MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY REGULAR MEETING MAY 12, 2016 CALL TO ORDER CLOSED SESSION CITY COUNCIL MEETING: 5: 30 P.M. Roll Call. Present: Russell Perdock, Mayor Gina Fortino Dickson, Vice Mayor Joyce Overton, Councilmember Bruno Sabatier, Councilmember Staff: Greg Folsom, City Manager Ryan R. Jones, City Attorney (1) CONFERENCE WITH LABOR NEGOTIATORS: Agency designated representatives: City Manager Greg Folsom; Employee organization: Clearlake Municipal Employees Association, Clearlake Police Officers Association, Clearlake Middle Management Association and Clearlake Management Employees Closed Session was adjourned at 6:00 P.M. with no reportable action. CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:03 P.M. Roll Call. Present: Russell Perdock, Mayor Gina Fortino Dickson, Vice Mayor Joyce Overton, Councilmember Bruno Sabatier, Councilmember Staff: Greg Folsom, City Manager Ryan Jones, City Attorney Tim Celli, Police Lieutenant Melissa Swanson, City Clerk Chris Becnel, Director of Finance INVOCATION/MOMENT OF SILENCE Pastor Don Nieto gave the invocation. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS There were no changes to the agenda. CCM 05-12-16 Page 1 of 4 ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Overton to approve the agenda. The motion passed with a unanimous voice vote. PRESENTATION 1. Presentation of a Proclamation Declaring May 15 – 21, 2016 as Peace Officers’ Appreciation Week 2. Presentation of a Proclamation Declaring May 2016 as Military Appreciation Month PUBLIC COMMENT There was no public comment. Consent Items Recommended Action 3. Warrant Registers Receive and file 4. Minutes of the April 21, April 28 and May 4, 2016 Receive and file Meetings 5. Consideration of Resolution No. 2016-18, A Adopt resolution Resolution of the City Council of the City of Clearlake Approving a Temporary Street Closure for the 59th Annual July 4th BBQ and Parade on July 2nd, 2016 6. General Plan Update Air Quality Technical Adopt Resolution No. 2016-19 concurring Review with the Planning Commission’s approval of Use Permit 2015-05 to permit relocation and construction of a helipad at St. Helena Hospital (15631 18th Avenue, Clearlake) 7. Consideration of Award of Contract for Authorize the City Manager to execute a Demolition of Structures Located at 15913 and contract with Benchmark General 15919 36th Avenue Engineering, Inc. in the amount of $10,500 and to authorize the allocation of $10,500 from the Series B Bond Fund Councilmember Sabatier pulled Items #5 and #7 for separate discussion and action. ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Sabatier to approve the remaining items of the Consent Calendar as presented. The motion passed with a unanimous voice vote. CCM 05-12-16 Page 2 of 4 Item #5 was discussed with staff. ACTION: It was moved by Councilmember Sabatier and seconded by Vice Mayor Fortino Dickson to adopt Resolution No. 2016-18, A Resolution of the City Council of the City of Clearlake Approving a Temporary Street Closure for the 59th Annual July 4th BBQ and Parade on July 2nd, 2016, and read it by title only. The motion passed with a unanimous voice vote. Item #7 was discussed with staff. ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Overton to authorize the City Manager to execute a contract with Benchmark General Engineering, Inc. in the amount of $10,500 and to authorize the allocation of $10,500 from the Series B Bond Fund. The motion passed with a unanimous voice vote. BUSINESS 8. Consideration of Award of Contract for Demolition of Structures Located at 14061 Lakeshore Drive City Manager Folsom gave the staff report. ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Overton to authorize the City Manager to execute a contract with Wahlberg, Inc. in the amount of $62,234.00 and authorize the allocation of $62,234 in Series A Bond funds. The motion passed with a unanimous roll call vote. 9. Consideration of a Memorandum of Understanding (MOU) with the Konocti Unified School District (KUSD) for Two School Resource Officers City Manager Folsom and Lt. Celli gave the staff report. ACTION: It was moved by Councilmember Overton and seconded by Vice Mayor Fortino Dickson to authorize the City Manager to execute the MOU with KUSD. The motion passed with a 10. Consideration of Appointment of a New Council Member to Fill the Vacant Term Ending November 2016 City Clerk Swanson gave the staff report. The Council interviewed four applicants: Nick Bennett, Aqeela El Amin Bakheit Markowski, Joey Luiz, and Phil Harris. After interviews, the Council took a ten minute break from 7:35 to 7:45 p.m. ACTION: It was moved by Councilmember Overton and seconded by Vice Mayor Fortino Dickson to appoint Stanley “Nick” Bennett as Council Member and adopt Resolution No. 2016-20, A Resolution of the City Council of the City of Clearlake Appointing a Member to Fill the Office of CCM 05-12-16 Page 3 of 4 City Councilmember Denise Loustalot as a Result of Resignation, and read it in its entirety. The motion passed with a 4-0-0 roll call vote. CITY MANAGER AND COUNCILMEMBER REPORTS FUTURE AGENDA ITEMS ADJOURNMENT There being no further business of the Council, the meeting was adjourned at 8:14 p.m. Melissa Swanson, City Clerk CCM 05-12-16 Page 4 of 4
