MINUTES May Regular Board Meeting Village Office, May 14th, 2025 5:30 p.m. – 6:03 p.m. Regular Village Board meeting for the Village of Cobb was called to order at 5:30 pm by President Liz Lenz. Members Attending: President – Liz Lenz, Trustees – Kris Schoville, Nick Klaas, Alaina Benton, and Renee Linscheid Members Absent: Alisha Martin Staff Present: Village Clerk – Carley Rider, Public Works Director – Mark Flanagan Public Present: The Roelli Family, Megan Walter, and Marlin Harms Public Notices: MOTION (Benton, Klaas): motion carried by unanimous voice vote to approve posting of agenda at the following four places: Cobb Post Office, Cobb Food Mart, Royal Bank, and the Village Office on Monday, May 12th, and compliance of the open meeting law. Pledge of Allegiance Minutes: MOTION (Linscheid, Schoville): a motion carried by unanimous voice vote to approve the Regular Village board meeting April 9th, 2025 minutes. Treasurer’s Report: Carley Reported that the Pooled Conversion is underway and nearly complete. MOTION (Lenz, Schoville): a motion carried by unanimous voice vote to approve the February, March, and April 2025 Treasurer’s reports. COMMITTEE & COMISSION REPORTS Library Board – Alaina Benton reported that Library Week went well. The library will be hosting a book and bake sale during Cobb Garage Sales. Cobb-Highland Recreation Commission – no discussion occurred. Fire District Board – no discussion occurred. Splash Pad Committee – Megan Walter reported that the Splash Pad committee has looked into other shade options. The committee is looking to install a 10x10ft fabric shade attached to poles to be removed during closed months. Megan also noted that the benches would not be under the shade structure. The total cost for installing the poles and fabric would be $3,000.00 with Eric Iverson donating labor. Money from a donation will fund this project. Renee Linscheid reported that the Egg My Yard and May Day fundraisers were well received and the concession stand is going over well. UNFINISHED BUSINESS 2025-2026 Committee Appointments- Carley noted that alternates for Personnel and Personal Property committees have been established. The addition of alternates to these two committees is beneficial in cases of absence, or should a committee member need to excuse themselves from discussion. Carley further explained that as regular committee meetings, other members of the board may attend but may not participate in the meeting, unless designated as an alternate and a regular committee member is absent. MOTION (Linscheid, Klaas); motion carried by 5-0 roll call vote (Benton – Aye, Linscheid – Aye, Schoville – Aye, Klaas – Aye, Lenz – Aye) to approve the 2025-2026 Committee Appointments. Potentially set Personnel Committee meeting- Personnel will begin meeting in June. Potentially set Personal Property Committee meeting- Personal Property will begin meeting in June. NEW BUSINESS Resolution 2025-01 A Resolution Recognizing Robert Roelli’s Service to the Village of Cobb Board of Trustees MOTION (Schoville, Linscheid); motion carried by 5-0 roll call vote (Benton – Aye, Linscheid – Aye, Schoville – Aye, Klaas – Aye, Lenz – Aye) to approve Resolution 2025-01. Potential Appointment of Board Vacancy- MOTION (Klaas, Benton); motion carried by 5-0 roll call vote (Benton – Aye, Linscheid – Aye, Schoville – Aye, Klaas – Aye, Lenz – Aye) to appoint Marlin Harms to the Village Board vacancy for the 2025-2027 term. New 2-Year Operator License for Charlesa Gerhart (Ends June 30, 2026)- Carley requested the board table approval due to incomplete/incorrect application. Purchase of Tablet for reading meters- Carley and Mark reported that the current meter reading handheld has been having issues connecting and reading meters. Carley noted that the tablet recommended by Core and Main to replace the handheld is an A9 Samsung tablet. MOTION (Klaas, Linscheid); motion carried by 5-0 roll call vote (Benton – Aye, Linscheid – Aye, Schoville – Aye, Klaas – Aye, Lenz – Aye) to approve the purchase of a tablet. Approval of Bills for the Month: MOTION (Schoville, Klaas); motion carried by 5-0 roll call vote (Benton – Aye, Linscheid – Aye, Schoville – Aye, Klaas – Aye, Lenz – Aye) to approve the monthly bills.
