MINUTES Zoning Code Public Hearing and Regular Board Meeting Village Office, December 11th, 2024 5:30 p.m. – 6:11 p.m. Public Hearing on Proposed Repeal and Recreation of the Zoning Code was called to order at 5:34pm by acting President, Kris Schoville. Members Attending: Acting President – Kris Schoville, Trustees – Renee Linscheid, Alisha Martin, Nick Klaas, Alaina Benton, President Robert Roelli arrived at 5:35 pm. Members Absent: Liz Lenz Staff Present: Village Clerk – Carley Rider, Public Works Director – Mark Flanagan Public Present: Steve Linscheid – Fire Chief A Public Hearing was held regarding the Proposed Repeal and Recreation of the Zoning Code. No questions were asked from any community members or Board members. MOTION (Linscheid, Klaas); motion carried by unanimous voice vote to adjourn the public hearing at 5:36pm Regular Village Board meeting for the Village of Cobb was called to order at 5:36 pm by President Robert Roelli. Members Attending: President – Robert Roelli, Trustees – Kris Schoville, Renee Linscheid, Alisha Martin, Nick Klaas, Alaina Benton. Members Absent: Liz Lenz Staff Present: Village Clerk – Carley Rider, Public Works Director – Mark Flanagan Public Present: Steve Linscheid – Fire Chief Public Notices: MOTION (Roelli, Schoville): motion carried by unanimous voice vote to approve posting of agenda at the following four places: Cobb Post Office, Cobb Food Mart, Royal Bank, and the Village Office on Tuesday, December 10th, and compliance of the open meeting law. Pledge of Allegiance Minutes: MOTION (Linscheid, Klaas): a motion carried by unanimous voice vote to approve the 2025 Budget Hearing and Regular Village board meeting November minutes. Treasurer’s Report: MOTION (Schoville, Martin): a motion carried by unanimous voice vote to approve the November Treasurer’s Reports. COMMITTEE & COMISSION REPORTS Library Board – Alaina Benton reported that the Library Board opted to close the Library on Thursday, December 26th. No other discussion occurred. Cobb-Highland Recreation Commission – no discussion occurred Fire District Board – Carley informed the board that Alex Cejpek replaced Tim Lange on the Fire Board but the Fire Board is still looking for a replacement for Brent Nelson. Splash Pad Committee – no discussion occurred. Planning Commission – The November minutes reviewed. The Planning Commission is still looking for a replacement for John Dorshorst. UNFINISHED BUSINESS Re-valuation - 2026: Clerk Carley Rider reported that Bruce will send an estimate in January. Workhorse Update- Clerk Carley Rider reported that the new system is up and running. Payroll and accounting will be implemented starting January 1, 2025. NEW BUSINESS Adopt Ordinance 2024-01- An ordinance to repeal and recreate Title 13, Chapter 1 (Zoning Code) of the Municipal Code of the Village of Cobb, Iowa County, Wisconsin MOTION (Schoville, Linscheid); motion carried by 6-0 roll call vote (Benton - Aye, Linscheid – Aye, Schoville – Aye, Martin – Aye, Klaas – Aye, Roelli - Aye) to adopt Ordinance 2024-01 as presented. Approve 2023 Interfund Transfers- interfund transfers as presented by Johnson Block were reviewed. The purpose of interfund transfers were reviewed. MOTION (Linscheid, Martin); motion carried by 6-0 roll call vote (Benton - Aye, Linscheid – Aye, Schoville – Aye, Martin – Aye, Klaas – Aye, Roelli - Aye) to adopt Ordinance 2024-01 as presented. Community Center/Fire Station- Fire Chief Steve Linscheid reported that several lights were burnt out, as well as when it rains, water leaks over electrical. Public Works Director Mark Flanagan updated that Esser Electric will be working on the lights and will ask Buddy Simmons to look at the roof. LRIP Reimbursement- Clerk Carley Rider reported that reimbursement paperwork has been submitted with the County through Delta 3. The projected reimbursement is $21,082.05. Carley also noted that the reimbursement monies were factored into the costs of the School Street Construction Project. Potential Designation of ATC 2024 Payment- The ATC annual payment amount is 12, 592.23. Discussions of what to put the money towards included fencing at Scheper Park field, and paying down debt. No decision was made. Carley will look into total monies from ATC payments that have not yet been designated. Johnson Block Engagement Letter - The Engagement Letter for Johnson Block for year ended December 31st, 2024 was discussed and reviewed. MOTION (Schoville, Martin); motion carried by 6-0 roll call vote (Benton - Aye, Linscheid – Aye, Schoville – Aye, Martin – Aye, Klaas – Aye, Roelli - Aye) to approve the Johnson Block Engagement Letter as presented. Approval of Bills for the Month: MOTION (Linscheid, Martin): The motion carried by unanimous voice vote.
