirety. After some discussion, motion was made by Council Member Kristopeit, second by Council Member Smith to approve the first reading. Ayes: Council Members Hill, Kristopeit, Rupard, Smith, and Thompson. Nays: Council Members Adams and Ishmael. Motion passed. NEW BUSINESS: 1. Authorization for Street Department Equipment Purchase: — John Kyllo, Street Department Head asked council to seek competitive bids for a skid steer d, loader; authorizing Mayor Stokes to open bids April 2 " and start process to order lowest bid to determine amount to request for appropriations. Council Member Thompson made a motion to secure bids for skid steer loader, second by Council Member Rupard. Roll call vote passed unanimously. 2. Short Term Special Use Permit 2021 - 01: Highland Elks Lodge No. 2539, Turkey Shoot, March 27, 2021 at 15 Elks Lodge, Cherokee Village, AR. Motion to approve Turkey Shoot temporary special use permit made by Council Member Smith and second by Council Member Hill. Motion passed unanimously.
