A. Final Passage - Ordinance No: 2014-43 – Amending Title 12, Chapter1,
Section 12-106(2)(i) of the Municipal Code pertaining to vendor facilities

B. Final Passage - Ordinance No: 2014-44 – Amending Title 12 of the
Municipal Code to add a new chapter pertaining to Mobile Food Units
(p. 17-22).
C. Resolution No: 2014-96 – Authorizing the Mayor to sign a contract with
Parsons Brinkerhoff for the 2040 Regional Transportation Plan (p. 23-46).
D. Resolution No: 2014-101 – Authorizing the Mayor to sign an addendum to
the City’s web hosting and payment processing maintenance agreement with
Business Information Systems (On-Line Payments) (p. 47-48).
E. Resolution No: 2014-102 – Authorizing the Mayor to sign an application for
a Multi-modal Access Grant for a bike/ped crossing at Keith Street near 20th
Street (95% TDOT; 5% Local) (p. 49-58).
F. Resolution No: 2014-103 – Authorizing the Mayor to sign an application for
a Tennessee FastTrack Economic Development Grant on behalf of Hardwick
Clothes, Inc. in the amount of $1,975,000 (p. 59).
G. Resolution No: 2014-104 – Authorizing the Mayor to sign an application to
the National Endowment for the Arts “Our Town” grant (Old Woolen Mill)
(p. 60).
H. Street Light Recommendation – Patricia Lee located at 415 Apache Trail
NW (Cleveland Utilities recommends no additional lighting be installed;
meets City’s guidelines) (p. 61-62).
I. Street Light Recommendation – Public Works Director Tommy Myers
located at 355 Hill Street SE (Cleveland Utilities recommended the
installation of one 53-watt LED fixture, two 30-foot wood poles and 215 feet
of #6 aluminum duplex conductor. This will light the entrance to the City’s
brush lot and a portion of the intersection of Hill Street SE and 6th Street SE)
(p. 63-64).
J. Surplus Property – To declare a certain vehicles as surplus property and to
be sold on GovDeals.com (p. 65)

A. Ordinance No: 2014-45 - Amending Title 14, Chapter 2, Section 3.0 of the
Site Design Standards to add language concerning vested development rights

B. Ordinance No: 2014-46 - Rezoning 26.2 acres located along Inman Street
general between Bible St and Hill St from CH Commercial Highway and CG

C. Ordinance No: 2014-47 - To abandon an unopened section of Nuckolls

indebtedness by the City of Cleveland no to exceed $3,000,000 to provide

indebtedness by the City of Cleveland no to exceed $2,750,000 to provide
funding for electric system improvements (p. 87-93).
F. Resolution No: 2014-99 - Authorizing a loan agreement in the principal
amount of not to exceed $3,000,000 for Water and Wastewater Systems

G. Resolution No: 2014-100 - Authorizing a loan agreement in the principal

H. Motion – To begin the annexation process and sewer extension of 23 acres
located on Minnis Road (Property owner: Ben Moore (p. 104-107).
X. ANNOUNCEMENTS
A. City Offices will be closed on November 27-28, 2014 for the Thanksgiving
Holiday.
B. Tentative – City/County joint meeting will be held on December 8th at 11:30
a.m. at the Elk’s Lodge.
C. TML District meeting January 22, 2015 from 9:30 to Noon at the Chamber of
Commerce.
