MINUTES CITY OF CHEROKEE VILLAGE, ARKANSAS REGULAR CITY COUNCIL MEETING 6: 30 P. M., THURSDAY, AUGUST 19, 2021 CHEROKEE VILLAGE CITY HALL meetings are video recorded) Roll was called by Clerk Deb Weichinger. Present were Jerry Adams, Eddie Ishmael, Chuck Kristopeit, Rob Smith, Steve Thompson, Mayor Stokes, and city attorney Jon Abele. Council Member Pamela Rowland was present via Zoom. Absent: Carr Hill and Thomas Rupard. APPROVAL OF THE AGENDA: Mayor Stokes asked for a motion to approve the agenda. Council Member Smith moved to approve the agenda, second by Council Member Kristopeit and passed unanimously. PUBLIC COMMENTS ON AGENDA ITEMS: ( limit 3 minutes per person) APPROVAL OF THE MINUTES ( July 15, 2021): Council Member Smith moved to approve the minutes, second by Council Member Adams, and passed unanimously. CORRESPONDENCE: none FINANCIAL REPORT:Mayor reported revenues are solid through this meeting. Council Member Adams moved to approve the July 2021 financials to be filed for audit, second by Council Member Kristopeit. Roll call vote passed unanimously. MAYOR' S REPORT: Mayor reported census results show city population increased by almost 2 %, per municipal league. DEPARTMENT REPORTS: ANIMAL CONTROL: ( report on file) Grant submitted for animal shelter by Penny Trumpy. Spay neuter clinic in September. COMMUNITY SERVICE: ( none) 20th, DISTRICT COURT: ( report on file) Court will meet Friday the closed to the public. STREETS COMMITTEE: ( No report) opening on Street Committee TRI- COUNTY SOLDE WASTE: ( report on file) E- cycling to take place in City Hall 26th, parking lot August from 8 am to 3 pm. WELCOME CENTER: ( No Report) OLD BUSINESS: Ordinance 2021 - 02: An Ordinance to Regulate Unregistered, Wrecked or Junked Vehicles Within the City Limits of the City of Cherokee Village, Providing for A Penalty for the Violation of the Ordinance and for Other Purposes: Council Member Smith motioned to read by title only, second by Council Member Adams. Clerk read the motion by title only. Roll call passed unanimously. Council Member Adams motioned to approve the third reading, second by Council Member Thompson. Roll call vote: Ayes: Council Members Adams, Ishmael, Smith and Thompson. Nays: Council Member Kristopeit, Rowland. Motion passed. This will be Ordinance 2021 -02, which will go into effect in 90 days. Emergency clause motioned by Council Member Thompson, second by Council Member Adams. Roll call vote Ayes: Council Member Adams, Ishmael, Smith, and Thompson. Nays: Council Member Kristopeit, Rowland. Motion did not pass; requires six affirmative votes to pass. NEW BUSINESS: 1. A& P Commission Appointment: Council Member Smith motioned the appointment of Jason Lowe to replace Jeff Penn, second by Council Member Thompson. Roll call vote passed unanimously. 2. Ben Feldman — Easement to Dollar General & Beautification. Mr. Feldman expressed concerns which Mayor responded he will discuss with ARDOT. COMMENTS: Karen Pagereported the donation for the quilt was $ 248 towards Tohi Trail improvements. Executive Session — Personnel: Council Member Smith moved to adjourn for executive session, second by Council Member Adams. Mayor adjourned the Regular City Council meeting at 7: 02 PM to Executive Session. Regular City Council meeting reconvened at 8: 26 PM. Mayor stated no action to be taken in public session.
