MINUTES CITY OF CLEARLAKE CITY COUNCIL SPECIAL MEETING MAY 19, 2016 CALL TO ORDER SPECIAL CITY COUNCIL MEETING: 5:30 P.M. Roll Call. Present: Russell Perdock, Mayor Gina Fortino Dickson, Vice Mayor Joyce Overton, Councilmember Bruno Sabatier, Councilmember Staff: Greg Folsom, City Manager Melissa Swanson, City Clerk CLOSED SESSION: (1) CONFERENCE WITH LABOR NEGOTIATORS: Agency designated representatives: City Manager Greg Folsom; Employee organization: Clearlake Municipal Employees Association, Clearlake Police Officers Association, Clearlake Middle Management Association and Clearlake Management Employees No action was taken by Council in closed session. BUSINESS 1. Administration of Oath to Newly Appointed Council Member City Clerk Swanson gave the Oath of Office to Councilmember Bennett. 2. New Council Member Orientation City Clerk Swanson gave a presentation on Council Norms and Procedures. 3. Discussion of the Allocation of the Series A Bond Funds City Manager Folsom gave the staff report. ACTION: It was the consensus of the Council to modify the Series A Bond Funds allocation proposal by staff to remove the Lakeshore/Olympic roundabout from the priority projects, allocate $1.2M to the Airport Road (shopping center) project, $500,000 to the rehabilitation of sidewalks at City Hall, and $1M to the Dam Road Extension project. CCM 05-19-16 Page 1 of 2 Mayor Perdock called for a break from 8:05 p.m. to 8:20 p.m. 4. Study Session on the Review of the City’s Mission Statement, Core Values, Vision, and Goals City Manager Folsom gave the staff report. ACTION: It was the consensus of the Council to direct staff to incorporate the draft Mission Statement, Core Values, and Priority Goals presented into the FYE 2017 Budget for final adoption at a future Council meeting. It was further the consensus of the Council to change the draft Vision Statement to state: “Clearlake aspires to be a beautiful, clean, safe, friendly, lakefront community where people want to live, start a business, vacation, or retire” and the four goals: Make Clearlake a Visibly Cleaner City; Make Clearlake a Statistically Safer City; Improve the Quality of Life in Clearlake with Improved Public Facilities, and Improve the Image of Clearlake into the FYE 2017 Budget for final adoption at a future Council meeting.
