CITY OF CHEROKEE VILLAGE, ARKANSAS
REGULAR CITY COUNCIL MEETING
6: 30 P. M., THURSDAY, APRIL 15, 2021

Roll was called by Clerk Deb Weichinger. Present were Jerry Adams, Carr Hills, Eddie
Ishmael, Chuck Kristopeit, Pamela Rowland, Thomas Rupard, Rob Smith, Steve
Thompson, Mayor Stokes. Absent: Jon Abele.
APPROVAL OF THE AGENDA: Mayor added a special use permit under new
business. Council Member Rupard requested an executive session, personnel
discussion. Council Member Smith moved to approve the revised agenda, second by
Council Member Adams and passed unanimously.
PUBLIC COMMENTS ON AGENDA ITEMS: ( limit 3 minutes per person)
APPROVAL OF THE MINUTES ( March 18, 2021): Council Member Smith moved to
approve the minutes, second by Council Member Kristopeit, and passed unanimously.

FINANCIAL REPORT: Council Member Adams moved to approve the March 2021
financials to be filed for audit, second by Council Member Rupard. Roll call vote passed
unanimously.
MAYOR' S REPORT:
Proclamations: National Kids to Park Day, Saturday, May 15th designated for state of
Arkansas. Mayor Stokes announced the hiring of Cassie Hayward as the new Planning
and Zoning administrative assistant, who was introduced at the council meeting by
Thomas Swiatkowski.

Notice of hearing: Hearing for Raze and Removal of Lot 7, Block 16, Santa Fe
Third Addition. City Inspector Thomas Swiatkowski stated no response has been
received to three ( 3) notices sent. Mayor asked for a motion to resolve Raze
and Removal. Council Member Smith moved to adopt resolution to raze and
remove, seconded by Council Member Adams. Roll call vote passed
unanimously. Resolution to order the Razing and Removal of a Nuisance on the
City of Cherokee Village, Regular City Council Minutes of April 15, 2021
Property Lot 7, Block 16, Santa Fe Third Addition to Cherokee Village
Subdivision ( 56 Tonsue Dr, Cherokee Village), Fulton County, Arkansas ( James
and Crystal McGovern, owners). This will be Resolution 2021 - 07.

Sixth Addition. City Inspector Thomas Swiatkowski stated no response has been

and Removal. Council Member Smith moved to adopt resolution to raze and
remove, secondedby Council Member Kristopeit. Roll call vote passed
unanimously. Resolution to order the Razing and Removal of a Nuisance on the
Property Lot 65, Block 35, Santa Fe Sixth Addition to Cherokee Village
Subdivision ( 4 Mohave Dr, Cherokee Village), Fulton County, Arkansas ( Daniel
Lee Grover, owner). This will be Resolution 2021 -08.

OLD BUSINESS:
1. ORDINANCE 2021 -XX: An Ordinance to Amend Zoning Code ( 2017 -06A)
and for Other Purposes. Council Member Smith motioned to read by title only,
second by Council Member Thompson. Clerk read the motion by title only. Roll
call passed unanimously. After some discussion, the wording or appropriate
approved landscape was asked to be changed in Section 1, paragraph 2 in the
last sentence. Roll call vote to approve wording change: Ayes: Hill, Kristopeit,
Rowland, Rupard, Smith, Thompson; Nays: Adams, Ishmael. Motion passed.
Motion was made by Council Member Smith, second by Council Member
Thompson to approve the second reading. Ayes: Council Members Adams, Hill,
Kristopeit, Rowland, Rupard, Smith, and Thompson. Nays: Council Member
Ishmael. Motion passed.
NEW BUSINESS:
City of Cherokee Village, Regular City Council Minutes of April 15, 2021
1. Authorization for Street Department Equipment Purchase: — John Kyllo,
Street Department Head presented quotation for $ 48, 849. 40 for a skid steer, and
asked council to appropriate the monies to make the purchase. Taxes, freight,
and other additional costs will be paid from the sales of street surplus equipment.
Council Member Thompson made a motion to appropriate the funds for skid
steer loader, second by Council Member Adams. Roll call vote passed
unanimously.
2. Bids for Police Department Vehicle: Police Chief Rickey Crook discussed the
bids to purchase new vehicle ( Freedom Ford and Lewis Ford at $ 35, 558, and
36, 271 respectively. Chief Crook suggested the bid from Freedom Ford; stating
it is the lowest bid and is local. Motion was made by Council Member Steve
Thompson, second by Council Member Chuck Kristopeit to approve the
purchase of two ( 2) new police vehicles from Freedom Ford, at a price of
35, 558 each. It was noted the cost does not include outfitting the vehicles with
police equipment. Roll call vote passed unanimously.
3. Line Striping: - John Kyllo , Street Department Head asked council to permit
transferring budget line items to cover the $ 13, 000 cost of striping 13 % miles of
city streets. Motion was made by Council Member Hill to approve the request,
second by Council Member Thompson. Roll call vote passed unanimously.
4. Urban Deer Hunt Motion was made by Council Member
Continuance:
Thompson, seconded by Council Member Hill to approve the continuance of the
Urban Deer Hunt for the 2021 - 2022 season. Roll call vote was passed
unanimously.
5. Jeff Tatum, David Gruger — Search & Rescue: Both Mr. Tatum and Mr. Gruger
expressed dissatisfaction in the manner in which search and rescue was
discussed between David Woods and city council members. I would add to the
Tatum /Gruger by stating: Inquiry was made as to whether the city would use
Search and Rescue. Mayor replied those decisions are left to the incident
commander as type of incident determines the type of search and rescue team
needed. Additionally, any search and rescue team must be certified by
Arkansas Department of Emergency Management.
6. Short Term Special Use Permit 2021 - 03: Charlie, Cali, & C. J. Tompkins, Sharp
Co 4 -H chicken Project, April 16, 2021 to July 10, 2021. Motion to approve 4 -H
chicken project temporary special use permit made by Council Member Smith
and second by Council Member Rupard. Motion passed unanimously.
Executive Session — Personnel: Council Member Adams moved to adjourn for
executive session, second by Council Member Thompson. Mayor adjourned the
Regular City Council meeting at 7: 32 PM to Executive Session. Regular City Council
meeting reconvened at 8: 10 PM. Mayor stated no action taken.
