TOWN OF CICERO TOWN COUNCIL STAFF MEETING MINUTES APRIL 13, 2023 at 7:00 PM Call to Order: President Blueher called the meeting to order. Present: Chad Blueher Absent: Jerry Cook Joe Cox Eric Hayden Chris Lutz Others Present: Rhonda Gary, Clerk Treasurer 1. Town Council – a. Ms. Gary stated that she and Mr. Strong applied for a CCMG for the town in February and received notification this week that the town was approved for the grant! b. Pavement – A brief discussion about the state of the pavement between Jackson and Cass Streets. All agreed that it needs to be repaired, but thought the area belongs to the Port Authority. Ms. Gary will try to locate that ordinance for clarification. The consensus was that either way, the road needs to be repaired. c. Water Usage – Brief discussion on water since Utility Director Cooper was not present. The council believes that he has an agenda, and wanted to wait until he is present before getting too far into the weeds. d. Mr. Lutz stated that a Northern Town/Township Meeting is scheduled for 4/20/23 at 7:00 if anyone would like to attend. The meeting will be held at the Jackson Township Trustee’s Office, 506 W. Main Street, Arcadia. 2. Parks – Superintendent Hunter had nothing. 3. Plan – Mr. Zawadzki put together a rough draft for generator permits i.e. procedures, costs, etc. Council was in favor, but Mr. Strong added that it should probably go before the plan commission first. 4. Fire – a. Ambulance Fees – Chief Overholser briefly discussed the fee increase with the council. In the end, he will meet with his liaison and put together a proposal for council review. b. Parade Safety – Deputy Chief Smith created and went through a Town of Cicero Parade Policy. Council had some input, but overall liked it. c. Ambulance Purchase – Chief Overholser discussed a proposal for a new ambulance. Council agreed that he could move forward and asked Ms. Gary to add that to the 041823 Town Council Agenda. 1 5. Police – a. Task Force – Chief Rednour relayed that one of his officers has been asked to join an FBI task force. He believes that it’s a good idea with our growing community. b. Flock Cameras – Chief Rednour stated that the Flock Cameras have been in use for about six weeks. He also stated that they have been beneficial in assisting with some arrests. 6. Water/Wastewater – Mr. Cooper was not present; however, there was a brief discussion concerning water. Mr. Strong briefly touched on the drilling of the test wells. 7. Clerk Treasurer –. a. Audit – Ms. Gary relayed that she received notification this week that State Board of Accounts will be on site for an audit in the near future. b. Budget – Ms. Gary reported that she sent out a budget calendar this week and that department budgets will be sent out in the near future. c. Rate Study – Ms. Gary stated that the town is in the last year of the previous rate study and asked the council for direction. Mr. Lutz suggested reaching out to BakerTilly to inquire about moving forward with another study. 8. Project Coordinator – Mr. Strong had nothing. Motion to Adjourn: Mr. Cox made the motion.
