i Minutes CITY OF CHEROKEE VILLAGE, ARKANSAS REGULAR CITY COUNCIL MEETING Thursday, November 16, 2023, 6: 00 P. M., CHEROKEE VILLAGE CITY HALL CALL TO ORDER— Mayor Rose called the City Council Meeting to order at 6 P. M. PLEDGE OF ALLEGIANCE— Mayor Rose lead the Pledge of Allegiance MOMENT OF SILENCE— A moment of silence was observed. ROLL CALL, ESTABLISH QUORUM— City Clerk Penny Trumpy called Roll Call of Council Members: Present: Heather Harrison, Rachael Tatum, Steve Thompson, Peter Martin, Rob Smith, Eddie Ishmael, Jeff Tatum and Pamela Rowland( per phone). Quorum established. Mayor Steven Rose and City Attorney Jon Abele were present. APPROVAL OF AGENDA— Council Member Martin motioned to approve the agenda, seconded by Council Member Thompson. Motion passed( 8 yeas) PUBLIC COMMENTS/ QUESTIONS ON AGENDA ITEMS( limit 3 minutes per person) APPROVAL OF MINUTES: October 19, 2023& November 7, 2023— Council Member Martin motioned to approve the minutes as presented, seconded by J. Tatum. Motion passed( 8 yea' s) CORRESPONDENCE: NONE FINANCIAL REPORT: Discussion Sales& Use Tax Street Dept Revenue— Filed as submitted. MAYOR' S REPORT: A budget committee is working on the 2024 budget. William French is newly graduated Police officer, Sergeant Jim Griffin, and Officer Austin Rose have joined the Police Department. Gary Dienst has filled the full time firefighter position. The Police dept is putting the final touches on the new police truck, which should be on the road soon. Planning& Zoning Committee is Bruce Hadaway, Laura Clute, David Schaefering, Larry Gorski, Joe Waggoner, Tom Trumpy, and Randy Durdin. Randy Durdin is replacing Terry Smith. Mr. Durdin has a background in Heating and cooling, maintenance supervisor for multiple properties and is working in real estate at this time. An Animal Control Committee has been established and members for 2024 will be: Rachael Tatum, Betty Stokes, Julie Milligan, Animal Control Officer, Police Chief or Designee and a Vet Tech( Optional). Members of this Committee are at the Mayor' s discretion. The committee will severe a one year term starting January 1 and serve for the Calendar year. If at any time, one desire to step down they can and give their resignation to the Mayor and a replacement will be appointed to serve out the term. The Committee members will set a date and time to hold a public meeting once per month. The first meeting the committee will appoint a Chairperson that will be charged with chairing the meeting and being a liaison between the committee and the Mayor. The chairperson will create a monthly council report to be turned in to the city clerk. Trunk or Treat was a success event with the cooler weather. There were 16 groups that participated this year to provide a great experience for the children of Cherokee Village and area. New business will be Ordinance 2023- 07 an ordinance to amend Cherokee Village zoning code 2017- 06A. This is adding a section on Modular Container housing requirements in order to be installed. It also address that manufactured homes can be no more than 10 years old at the time of permit to be installed. It addresses commercial districts located adjacent to residential properties, storage buildings and installation of solar panel systems. Two special use permits for the Christmas tree lighting in the town center and Christmas Bazaar at the Art enter. We will present the rough proposed budget for 2024. Chief Dienst reported it is still in process which leaves us waiting. PLANNING& ZONING: ON FILE— Council Member Thompson inquired about some neglected properties. CODE ENFORCEMENT: NO REPORT POLICE DEPARTMENT: SEPTEMBER& OCTOBER STREET DEPARTMENT Newsletter: NO REPORT OTHER REPORTS. Motion passed( 8 yea' s) STREET COMMITTEE Minutes: NO REPORT- TRI- COUNTY SOLID WASTE: ON FILE SHARP CO. SENIOR CENTER: NO REPORT WELCOME CENTER: NO REPORT OLD BUSINESS: 1. Animal Control Committee— Mayor An Animal Control Committee has been established and members for 2024 will be: Council Member Rachael Tatum, Betty Stokes, Julie Milligan, Animal Control Officer Megan Mansfield, Police Chief or Designee and a Vet Tech( Optional) Annamarie Galayda. Council Member Martin motioned to approve these members of the Animal Control Committee for 2024, seconded by Council Member Harrison. Motion passed( 8 yea' s) NEW BUSINESS: 1. Ordinance 2023- 07 AN ORDINANCE TO AMEND THE CHEROKEE VILLAGE ZONING CODE, ADOPTED BY ORDINANCE 2017- 06A— After much discussion that the wording had not been changed since this Ordinance was presented earlier Council Member Smith motioned to table this Ordinance 2023- 07 untill the working meeting in December, seconded by Council Member J Tatum. Motion passed( 8 yea's) 2. A& P COMMISSION— FILL VACANCY AND REAPPOINT COMMISSIONERS— MAYOR— Tabled 3. Short Term Special Use Permit a. No 2023- 13 Christmas in the Village— Tree Lighting— American Land Company/ Community Developer b. No 2023- 14 Christmas Bazaar— Arts Center of North Arkansas Council Member J Tatum motioned to approve both Short Term Special Use Permits 2023- 13& 2023- 14, seconded by Council Member Martin. Motion passed( 8 yea' s) 4. Proposed Budget for 2024— Mayor Still being finalized. Mayor will email and post as soon as it is completed.
