TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, OCTOBER 18, 2022 at 7:00 PM Call to Order: President Amos called the meeting to order and lead the Pledge of Allegiance. Ms. Gary gave the prayer. President Amos called for roll call. Members of the Cicero Town Council were present or absent as follows: Present: Chad Amos Absent: Chris Lutz Chad Blueher Jerry Cook Dan Strong Declare a Quorum Present: President Amos declared a quorum present. Others Present: Rhonda Gary, Clerk Treasurer Jeff Rednour, Police Chief Lance Overholser, Fire Chief Frank Zawadzki, Cicero/Jackson Township Plan Commission Director Terry Cooper, Street & Utilities Director Bruce Freeman, Storm Water Management Board President Approval of Agenda: Mr. Blueher made a motion to approve the agenda as amended. Mr. Strong seconded, motion carried. Approval of Prior Minutes: Town Council Executive Session Memorandum, October 4, 2022, 6:30 PM Town Council Meeting Minutes, October 4, 2022, 7:00 PM Mr. Cook made a motion to approve the minutes listed above as presented. Mr. Blueher seconded; motion carried. Approval of Claims: Mr. Strong made a motion to approve the claims dated 10/18/22 as presented. Mr. Cook seconded, motion passed. Council Committee Reports: 1. OTC Report – Mr. Blueher reported that OTC is working with Cicero Kiwanis to take over the Christmas Parade. He said that they are meeting on 12/3/22 and that the parade is starting to take shape. They are looking at a similar format to the street festival. 2. EDC Report – Mr. Cox shared that they received the initial proposal for RFIs for the parking study and they are waiting for two more. They are looking to add a traffic study along with the parking study. 3. SWU Management Board Report – SWU President Freeman stated that the SWU Board plans to meet on 10/24/22 at 7:00 to discuss the grant they received for the Brinton Street Project. 1 Legal Counsel Report – Mr. Culp was not present. Cicero/Jackson Township Plan Commission – Mr. Zawadzki had nothing new to present. Town Engineer Report – Mr. Bryant was not present, but emailed the following: 1. Tamarack – Town infrastructure complete for the most part. Waiting for cleanup, home site grading to prepare Section 3 and 4 punch list. Final acceptance of Sections 1 and 2 infrastructure awaiting final completion / information from developer. 2. Auburn Estates – Town infrastructure complete for the most part. Awaiting developer completion of punch list for final acceptance. 3. Water – Waiting for stie access for test wells by Peerless Midwest on the third site. 4. Wastewater Treatment Plant – Design continues with plan and specification preparation, equipment evaluation and detailing, etc. 5. Stringtown Pike Rehab Project - Paved shoulder base was completed and mainline HMA surface is compete. Waiting for acceptable temperatures to complete HMA surface on approaches and striping. To perform some of the ditch work & culvert extension this week. Old Business: There was none. New Business: 1. Solar Ordinance No. 10-18-2022-1 – This was removed from the agenda. 2. Solar Moratorium Ordinance No. 10-18-2022-2 – Mr. Blueher made a motion to approve Ordinance 10-18-2022-2. Mr. Cook seconded, motion carried. 3. Budget Ordinance 10-18-2022-3 – Mr. Strong made a motion to rescind Budget Ordinance 10-4-2022-1. Mr. Cook seconded, motion carried. Mr. Blueher made a motion to approve Budget Ordinance 10-18-2022-3. Mr. Cook seconded, motion carried. 4. Salary Ordinance 10-18-2022-4 – This was removed from the agenda.
