CALL TO ORDER SPECIAL CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY MEETING:
5:15 P.M.
Roll Call. Council Present: Russell Perdock, Mayor (arrived at 5:50 p.m.)
Bruno Sabatier, Vice Mayor
Nick Bennett, Councilmember
Joyce Overton, Councilmember
Phil Harris, Councilmember

CLOSED SESSION:
(1) CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION pursuant to Government
Code §54956.9 – Significant exposure to litigation pursuant to paragraph (2) of subdivision (d) of
Section 54956.9: Two potential cases.
Closed Session was continued after the regular meeting concluded with no reportable action.
Consent Items Recommended Action
1. Consideration of Continuation of Declaration By motion keep declaration of emergency
of Local Emergency Issued on October 9, 2017 and active and set next review for January 4,

2. Consideration of Continuation of Declaration By motion keep declaration of emergency
of a Local Health Emergency Issued on October active and set next review for January 4,
12, 2017 and Ratified by Council Action on 2018

3. Consideration of Resolution no. 2017-92 Adopt resolution
Approving the Commitment of CDBG Program
Income Funds
ACTION: It was moved by Councilmember Harris and seconded by Vice Mayor Sabatier to accept
the Consent Calendar as presented. The motion passed with a unanimous voice vote.

PUBLIC HEARING:
4. Presentation and Closeout of Community Development Block Grant (CDBG) as Required by the
Department of Housing and Community Development
Engineering Technician Adeline Brown gave the staff report.
Mayor Perdock opened the Public Hearing at 6:05 p.m.
There was no public comment.
ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Overton to close
the Public Hearing. The motion passed with a unanimous voice vote.
ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Harris to
authorize the close out of the Grant as required. The motion passed with a unanimous roll call
vote.
BUSINESS:
5. Consideration of Ordinance No. 202-2017, An Urgency Ordinance of the City Council of the City
of Clearlake Placing a Moratorium on Commercial Cannabis Cultivation Businesses West of State
Route 53 in the City of Clearlake
City Attorney Jones gave the staff report.
ACTION: It was moved by Councilmember Overton and seconded by Councilmember Harris to
adopt Ordinance No. 202-2017, An Urgency Ordinance of the City Council of the City of Clearlake
Placing a Moratorium on Commercial Cannabis Cultivation Businesses West of State Route 53 in
the City of Clearlake, read it by title only, and waive further reading. The motion passed with a
unanimous roll call vote.
ADJOURNMENT
After Closed Session, there was no further business of the Council, and the meeting was adjourned
at 8:15 p.m.
