REGULAR CITY COUNCIL MEETING
6: 30 P. M., THURSDAY, MAY 20, 2021

Roll was called by Clerk Deb Weichinger. Present were Jerry Adams, Carr Hills, Eddie
Ishmael, Chuck Kristopeit, Pamela Rowland, Thomas Rupard, Rob Smith, Steve
Thompson, Mayor Stokes, and city attorney Jon Abele.
APPROVAL OF THE AGENDA: Council Member Thompson moved to approve the
agenda, second by Council Member Smith and passed unanimously.
PUBLIC COMMENTS ON AGENDA ITEMS: ( limit 3 minutes per person)
APPROVAL OF THE MINUTES ( April 15, 2021): Council Member Smith moved to
approve the minutes, second by Council Member Kristopeit, and passed unanimously.
CORRESPONDENCE: none
FINANCIAL REPORT: Council Member Adams moved to approve the April 2021
financials to be filed for audit, second by Council Member Hill. Roll call vote passed
unanimously. Karen Page requested the donations collected in 2020 for the Trail
Committee to be carried over from last year to show as available monies in 2021.

Notice of hearing: Hearing for Raze and Removal of Lot 16, Block 23, Santa Fe
Fourth Addition.
City Inspector Thomas Swiatkowski stated no response has
been received to three ( 3) notices sent. Mayor asked for a motion to resolve
Raze and Removal.
Council Member Smith moved to adopt resolution to raze
and remove,
seconded by Council Member Adams. Roll call vote passed
unanimously. Resolution to order the Razing and Removal of a Nuisance on the
Property Lot 16, Block 23, Santa Fe Fourth Addition to Cherokee Village
Subdivision ( 1 Chitola Dr, Cherokee Village), Fulton County, Arkansas ( American
Land, owner). This will be Resolution 2021 -09.
Notice of hearing: Hearing for Raze and Removal of Lot 6, Block 3, Santa Fe
First Addition.
City Inspector Thomas Swiatkowski stated no response has been
received to three ( 3) notices sent. Mayor asked for a motion to resolve Raze

Resolution to order the Razing and Removal of a Nuisance on the Property Lot 6,
Block 3, Santa Fe First Addition to Cherokee Village Subdivision ( 11 Vista Larga
Dr, Cherokee Village), Fulton County, Arkansas ( American Land, owner). This
will be Resolution 2021 -10.
Notice of hearing: Hearing for Raze and Removal of Lot 23, Block 37, Santa Fe
Seventh Addition.

been received to three ( 3) notices sent. Mayor asked for a motion to resolve
Raze and Removal.

seconded by Council Member Adams. Roll call vote passed

Subdivision ( 7 Turon Dr, Cherokee Village), Fulton County, Arkansas ( Cherokee
Village Suburban Improvement District, owner). This will be Resolution 2021 - 11.

First Addition.

Property Lot 60, Block 35, Santa Fe First Addition to Cherokee Village
Subdivision ( 14 Mohave Dr, Cherokee Village), Fulton
County, Arkansas
American Land, owner). This will be Resolution 2021 - 12.
Notice of hearing: Hearing for Raze and Removal of Lot 4, Block 36, Santa Fe
Sixth Addition.

remove, seconded by Council Member Smith. Roll call vote passed unanimously.

Block 36, Santa Fe Sixth Addition to Cherokee Village Subdivision ( 25 Tonsue
Dr, Cherokee Village), Fulton County, Arkansas ( American Land, owner). This
will be Resolution 2021 - 13.

OLD BUSINESS:
ORDINANCE 2021 -01: An Ordinance to Amend Zoning Code ( 2017 -06A) and
for Other Purposes. Council Member Adams motioned to read by title only,
second by Council Member Kristopeit. Clerk read the motion by title only. Roll
call passed unanimously. Motion was made by Council Member Thompson,
second by Council Member Smith to approve the final reading. Ayes: Council
Members Adams, Hill, Kristopeit, Rowland, Smith, and Thompson. Nays:
Council Member Adams, Ishmael, Rupard. Motion passed. Ordinance 2021 -01
will become effective August 18, 2021.
NEW BUSINESS:
Short Term Special Use Permit 2021 -02: CV Kiwanis Pancake Breakfast:
Located in Town Center, May 29, 2021. Motion to approve short term special
use permit made by Smith, second by Kristopeit. Motion passed unanimously.
2. Short Term Special Use Permit 2021 -04: Kevin Caffrey, Driveway & Shed
has decided to not to request special use permit.
Executive Session — Personnel: Council Member Thompson moved to adjourn for
executive session, second by Council Member Adams. Mayor adjourned the Regular
City Council meeting at 7: 24 PM to Executive Session. Regular City Council meeting
reconvened at 8: 00 PM. Mayor stated no action to be taken in public session.

ADJOURNMENT: Council Member Thompson moved to adjourn the meeting at 8: 00
p. m., second by Council Member Adams and meeting was adjourned.
