July Regular Board Meeting
Village Office, July 9th, 2025 5:30 p.m. – 6:14 p.m.
Regular Village Board meeting for the Village of Cobb was called to order at 5:30 pm by President Liz Lenz.
Members Attending: President – Liz Lenz, Trustees – Kris Schoville, Marlin Harms, Renee Linscheid, Alisha Martin, and
Nick Klaas
Members Absent: Alaina Benton
Staff Present: Village Clerk – Carley Rider, Public Works Director – Mark Flanagan
Public Present: Robert Roelli, Mark Flanagan
Public Notices: MOTION (Schoville, Linscheid): motion carried by unanimous voice vote to approve posting of agenda at
the following four places: Cobb Post Office, Cobb Food Mart, Royal Bank, and the Village Office on Monday, July 7th, and
compliance of the open meeting law.
Pledge of Allegiance
Minutes: MOTION (Harms, Martin): a motion carried by unanimous voice vote to approve the Regular Village board
meeting June 11th, 2025 minutes.
Treasurer’s Report: MOTION (Linscheid, Klaas): a motion carried by unanimous voice vote to approve the June 2025
Treasurer’s reports.
COMMITTEE & COMISSION REPORTS
Library Board – No discussion occurred.
Cobb-Highland Recreation Commission – Discussion regarding attendance occurred. Carley is coordinating with the
Recreation Commission and staff regarding expectations and requirements of attendance as stated in the bylaws.
Fire District Board – no discussion occurred.
Splash Pad Committee – Renee reported that the concession stand for ball tournaments is done for the season. Shade
structures for the splash pad are expected to be installed soon as the cement has been poured. Renee also noted that
the Iowa County Tourism presentation went well, completing the last requirement for the grant.
CITIZENS AND DELEGATIONS
Robert Roelli commented on authorization of fireworks in village limits.
Robert Roelli and Mark Flanagan raised concerns for allowing chickens in the Village. It was also questioned that if
chickens are allowed, would other farm animals be permitted within village limits.
An anonymous letter was received in the drop box stating opposition to allowing chickens in Cobb.

NEW BUSINESS
Med Flight Landing Zone- Alisha Martin noted that Montfort, Livingston, and Highland have permanent landing zones
approved for Med Flight. Alisha noted that the landing zones are used from existing infrastructure and that no changes
are needed to approve the landing zone.
MOTION (Schoville, Klaas); Motion carried by unanimous voice vote to approve a permanent Med Flight landing zone at
Scheper Park.
Premier Co-op Contract-- MOTION (Klaas, Harms); motion carried by 6-0 roll call vote (Linscheid – Aye, Schoville – Aye,
Martin – Aye, Harms – Aye, Klaas – Aye, Lenz – Aye) to approve to prepay $817.15 for 454.225 gallons for the Premier Co-
op Propane Contract.
Chip Seal Quote—Mark noted that chip sealing for North and South Wilson Street would cost $14,700. Chip sealing of
North and South Wilson Street was budgeted for in the 2025 budget. As a result, no motion was required.
Discussion/Possible Action on Personal Property Recommendation regarding Chicken Ordinance—The Personal
Property Committee reviewed other municipalities chicken ordinances and relating documents. Discussion around
current animal ordinances were discussed. Carley and Mark noted that there are several unlicensed animals in the
Village. Another concern noted was the attraction of additional predators or other wild animals to town. Current
ordinance only allows chickens in Rural Development zoning districts with a conditional use permit. Carley noted that the
Attorney’s hourly fee is $210.00, a correction from the noted amount at the June Regular Village Board Meeting.
MOTION (Linscheid, Klaas); motion carried by 4-1 roll call vote (Linscheid – Aye, Schoville – Abstain, Martin – Aye, Harms
– Aye, Klaas – Aye, Lenz – Nay) to not further pursue updating ordinances to allow chickens.
Cobb Volunteer Fire Department Temporary Class B License- MOTION (Klaas, Martin); motion carried by 6-0 roll call
vote (Linscheid – Aye, Schoville – Aye, Martin – Aye, Harms – Aye, Klaas – Aye, Lenz – Aye) to approve a Temporary Class
B Retailer’s License for Cobb Corn Roast August 5-10 2025 to Cobb Volunteer Fire Department.
Temporary Operator Licenses for John Wienkes, Jerry Spurley, Renee Linscheid, Kelly Michek, and Elizabeth Lenz
(August 5th-10th, 2025) –
MOTION (Harms, Klaas); motion carried by unanimous vote to approve Temporary Operator Licenses for John Wienkes,
Jerry Spurley, Renee Linscheid, Kelly Michek, and Elizabeth Lenz. Linscheid and Lenz abstained from the voice vote.
Personnel Committee- Public Works Transition- Renee informed the board that updates are being made to the
employment manual, an updated job description for a public works assistant is being drafted.
CLOSED SESSION NOT NEEDED
Approval of Bills for the Month: MOTION (Linscheid, Martin); motion carried by unanimous voice vote to approve the
monthly bills.
Adjournment: MOTION (Lenz, Linscheid); The motion carried by unanimous voice vote and the meeting was adjourned at
6:14 p.m.

10) MOTION TO RECONVENE INTO OPEN SESSION – Committee may consider taking
a consensus to return to open session following the closed session to formally dispose
of any issues discussed in closed session.
