MINUTES 2025 Budget Public Hearing and Regular Board Meeting Village Office, November 13th, 2024 5:30 p.m. – 6:09 p.m. Public Hearing for 2025 Budget was called to order at 5:30pm by President Robert Roelli. Members Attending: President – Robert Roelli, Trustees –Liz Lenz, Renee Linscheid, Nick Klaas, Alaina Benton. Members Absent: Alisha Martin Staff Present: Village Clerk – Carley Rider, Public Works Director – Mark Flanagan Public Present: None Public Hearing was held regarding the 2025 budget. No questions were asked from any community members or Board members. MOTION (Roelli, Linscheid); motion carried by unanimous voice vote to adjourn the public hearing at 5:32pm Regular Village Board meeting for the Village of Cobb was called to order at 5:32 pm by President Robert Roelli. Members Attending: President – Robert Roelli, Trustees –Liz Lenz, Renee Linscheid, Nick Klaas, Alaina Benton, Kris Schoville arrived at 5:39pm. Members Absent: Alisha Martin Staff Present: Village Clerk – Carley Rider, Public Works Director – Mark Flanagan Public Present: None Public Notices: MOTION (Roelli, Linscheid): motion carried by unanimous voice vote to approve posting of agenda at the following four places: Cobb Post Office, Cobb Food Mart, Royal Bank, and the Village Office on Monday, November 12th, 2024, and compliance of the open meeting law. Pledge of Allegiance Minutes: MOTION (Lenz, Roelli): a motion carried by unanimous voice vote to approve the Regular Village board meeting October minutes. Minutes: MOTION (Linscheid, Lenz): a motion carried by unanimous voice vote to approve the 2025 Budget Special meeting October minutes. Treasurer’s Report: MOTION (Lenz, Benton): a motion carried by unanimous voice vote to approve the October Treasurer’s Reports. COMMITTEE & COMISSION REPORTS Library Board – no discussion occurred Cobb-Highland Recreation Commission – no discussion occurred Fire District Board – no discussion occurred Splash Pad Committee – Renee Linscheid reported that the Splash Pad committee will be doing the following fundraisers in 2025: Egg My Yard, May Day Baskets, Concessions (village park and/or UW sporting event) Planning Commission – Minutes and recommendations were reviewed. The Planning Commission is looking for a replacement for John Dorshorst. MOTION (Schoville, Linscheid): to approve the recommendation from the Planning Commission for the potential parking lot west of Gard Way shall not extend more than 25 feet from the curb into the park, keeping green space on both the north and south ends. Motion carried by unanimous voice vote. UNFINISHED BUSINESS Iowa County Sheriff Department Contract: MOTION (Roelli, Klaas): a motion carried by unanimous voice vote to approve the Iowa County Sheriff Department Contract. NEW BUSINESS Review 2025 Budget Set Village Levy for 2025– The board members reviewed the 2025 budget at the previous Board meeting. No overall changes were made since last meeting. Clerk Carley Rider provided the mill rate worksheet comparisons from 2024 to 2025. Adopt 2025 Village Budget Resolution 2024-06- The village board members reviewed the budget resolution as presented stating that the tax levy will be $189,268.00. MOTION (Linscheid, Schoville); motion carried by 6-0 roll call vote (Benton - Aye, Linscheid – Aye, Schoville – Aye, Schoville – Aye, Lenz – Aye, Klaas – Aye, Roelli - Aye) to set the village tax levy and adopt Budget Resolution 2023-08 as presented. Iowa County Humane Society Contract- MOTION (Roelli, Klaas): motion carried by 6-0 roll call vote (Benton - Aye, Linscheid – Aye, Schoville – Aye, Schoville – Aye, Lenz – Aye, Klaas – Aye, Roelli - Aye) to approve the Iowa County Humane Society Contract. New Operator License for Pamela Rodgers - MOTION (Schoville, Lenz); motion carried by unanimous vote to approve a new 2-year operator license for Pamela Rodgers. First Notice of Non-Compliance- Carley reached out to Bruce Gardiner regarding the notice as well as requesting a quote for revaluation. Michelle let Carley know that the revaluation is not due until 2026 and that Bruce would reach out soon. Approval of Bills for the Month: MOTION (Lenz, Linscheid): a motion carried by unanimous voice vote.
