CITY MANAGER REPORT PUBLIC COMMENT The Council has set aside this time for persons who wish to comment on items that are not listed on the agenda, but are within the jurisdiction of the City Council. Members of the public will have the opportunity to address the City Council regarding all items on the agenda at the time the Council considers those items. General public comment will be taken for 30 minutes and will resume later in the meeting if there are speakers who did not get an opportunity to speak because of the 30-minute time limit. The Brown Act prohibits the City Council from taking action on oral requests relating to items that are not on the agenda. ADOPTION OF A RESOLUTION APPROVING THE CITY WARRANT REGISTER Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID, dated October 12, 2023. INVESTMENT REPORT - QUARTER ENDING SEPTEMBER 30, 2023 Recommendation: Staff recommends the City Council receive and accept the Investment Report for the quarter ending September 30, 2023. Attachment(s): Quarterly Investment Report 4. AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH DELL TECHNOLOGIES INC. FOR MICROSOFT OFFICE 365 LICENSING AND APPROPRIATION OF FUNDS (FUNDING SOURCE: TECHNOLOGY FUND) Recommendation: Staff recommends the Council: A. Authorize the City Manager to enter into a 36-month agreement with Dell Technologies Inc. to provide Microsoft Office 365 licensing in the amount of $213,266.52, including a 5 percent contingency in the amount of $10,663.33, for a total contract amount of $223,929.85; B. Appropriate $27,790.29 from the Technology Fund balance to fully fund the first year of the agreement; and C. Authorize the City Manager to execute required documents to renew the City's enrollment with Microsoft Corporation as part of a joint Microsoft Enterprise Agreement. Page 4 City Council Agenda October 24, 2023 5. AUTHORIZATION TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH DUNBAR ARCHITECTURE FOR ARCHITECTURAL DESIGN AND CONSULTING SERVICES FOR THE CLAREMONT POLICE DEPARTMENT WOMEN’S LOCKER ROOM FACILITY PROJECT (FUNDING SOURCE: EQUIPMENT AND FACILITY REVOLVING RESERVE) Recommendation: Staff recommends the City Council: A. Authorize the City Manager to enter into a professional services agreement with Dunbar Architecture in the amount of $190,057 for architectural design and consulting services for the Claremont Police Department Women's Locker Room Facility Project; and B. Appropriate $190,057 from the Equipment and Facility Revolving Reserve to fund the agreement. 6. AWARD OF CONTRACT TO HARDY & HARPER, INC. FOR ON-CALL ASPHALT DEEP PATCH SERVICES (FUNDING SOURCE: MEASURE R) Recommendation: Staff recommends the City Council: A. Authorize the City Manager to enter into a one-year agreement with Hardy & Harper, Inc. for on-call asphalt deep patch and concrete repair services in the amount of $250,000; and B. Find this item is exempt from environmental review under the California Environmental Quality Act (CEQA). 7. ALCOHOL BEVERAGE CONTROL (ABC) GRANT (FUNDING SOURCE: GRANT FUNDS) Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, APPROVING PARTICIPATION IN THE STATE OF CALIFORNIA ALCOHOL BEVERAGE CONTROL (ABC) GRANT PROGRAM. Attachment(s): ABC Grant Resolution 8. AWARD OF CONTRACT TO MOUNTAIN VIEW CHEVROLET FOR VEHICLE REPLACEMENTS (FUNDING SOURCE: MOTOR FLEET) Recommendation: Staff recommends the City Council: A. Authorize the City Manager to enter into a contract with Mountain View Chevrolet in the amount of $273,984.90 for the purchase of one Chevrolet 3500 Dump Truck and three Chevrolet Silverado 2500, and B. Appropriate $77,000 from the Motor Fleet fund balance to cover the full cost to purchase and up-fit the vehicles. 9. 2024 FOURTH OF JULY EVENING PROGRAM (FUNDING SOURCE: GENERAL FUND) Recommendation: The Independence Day Committee and the Community and Human Services Commission recommend the City Council authorize the City Manager to enter into an agreement with Pyro Spectaculars for $31,500 for an aerial fireworks show on July 4, 2024.
