4 TOWN OF CICERO TOWN COUNCIL MEETING MINUTES November 4, 2014 At 7:00 PM Call To Order: President Dennis Schrumpf called the meeting to order and led the Pledge of Allegiance. Mr. Foster gave the prayer. President Schrumpf called for the roll call and the members of the Town Council were present or absent as follows: Present: Jerry Cook Absent: Brett Foster Kay Hartley Eric Hayden Dennis Schrumpf President Schrumpf declared a quorum present. Others Present: Dave Hildebrand, Police Chief Chief Hildebrand served as secretary. Approval of Agenda: Mr. Schrumpf added a discussion on naming of the walkway under New Business. Mr. Hayden made a motion to approve the Agenda as amended. Mr. Cook seconded, motion passed. Council To Hold Public Hearing On Ordinance 10-21-2014-2 Flood Plain Ordinance. Mr. Hayden made a motion to open the Public Hearing on Ordinance 10-21-2014-2 Flood Plain Ordinance. Mr. Cook seconded, motion passed. Mr. Schrumpf asked if there were any questions and there were none. There was no discussion. Mr. Cook made a motion to close the Public Hearing. Mr. Hayden seconded, motion passed. Approval of Prior Minutes: Town Council Meeting Executive Session Memorandum, October 21, 2014, 7:00 PM – Ms. Hartley made a motion to approve the Executive Session Memorandum for October 21, 2014 as presented. Mr. Cook seconded, motion passed. Town Council Meeting Minutes, October 21, 2014, 7:00 PM – Ms. Hartley made a motion to approve the Town Council meeting minutes for October 21, 2014. Mr. Cook seconded, motion passed. Approval of Claims: Mr. Cook made a motion to approve the claims as presented. Ms. Hartley seconded, motion passed. Old Business: Council To Consider Ordinance 10-21-2014-2 Flood Plain Ordinance. Mr. Cook made a motion to pass Ordinance 10-21-2014-2 Flood Plain Ordinance. Ms. Hartley seconded, motion passed. Council To Approve And Allow President To Sign Grant Administrator Contract. Mr. Hayden made a motion to allow President Schrumpf to sign the agreement between the Town and Mendenhall & Associates, LLC for grant administration of the OCRA Grant to replace waterlines in Hidden Bay. Mr. Foster seconded, motion passed. New Business: Council Discussion On Naming The Jackson Street Pedestrian Walkway, Resolution 11-04- 2014-1 Resolution Naming The Jackson Street Pedestrian Walkway, “The Veterans Walkway.” There was a discussion on naming the pedestrian walkway “Veterans Walkway” as proposed at the last meeting or changing to include the name Cicero. A motion was made by Mr. Foster to have the plaque state: “Town of Cicero, Veterans Walkway, 2014.” Ms. Hartley seconded, motion passed. Mr. Hayden made a motion to approve Resolution 11-04-2014-1 Resolution Naming The Jackson Street Pedestrian Walkway, “Town of Cicero, Veterans Walkway, 2014.” Ms. Hartley seconded, motion passed. Miscellaneous 1. Mr. Foster presented a quote for moving the Town docks as proposed by Gregg Boyd at the last meeting in accordance with the requirements from the park superintendent. One of the issues was the cost of galvanizing the I-beams that would hold the dock in place. The quote presented by Mr. Foster is considerably higher than the original proposal. The Council decided that Mr. Boyd should be contacted to reiterate the limit set for the amount the Town would reimburse Mr. Boyd for the move. The original amount was estimated at $3,300.00 and Mr. Foster made a motion that was approved at the October 21, 2014 meeting to add a not to exceed $2,000.00. 2. Mr. Schrumpf advised the Council that the County was requesting a representative be present at a countywide meeting pertaining to a public safety training facility. Chief Hildebrand advised that he would provide further information at the staff meeting. 3. Mr. Cook advised the Council that there will be a County Port Authority meeting in January and that someone from the Town needs to be there to discuss the repair to the railroad crossings. 4. Mr. Cook advised the Council that a County representative had advised that the Ingerman drain could be placed under the gas pipeline. This was previously believed to be a roadblock in the repairing of the drain. Comments By Citizens There were none. Signatures on Official Documents.
