CALL TO ORDER CLOSED SESSION: 5:00 P.M.
Roll Call. Present: Russell Perdock, Mayor (arrived at 5:30 p.m.)

Kay Lopez spoke regarding the need for improvements at the animal control facility.
Arianna Van Holstein spoke regarding commercial marijuana licensing.

9. Consideration of Grant Submission Resolution Adopt Resolution No. 2017-92
City Manager Folsom asked Council to delete items #5 and #9 from the Consent Calendar.
ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Harris to
approve the Consent Calendar as amended. The motion passed with a unanimous voice vote.
PUBLIC HEARING:
10. Presentation and Closeout of Community Development Block Grant (CDBG) as Required by the
Department of Housing and Community Development

City Manager Folsom gave the staff report and recommended the Council continue this Public
Hearing to December 21st.
The Mayor opened the Public Hearing at 6:34 p.m.
ACTION: It was moved by Councilmember Overton and seconded by Councilmember Harris to
continue the Public Hearing to December 21st. The motion passed with a unanimous voice vote.
BUSINESS:
11. Consideration of Clarification of Ordinance No. 200-2017 Regarding Commercial Cannabis
Zoning
City Manager Folsom gave the staff report.
There was no action by the Council on this item. Direction was given to staff.
CITY MANAGER AND COUNCILMEMBER REPORTS
APPOINTMENT OF THE 2018 MAYOR AND VICE MAYOR
ACTION: It was moved by Councilmember Overton and seconded by Councilmember Bennett to
nominate Vice Mayor Sabatier for 2018 Mayor. The motion passed with a unanimous voice vote.
ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Overton to
nominate Councilmember Harris as 2018 Vice Mayor. The motion passed with a unanimous voice
vote.
