January Regular Board Meeting
Village Office, January 8th, 2025 5:30 p.m. – 6:17 p.m.
MOTION (Lenz, Martin); motion carried by unanimous voice vote to appoint Kristen Schoville as Acting President, due to
Village President Robert Roelli being absent.
Regular Village Board meeting for the Village of Cobb was called to order at 5:30 pm by Acting President
Kristen Schoville.
Members Attending: Acting President – Kris Schoville, Trustees – Liz Lenz, Renee Linscheid, Alisha Martin, Nick
Klaas, Alaina Benton
Members Absent: President – Robert Roelli
Staff Present: Village Clerk – Carley Rider, Public Works Director – Mark Flanagan
Public Present: none
Public Notices: MOTION (Linscheid, Lenz): motion carried by unanimous voice vote to approve posting of
agenda at the following four places: Cobb Post Office, Cobb Food Mart, Royal Bank, and the Village Office on
Monday, January 6th, and compliance of the open meeting law.
Pledge of Allegiance
Minutes: MOTION (Linscheid, Martin): a motion carried by unanimous voice vote to approve the Regular
Village board meeting December 2024 minutes.
Treasurer’s Report: MOTION (Lenz, Benton): a motion carried by unanimous voice vote to approve the
November Treasurer’s Reports.
COMMITTEE & COMISSION REPORTS
Library Board – no discussion occurred.
Cobb-Highland Recreation Commission – no discussion occurred
Fire District Board – The Fire Board is still looking for a replacement for Brent Nelson. It was noted that his
replacement does not necessarily have to be the treasurer.
Splash Pad Committee – Carley Rider noted that the Splash Pad Committee was discussing options for a
regular reoccurring meeting. The Village Board noted that they have no concerns of scheduling and that the
the Splash Pad meeting schedule is up to the Splash Pad Committee. Renee Linscheid noted that they will
continue with the same fundraisers as last year.
UNFINISHED BUSINESS
Re-valuation - 2026: Clerk Carley Rider reported that she has not yet received an estimate for the re-valuation.
Workhorse Update- Clerk Carley Rider reported that the new system is up and running however there have
been some issues with implementing the system that are being addressed.
Community Center/Fire Station- Mark Flanagan reported that the light bulbs have been received and that
Esser Electric would be finishing the installation in the next few weeks. Mark is checking back in with Midwest
to get a timeline for fixing the floor. Mark noted that the roof leak appears to be coming from a different area
on the roof than what they originally thought.
ATC 2024 Payment- discussions of what to use the monies for included new welcome signs or refurbishing old
signs. Carley is researching what monies have not yet been spent from the original amount paid. Carley noted
that a specific General Ledger had not been set up for ATC monies and will be researching past transactions to
determine leftover monies.
NEW BUSINESS
Adopt Ordinance 2024-01- An ordinance to repeal and recreate Title 13, Chapter 1 (Zoning Code) of the
Municipal Code of the Village of Cobb, Iowa County, Wisconsin
MOTION (Schoville, Linscheid); motion carried by 6-0 roll call vote (Benton - Aye, Linscheid – Aye, Schoville –
Aye, Martin – Aye, Klaas – Aye, Roelli - Aye) to adopt Ordinance 2024-01 as presented.
Approve 2023 Interfund Transfers- interfund transfers as presented by Johnson Block were reviewed. The
purpose of interfund transfers were reviewed.
MOTION (Linscheid, Martin); motion carried by 6-0 roll call vote (Benton - Aye, Linscheid – Aye, Schoville – Aye,
Martin – Aye, Klaas – Aye, Roelli - Aye) to adopt Ordinance 2024-01 as presented.
LRIP Reimbursement- Clerk Carley Rider reported that reimbursement paperwork has been submitted with
the County through Delta 3. The projected reimbursement is $21,082.05. Carley also noted that the
reimbursement monies were factored into the costs of the School Street Construction Project.
Johnson Block Engagement Letter - The Engagement Letter for Johnson Block for year ended December 31st,
2024 was discussed and reviewed.
MOTION (Schoville, Martin); motion carried by 6-0 roll call vote (Benton - Aye, Linscheid – Aye, Schoville – Aye,
Martin – Aye, Klaas – Aye, Roelli - Aye) to approve the Johnson Block Engagement Letter as presented.
Approval of Bills for the Month: MOTION (Linseid, Martin): The motion carried by unanimous voice vote.
Adjournment: MOTION: (Roelli, Benton) The motion carried by unanimous voice vote and the meeting was
adjourned at 6:11 pm.
