MINUTES January Regular Board Meeting Village Office, February 13th, 2025 5:30 p.m. – 5:53 p.m. *Original meeting was February 12th, postponed due to weather* Regular Village Board meeting for the Village of Cobb was called to order at 5:30 pm by President Robert Roelli. Members Attending: President – Robert Roelli, Trustees –Renee Linscheid, Nick Klaas, Alaina Benton Members Absent: Kris Schoville, Liz Lenz, and Alisha Martin Staff Present: Village Clerk – Carley Rider, Public Works Director – Mark Flanagan Public Present: none Public Notices: MOTION (Roelli, Linscheid): motion carried by unanimous voice vote to approve posting of agenda at the following four places: Cobb Post Office, Cobb Food Mart, Royal Bank, and the Village Office on Wednesday, February 12th at 4:00 p.m. and compliance of the open meeting law. Pledge of Allegiance Minutes: MOTION (Klaas, Benton): a motion carried by unanimous voice vote to approve the Regular Village board meeting January 8th 2025 minutes. Minutes: MOTION (Klaas, Benton): a motion carried by unanimous voice vote to approve the Special Village board meeting January 16th 2025 minutes. Treasurer’s Report: Clerk Carley Rider requested that the Approval of Treasurer’s report for January be tabled due to software changes and training. COMMITTEE & COMISSION REPORTS Library Board – Alaina Benton reported that the library board is looking into doing a Library Proclamation. Cobb-Highland Recreation Commission – no discussion occurred. Fire District Board – The Fire Board has found a potential replacement for Brent Nelson. Splash Pad Committee – Renee Linscheid noted that the Splash Pad Committee will be beginning efforts for the Egg My Yard Fundraiser. Leo Club members have been recruited to help with the fundraiser. The next fundraiser will be May Day Baskets. UNFINISHED BUSINESS Community Center/Fire Station- Mark Flanagan reported that the quote from Esser Electric for $850.00 would cover rewiring light fixtures and replacements with LED bulbs. MOTION (Roelli, Linscheid); motion carried by 4-0 roll call vote (Benton - Aye, Linscheid – Aye, Klaas – Aye, Roelli - Aye) to approve Esser Electric’s quote for rewiring light fixtures and replacing bulbs. Dugouts- Renee Linscheid noted that the quotes for building the dugouts did not include benches. The Cobb Corn Roast Committee provided the Village Board with suggestions of sustainable benches to furnish the dugouts. MOTION (Klaas, Roelli); motion carried by 4-0 roll call vote (Benton - Aye, Linscheid – Aye, Klaas – Aye, Roelli - Aye) to approve spending up to $3,500.00 on the purchase of 2 benches. NEW BUSINESS New Operator License for Matthew Grindey - MOTION (Roelli, Klaas); motion carried by unanimous voice vote to approve a new 2-year operator license for Matthew Grindey. Approval of Bills for the Month: MOTION (Linscheid, Benton): The motion carried by unanimous voice vote. Certification of compliance with the open meeting law. 2) Pledge of Allegiance 3) Approval of minutes – January 8th Regular meeting, January 16th Special Meeting 4) Treasurer’s Report –January 5) Committee & Commission Reports * Library Board – agenda / minutes * Library Update * Cobb-Highland Recreation Commission– (agenda February / minutes December) * Cobb-Eden Fire District Board – agenda / minutes *Still searching for replacement for Brent Nelson *Splash Pad Committee – (minutes January ) *Committee Updates 6) Citizens and Delegations – 7) Unfinished Business a) Combining Checking Accounts (water, sewer, general) Update b) Community Center/Fire Station 8) New Business a) New 2-year operator licenses for Matthew Grindey (Ends June 30, 2026). 9) MOTION TO GO INTO CLOSED SESSION – Committee may consider entering into closed session under Section 19.85 (1) (c) Wisconsin State Statute considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility – Public Works Transition 10) MOTION TO RECONVENE INTO OPEN SESSION – Committee may consider taking a consensus to return to open session following the closed session to formally dispose of any issues discussed in closed session. 11) ACTION OF CLOSED SESSION 12) Correspondence and Communications • Spring Primary Election to be held February 18 th • Spring Election to be held April 1st 13) Approval of bills for the month 14) Adjournment.
