April Regular Board Meeting
Village Office, April 9th, 2025 5:30 p.m. – 6:30 p.m.
Regular Village Board meeting for the Village of Cobb was called to order at 5:30 pm by President Robert Roelli.
Members Attending: President – Robert Roelli, Trustees – Kris Schoville, Liz Lenz, Nick Klaas, Renee Linscheid
(arrived at 5:32 p.m.).
Members Absent: Alaina Benton, Alisha Martin
Staff Present: Village Clerk – Carley Rider, Public Works Director – Mark Flanagan
Public Present: Megan Walter, Tom Esser
Public Notices: MOTION (Schoville, Lenz): motion carried by unanimous voice vote to approve posting of
agenda at the following four places: Cobb Post Office, Cobb Food Mart, Royal Bank, and the Village Office on
Monday, April 7th, and compliance of the open meeting law.
Pledge of Allegiance
Minutes: MOTION (Lenz, Schoville): a motion carried by unanimous voice vote to approve the Regular Village
board meeting March 12th, 2025 minutes.
Treasurer’s Report: MOTION (Lenz, Schoville): a motion carried by unanimous voice vote to approve the
January 2025 Treasurer’s report. Clerk Carley Rider requested that the Approval of the February and March
Treasurer’s report be tabled due to software updates/issues. Carley has a meeting set with Workhorse to
resolve issues.
COMMITTEE & COMISSION REPORTS
Library Board – no discussion occurred.
Cobb-Highland Recreation Commission – no discussion occurred.
Fire District Board – Tyler Horton will replace Brent Nelson on the board. Rick Zemlicka, current Fire Board
President, ran for Township of Eden Chair. Carley noted that if he is elected and completes his oath of office,
this would create a Township of Eden vacancy on the Fire Board as well as the need for a new president to be
appointed.
Splash Pad Committee – Renee Linscheid noted that the Splash Pad Egg My Yard was successful. May Day
basket orders are now open. A follow up meeting is scheduled for Sunday.
Citizens and Delegations- none
UNFINISHED BUSINESS
Dugouts- Mark Flanagan reported that the dugout benches are installed. Carley shared photos of the finished
dugouts.
Chicken Ordinance- Clerk Carley Rider presented the board with chicken ordinances from several local
municipalities and requested Attorney Eric Hagen provide samples of ordinances he has drafted. Discussion
occurred regarding properties in Rural Development zoning districts are eligible to have chickens via
Conditional Use Permits under the current ordinance. Discussion further occurred regarding clear guidelines
and expectations. Carley also noted that the change would not be immediate as any changes would need to be
discussed and drafted by the attorney, as well as needing to have a public hearing and posting requirements
for public hearings. Director of Public Works, Mark Flanagan is reaching out the village assessor and village
building inspector to see if chicken coops are assessed for property taxes, as well as if a building permit is
needed for pre-fabricated chicken coops. It was further discussed to have a committee meet to further review
ordinances. There currently is no committee for ordinance updates—discussion occurred on which committee
most closely relates to the potential changes of ordinances.
MOTION (Lenz, Linscheid); motion carried for Personal Property Committee to meet and discuss potential
changes to the chicken ordinance and bring a recommendation back to the full Village Board.
NEW BUSINESS
Oaths of Office- Kris Schoville, Renee Linscheid, and Liz Lenz (President) gave their oaths of office.
Committee Appointments- Carley noted that Committee Appointments are to be approved at the May board
meeting. Any requests to be on a committee should be directed to Carley or Liz.
Potential Board Vacancy Process- Carley informed the board that there is officially a board vacancy now that
oaths of office were completed. Carley also noted that, by Wisconsin State Statutes the proper procedure is to
appoint a person to fill the vacancy.
Board of Review Availability- Carley made a reminder of the Board of Review meeting set for May 1st from
5:00p.m. – 7:00p.m. and to let her know as soon as possible if they are no longer able to attend.
Board of Review Training- Carley reminded the board of the requirement for at least one attending member of
the board of review must be certified annually. Last year, Alaina Benton, Renee Linscheid, and Carley Rider all
completed the training. Nick Klaas and Alaina Benton have volunteered to complete the training this year.
Water Tower Cleaning- Mark reported that Lane Tank has quoted $8,500 to clean the water tower. The water
tower cleaning is expected to occur in the summer. Mark also noted that the water tower will likely need to be
painted again in 5-6 years as it was last painted around 2005. Mark noted that Lane Tank has taken care of all
other maintenance items with the water tower.
MOTION (Roelli, Linscheid); motion carried by 5-0 roll call vote (Linscheid – Aye, Schoville – Aye, Klaas – Aye,
Lenz – Aye, Roelli – Aye) to approve the Water Tower Cleaning Quote from Lane Tank.
Account Signers- Carley noted that when she was added to the Village bank accounts that Kris must have been
accidentally removed as a signer. Carley informed the board that since this is a new request to add a signer to
the accounts that it should be approved in a board meeting. It was also noted that having a third signer is
especially helpful in the event the Village president is out of town or sick.
MOTION (Klaas, Linscheid); motion carried to appoint Kris Schoville as the third account signer on all Village
accounts.
Approval of Bills for the Month: MOTION (Linscheid, Schoville): The motion carried by unanimous voice vote.
Adjournment: MOTION (Roelli, Klaas): The motion carried by unanimous voice vote and the meeting was
adjourned at 6:30 p.m.
