PUBLIC SAFETY SPECIAL CALLED COMMITTEE MEETING MINUTES January 30,2020 - 4:00 p.m. City Hall Conference Room Attending Committee Mernbers: Councilman Jeff Henley. Chairman; Councilman Ron Erb, Councilman Travis Holleman; Councilman Vondell Richmond; Councilwoman Wanda Smith Absent: None Others Present: Mayor Joe Pitts, Fire & Rescuc Chief Freddie Montgomery, Police Chief Alonzo Ansley, Building & Codes lnterim Director David Smith, City Judge Charles Smith, Chief Financial OIEcer Lauri Matta, City Attomeys Lance Baker & Neil Stauffer, City Court Clerk Emie Griffith, Kathy Gray The meeting was called to order at 4:00 p.m. by Chairman Henley and it was noted there was a quorum APPROVAL TO INCREASE COURT COST Mr. Stauffer stated that a local law went into effect in 2015 providing that a five dollar ($5.00) fee be assessed for each traftic citation resulting in a conviction. One dollar ($ I .00) was rctained by the Court Clerk and used for computer purchases and related expenses, and four dollars ($4.00) was transmitted monthly to a special revenue fund of the Police Department to be used for electronic citations system and technology related expenses. Ms. Matta stated that this is a restricted fund and funds remain there and roll over from year to year. Mr. Stauffer said that this law would expire on February 9, 2020, al midnight. Mr. Stauffer stated that the purpose of this meeting is to approve a wriften motion (attached) to increase court costs by $5.00 pursuant to City Code Sec. 1- 907. A motion was made by Councilwoman. Smith, seconded by Councilman Hollernan, and approved by all committee members to approve such five dollar ($5.00) increase in court costs. Councilwoman Smith made a motion to adjoum at 4:03 p.m. and Councilman Richmond seconded the motion. Submitted by: Kathy Gray Clarksville Police Department PUBLIC SAFETY COMMITTEE JANUARY 30,2O2O I\4OTION TO INCREASE CITY COURT COSTS Clarksville City Code S 1-907 provides that the Public Safety Committee shall fix such court costs from time to time to be paid in City Court and that such amounts shall be in the discretion of the Committee. Court costs may be increased or decreased as the Committee deems to be in the best interests of the City. THEREFORE, Pursuant to City Code S 1-907, the Chairman of the Public Safety Committee moves as follows: (1) That City Court costs be increased by five dollars ($5.00) for each traffic citation resulting in a plea of guilty or nolo contendere, or a judgment of guilty. (2) That one dollar ($1.00) of such increased court costs shall be retained by the Court Clerk in a special revenue fund to be used for the following purposes: a. Computer hardware purchases, usual and necessary computer related expenses, or replacement. (3) That four dollars ($4.00) of such increased court costs shall be transmitted monthly by lhe Court Clerk to a special revenue fund of the Clarksville Police Department to be used for the following purposes: a. Electronic citation system and program-related expenditures; and b. Related expenditures for technology, equipment, repairs, replacement, and training to maintain electronic citation programs. (4) That such funds shall be preserved for the aforementioned designated purposes and shall not revert lo the general fund at the end of each budget year if unexpended.
