INVOCATION/MOMENT OF SILENCE
Mayor Loustalot led a moment of silence.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
City Manager Phillipe asked the Council to pull Item #6, Discussion Regarding U.S. Department of Labor
Final Rule Extending the Fair Labor Standards Act Minimum Wage and Overtime Protection to Home Care
Workers and Request to Support a Letter Requesting Suspension of Implementation of the Rule, due to
Councilmember Overton’s absence.
ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember
Sabatier to approve the agenda as amended above. The motion passed with a 4-0-1 roll call vote,
with Councilmember Overton absent.
PUBLIC COMMENT –
Bill Shields spoke regarding a newspaper article that stated the city is unstable. He suggested the Council
receive training to learn to think for themselves.
Dr. Zabelian spoke regarding the health of Lake County and gave the Council written material on this
subject.
Consent Items Recommended Action
1. Warrant Registers Receive and file
2. Minutes of December 11 and December 18, Receive and file

3. Adoption of Fair Political Practices Commission Adopt Form 806 as presented
Form 806
Item #2 was pulled by Councilmember Sabatier. He stated he would be abstaining from voting on
this item as he was not present at the December 18th meeting.
ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember
Sabatier to accept the Consent Calendar Items #1 and #3. The motion passed with a 4-0-1 roll call
vote, with Councilmember Overton absent.
ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Perdock
to accept the Consent Calendar Item #2. The motion passed with a 3-0-2 roll call vote, with
Councilmember Overton absent and Councilmember Sabatier abstaining due to absence at the
December 18th meeting.
BUSINESS
4. Consideration of Proclaiming and/or Supporting Recognition of World Autism Awareness Day on
April 2, 2015
City Manager Phillipe gave the staff report.

ACTION: It was the consensus of the Council to support World Autism Day.
5. Report for Determination Not to Terminate the Declaration of Local Emergency Issued on December 11,
2014 and Ratified by Council Action on December 18, 2014
City Manager Phillipe gave the staff report.
ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Mayor Loustalot to keep
active the Declaration of Local Emergency issued on December 11, 2014 and ratified by Council
action on December 18, 2014 The motion passed with a 4-0-1 roll call vote, with Councilmember
Overton absent.
6. Discussion Regarding U.S. Department of Labor Final Rule Extending the Fair Labor Standards Act
Minimum Wage and Overtime Protection to Home Care Workers and Request to Support a Letter
Requesting Suspension of Implementation of the Rule

7. Consideration of Appointing Councilmembers as Representatives to the League of California Cities
Redwood Empire Division, Resolution No. 2015-01: A Resolution of the City Council of the City of
Clearlake Appointing Representatives to Represent and Vote on Behalf of the City at the League of
California Cities, Redwood Empire Division Business Meetings and Represent the City and Vote at
the Division Legislative Committee Meetings
Mayor Loustalot made appointments to the League of California Cities Redwood Empire Division as
follows:
Division Business Meeting Primary: Russell Perdock
Division Business Meeting Alternate: Denise Loustalot
Legislative Committee Primary: Russell Perdock
Legislative Committee Alternate: Denise Loustalot
ACTION: It was moved by Councilmember Sabatier and seconded by Vice Mayor Fortino
Dickson to adopt Resolution No. 2015-01, A Resolution of the City Council of the City of Clearlake
Appointing Representatives to Represent and Vote on Behalf of the City at the League of California
Cities, Redwood Empire Division, Business Meetings and Represent the City and Vote at Division
Legislative Committee Meetings, and read it by title only. The motion passed with a 4-0-1 roll call
vote, with Councilmember Overton absent.
8. Mayor’s Appointments for 2015
Mayor Loustalot made her appointments as listed on the attached 2015 Mayor Appointments list.
ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Perdock to
approve the 2015 Mayor’s appointments as listed. The motion passed with a 4-0-1 roll call vote,
with Councilmember Overton absent.
