MINUTES CITY OF CHEROKEE VILLAGE, ARKANSAS REGULAR CITY COUNCIL MEETING 6: 30 P. M., THURSDAY, JULY 15, 2021 CHEROKEE VILLAGE CITY HALL meetings are video recorded) Roll was called by Clerk Deb Weichinger. Present were Jerry Adams, Eddie Ishmael, Chuck Kristopeit, Thomas Rupard, Rob Smith, Steve Thompson, Mayor Stokes, and city attorney Jon Abele. Absent: Carr Hill and Pamela Rowland. APPROVAL OF THE AGENDA: Mayor Stokes asked to add to new business an appropriation for playground equipment. Mayor Stokes asked for a motion to approve the amended agenda. Council Member Thompson moved to approve the amended agenda, second by Council Member Smith and passed unanimously. PUBLIC COMMENTS ON AGENDA ITEMS: ( limit 3 minutes per person) APPROVAL OF THE MINUTES ( June 17, 2021): Council Member Smith moved to approve the minutes, second by Council Member Kristopeit, and passed unanimously. CORRESPONDENCE: none FINANCIAL REPORT: Council Member Adams moved to approve the June 2021 financials to be filed for audit, second by Council Member Kristopeit. Roll call vote passed unanimously. MAYOR' S REPORT: Mayor advised the status of the low water bridge with ARDOT is an ongoing project, currently working on the utility easements. District Court will only be open to those on the docket and attorneys. Masks will be required. Employee Recognition plagues were given for 15 year: Attorney Jon Abele, Firefighter Tony Rook; 20 year: Kay Doncheff. Ordnance 2021 - xx: An Ordinance to Regulate Unregistered, Wrecked or Junked Vehicles Within the City Limits of the City of Cherokee Village, Providing for A Penalty for the Violation of the Ordinance and for Other Purposes: Council Member Adams motioned to read by title only, second by Council Member Kristopeit. Clerk read the motion by title only. Roll call passed unanimously. Council Member Adams motioned to approve the second reading, second by Council Member Smith. Roll call vote: Ayes: Council Members Hill, Adams, Ishmael, Kristopeit, Smith and Thompson. Nays: Council Member Rupard. Motion passed. NEW BUSINESS: 1. Council Member Steve Thompson discussed equipment procurement and budgeting ( documentation attached) Council Member Rupard motioned to approve procurement of equipment ( two police vehicles) in 2021 to be purchased in 2022. Second by Council Member Smith. Roll call vote passed unanimously. 2. Appropriation of playground equipment. Mayor asked for a motion to equally partner with FNBC to share in cost of $ 12, 000 for Tohi Trail ADA playground equipment. Council Member Adams motioned to approve appropriation, second by Council Member Thompson. Roll call vote passed unanimously. COMMENTS: 1. Carr Hill — absent 2. Tom Rupard — Karen Page was not present to acknowledge her hard work on quilt. 3. Pat Krause discussed need for weight limit on roads. Roads ( Wabash) are being torn up with heavy equipment carrying loads of gravel. Mayor will turn this over to the Street Committee for review. Executive Session — Personnel: Council Member Smith moved to adjourn for executive second by Council Member Kristopeit. session, Mayor adjourned the Regular City Council meeting at 7: 18 PM to Executive Session. Regular City Council meeting reconvened at 8: 07 PM. Mayor stated no action to be taken in public session. ANNOUNCEMENTS: ADJOURNMENT: Council Member Smith moved to adjourn the meeting at 8: 08 p. m., second by Council Member Kristopeit and meeting was adjourned.
