MINUTES January Regular Board Meeting Village Office, March 12th, 2025 5:30 p.m. – 6:09 p.m. Regular Village Board meeting for the Village of Cobb was called to order at 5:30 pm by President Robert Roelli. Members Attending: President – Robert Roelli, Trustees – Kris Schoville, Renee Linscheid (arrived at 5:39 p.m.), Alisha Martin, Liz Lenz, and Alaina Benton Members Absent: Nick Klaas Staff Present: Village Clerk – Carley Rider, Public Works Director – Mark Flanagan Public Present: Cindy Ballard, Steve Linscheid Public Notices: MOTION (Schoville, Martin): motion carried by unanimous voice vote to approve posting of agenda at the following four places: Cobb Post Office, Cobb Food Mart, Royal Bank, and the Village Office on Tuesday, March 11th and compliance of the open meeting law. Pledge of Allegiance Minutes: MOTION (Benton, Roelli): a motion carried by unanimous voice vote to approve the Postponed Regular Village board meeting February 13th 2025 minutes. Treasurer’s Report: Clerk Carley Rider requested that the Approval of the January and February Treasurer’s report be tabled due to software updates/issues. COMMITTEE & COMISSION REPORTS Library Board – Alaina Benton reported the most recent library statistics. Cobb-Highland Recreation Commission – no discussion occurred. Fire District Board – Tyler Horton will replace Brent Nelson on the board. Splash Pad Committee – Liz Lenz noted that the Splash Pad Egg My Yard Fundraiser has more volunteers and have been able to expand areas covered. Citizens and Delegations- Cindy Ballard brought information on how other municipalities license chickens, as well as asked the board to consider allowing chickens in the village. Citizens Mark Flanagan and Steve Linscheid voiced concerns of allowing chickens in the village such as policing and attracting coyotes and other predators into town. UNFINISHED BUSINESS Dugouts- Mark Flanagan reported that he was able to order the benches for a total cost of $2361.00. Benches are set to be delivered in late March, early April. NEW BUSINESS Computer Upgrade Quote-Clerk Carley Rider informed the board that computer upgrades are due. MOTION (Roelli, Linscheid); motion carried by 6-0 roll call vote (Benton - Aye, Linscheid – Aye, Schoville – Aye, Martin – Aye, Lenz – Aye, Roelli – Aye) to approve the Computer Upgrade Quote from Applied Micro. Chicken Ordinance- The current chicken ordinance, which prohibits chickens was reviewed. Discussion occurred on what the process of changing the ordinance would look like. Dodgeville, Mineral Point, and Spring Green chicken ordinances and licenses were reviewed. The board requested Clerk, Carley Rider to research other local municipalities ordinances and licensing to bring to the next meeting. MOTION TO GO INTO CLOSED SESSION – Committee may consider entering into closed session under Section 19.85(1)(c) Wisconsin State Statute considering employment, promotion, compensation or performance evaluation date of any public employee over which the governmental body has jurisdiction or exercises responsibility – Public Works Transition. MOTION (Linscheid, Martin); motion carried 6-0 on a roll call vote (Benton – Aye, Linscheid – Aye, Schoville – Aye, Martin – Aye, Lenz – Aye, Roelli – Aye) to go into Closed Session at 5:54 p.m. MOTION TO RECONVENE INTO OPEN SESSION – Committee may consider taking a consensus to return to open session following the closed session to formally dispose of any issues discussed in closed session. MOTION (Linscheid, Lenz) to reconvene into open session at 6:04 p.m. Motion carried unanimously. Action of Closed Session MOTION (Schoville, Linscheid); motion carried to table discussion of Public Works Transition Process until after 2025-2026 Committee Appointments are made. Approval of Bills for the Month: MOTION (Lenz, Martin): The motion carried by unanimous voice vote.
