MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY REGULAR MEETING DECEMBER 14, 2017 CALL TO ORDER CLOSED SESSION: 5:00 P.M. Roll Call. Present: Russell Perdock, Mayor (arrived at 5:30 p.m.) Bruno Sabatier, Vice Mayor Nick Bennett, Councilmember Joyce Overton, Councilmember Phil Harris, Councilmember Staff: Greg Folsom, City Manager Ryan Jones, City Attorney Melissa Swanson, City Clerk Chris Becnel, Director of Finance (1) PUBLIC EMPLOYEE PERFORMANCE EVALUATION: Government Code Section 54957 (b) (1) Title: City Manager (2) CONFERENCE WITH REAL PROPERTY NEGOTIATOR: Property: Owned by Fairtrade Properties, LLC; Location: 14141 Lakeshore Drive; City negotiator: City Manager Greg Folsom; Negotiating party: Fairtrade Properties, LLC; Under negotiation: Price and Terms of Payment. No reportable action was taken by the Council in Closed Session. There being no further business of the Council, Closed Session adjourned at 5:58 p.m. CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M. Roll Call. Present: Russell Perdock, Mayor Bruno Sabatier, Vice Mayor Nick Bennett, Councilmember Joyce Overton, Councilmember Phil Harris, Councilmember Staff: Greg Folsom, City Manager Ryan Jones, City Attorney Tim Celli, Acting Chief of Police Melissa Swanson, City Clerk CCM 12-14-17 Page 1 of 3 INVOCATION Pastor Ken Savin gave the invocation. PRESENTATION 1. Sulphur Fire Update 2. Presentation of a Commendation and Introduction of New Officers by Acting Chief Celli 3. Presentation by the Lake County Office of Education Workability Program PUBLIC COMMENT Kay Lopez spoke regarding the need for improvements at the animal control facility. Arianna Van Holstein spoke regarding commercial marijuana licensing. Consent Items Recommended Action 4. Warrant Registers Receive and file 5. Minutes of the September 28, October 5, Receive and file October 12, October 18, and October 26, 2017 Meetings 6. Minutes of the October 11 and November 8, Receive and file 2017 LCVCDB Meetings 7. Consideration of Continuation of Declaration By motion keep declaration of emergency of Local Emergency Issued on October 9, 2017 and active and set next review for December Ratified by Council Action October 12, 2017 21, 2017 8. Consideration of Continuation of Declaration By motion keep declaration of emergency of a Local Health Emergency Issued on October active and set next review for December 12, 2017 and Ratified by Council Action on 21, 2017 October 18, 2017 9. Consideration of Grant Submission Resolution Adopt Resolution No. 2017-92 City Manager Folsom asked Council to delete items #5 and #9 from the Consent Calendar. ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Harris to approve the Consent Calendar as amended. The motion passed with a unanimous voice vote. PUBLIC HEARING: 10. Presentation and Closeout of Community Development Block Grant (CDBG) as Required by the Department of Housing and Community Development CCM 12-14-17 Page 2 of 3 City Manager Folsom gave the staff report and recommended the Council continue this Public Hearing to December 21st. The Mayor opened the Public Hearing at 6:34 p.m. ACTION: It was moved by Councilmember Overton and seconded by Councilmember Harris to continue the Public Hearing to December 21st. The motion passed with a unanimous voice vote. BUSINESS: 11. Consideration of Clarification of Ordinance No. 200-2017 Regarding Commercial Cannabis Zoning City Manager Folsom gave the staff report. There was no action by the Council on this item. Direction was given to staff. CITY MANAGER AND COUNCILMEMBER REPORTS APPOINTMENT OF THE 2018 MAYOR AND VICE MAYOR ACTION: It was moved by Councilmember Overton and seconded by Councilmember Bennett to nominate Vice Mayor Sabatier for 2018 Mayor. The motion passed with a unanimous voice vote. ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Overton to nominate Councilmember Harris as 2018 Vice Mayor. The motion passed with a unanimous voice vote.
