TOWN COUNCIL MEETING MINUTES
March 20, 2012
At 7:00 PM
Call To Order: President Brett Foster called the meeting to order and Dennis Schrumpf gave the
prayer. President Foster called for the roll call and the members of the Town Council were
present or absent as follows:

Approval of Prior Minutes:
Town Council Meeting Minutes, March 20, 2012, 7:00 PM – Ms. Hartley made a
motion to approve the minutes for the Town Council Meeting March 20, 2012. Mr. Cook
seconded, motion passed.
Approval of Agenda:
Mr. Foster added to the agenda under New Business Ordinance 03-20-2012-1; Approval
of transferring $100,000 from the Sewer Improvement investment account to the Sewer
Improvement operating account; and Approve to request quotes for the Heating and
Cooling annual maintenance. Mr. Hayden made a motion to approve the agenda as
amended. Mr. Cook seconded, motion passed.
Approval of Claims:
Mr. Cook made a motion to approve the claims as presented. Ms. Hartley seconded,
motion passed.
Petitions by Citizens:
There were none.
President’s Report:
President Foster stated that he would like to schedule the Retreat Meeting items on the
next two Staff Meetings. Chief Hildebrand, Pat Comer, and Charlie Cambre said they
would take April 12. Mr. Munoz and Chief Peachey will have May 10th.
Council Committee Reports:
There were none.
Legal Counsel Report-John Culp:
Was not available.
Cicero/Jackson Township Plan Commission Report-Mr. Munoz.

Senior Living Development -Mr. Munoz informed the Council that there is interest from
the HAND organization to build a multi-unit senior living development. There would be
three buildings. Two will have three units and one will have two units. Mr. Munoz state
that originally they thought they would ask the Council for a letter in favor of the
development but now they think they can do everything through the Cicero/Jackson
Township Plan Commission and BZA. Mr. Munoz stated that HAND as completed
developments in Sheridan and Noblesville.
Hamilton County Soil & Water - Mr. Munoz stated that the Hamilton County Soil &
Water will be providing a Rain Garden and Rail Barrel workshop on May 30th in
preparation for the June 2nd activities in Cicero for the Hamilton County CVB’s Nickel
Plate Arts Weekend. Mr. Munoz stated that this is part of the Storm Water Education for
Cicero.
Town Engineer Report-Mr. Keith Bryant –
Mr. Bryant was not available but he submitted the following report:
1. S. Stringtown Pike Ballpark Walkway: We have continued plan layout of the path
along Stringtown Pike. Plans are now at a 60% level or above and we will begin
utility coordination.
2. Jackson Street Pedestrian Path Project. – Design and INDOT submittals are complete.
As we have discussed the only remaining issue is the required easement acquisition
from the water company now owned by Citizens Energy. Our past Friday deadline
came without any response from Citizens to our buyer. Last week, we were told by
the same folds at Citizens that an easement would not be possible. At that point, we
began our conversations with Mayor Ballard’s Administration. We are now hearing
some positive feedback and hope to get this resolved. Soon. We will keep pushing
this and keep the Town informed of progress. We are cautiously optimistic again.
Our hopes at this point will be to get this resolved in the next 30 days or less to allow
the July 2012 INDOT letting (bid) date.
Old Business:
Council To Consider Approving Proceeding With The Washington Avenue Sidewalk
Project.
Mr. Comer informed the Council that he was ready to get quotes for the Washington
Avenue Sidewalk Project final phase. The cost is estimated to be around $25,000 and
HUD has approved around $10,000. Ms. Unger said the money was appropriated in CCI.
Ms. Hartley made a motion to approve moving forward with the letting of proposals. Mr.
Cook seconded, motion passed.
Council To Open Quotes For Shelter For Parks Department.
Mr. Foster said the Town received two proposals for the Community Park Shelter project.
1. Hink Hinkle Construction, LLC of Tipton. The amount of the proposal was
$26,980.00.
2. Vondersaar Homes of Cicero. The amount of the proposal was $$26,782.97.
Mr. Cook made a motion to approve the lowest proposal contingent on the approval of
the Town Attorney, Mr. Culp and the Park Superintendent, Charlie Cambre. Mr. Hayden
seconded, motion passed.

New Business:
Council To Consider Ordinance 03-20-2012-1 An Ordinance Amending Ordinance 02-21-
2012-1 Establishing a separate Fund for the Receipt And Disbursement Of Money
Collected From Golf Cart Registration.
Ms. Unger stated that this was just a change in the fund number. Mr. Hayden made a
motion to approve Ordinance 03-20-2012-1 An Ordinance Amending Ordinance 02-21-
2012-1 Establishing a separate Fund for the Receipt And Disbursement Of Money
Collected from Golf Cart Registration. Mr. Cook seconded, motion passed.
Council To Consider Transfer $100,000 From The Wastewater Improvement Investment
To The Wastewater Improvement Operating Fund.
Mr. Cook made a motion to approve transferring $100,000 from the Wastewater
Improvement Investment To The Wastewater Improvement Operating Fund. Ms. Hartley
seconded, motion passed.
Council To Approve Sending Out Requests For Quotes For The Heating And Cooling
Annual Maintenance.
The Council reviewed the proposed request for proposals prepared by the department
heads. Mr. Cook suggested that the instead of annually they ask for two years. Chief
Hildebrand stated that they want to the contract to continue until one or the other parties
gives the 30 day notice that they are opting out. Mr. Cook made a motion to approve
requesting proposals for the heating & cooling unites for the Town. Mr. Schrumpf
seconded, motion passed.
