August Regular Board Meeting
Village Office, August 13, 2025 5:30 p.m. – 6:14 p.m.
Regular Village Board meeting for the Village of Cobb was called to order at 5:30 pm by President Liz Lenz.
Members Attending: President – Liz Lenz, Trustees –Marlin Harms, Renee Linscheid, Nick Klaas, Alaina Benton, and
Alisha Martin (arrived at 5:52p.m.)
Members Absent: Kris Schoville
Staff Present: Village Clerk – Carley Rider, Public Works Director – Mark Flanagan
Public Present: none
Public Notices: MOTION (Linscheid, Benton): motion carried by unanimous voice vote to approve posting of agenda at
the following four places: Cobb Post Office, Cobb Food Mart, Royal Bank, and the Village Office on Monday, August 11th,
and compliance of the open meeting law.
Pledge of Allegiance
Minutes: MOTION (Harms, Linscheid): a motion carried by unanimous voice vote to approve the Regular Village board
meeting July 9th, 2025 minutes.
Treasurer’s Report: MOTION (Benton, Klaas): a motion carried by unanimous voice vote to approve the July 2025
Treasurer’s reports.
COMMITTEE & COMISSION REPORTS
Library Board – The Library did not meet as scheduled due to not having a quorum.
Cobb-Highland Recreation Commission –Carley is waiting to hear back from the Recreation Commission and staff
regarding expectations and requirements of attendance as stated in the bylaws.
Fire District Board – no discussion occurred.
Splash Pad Committee – Renee reported that the shade came down and will likely not be put back up for the remainder
of the rest of the 2025 season. Renee also noted that QR code is now being used for donations. Concerns around non-
operational features such as the buckets and the fish were discussed. Going forward, it was suggested to have the
features rotate which are spraying each cycle. The Committee will meet in September and will plan to meet quarterly
beyond that. The concession stand brought in a profit of over $5,100 to be used towards Splash Pad expenses.
CITIZENS AND DELEGATIONS- none
UNFINISHED BUSINESS
Personnel Committee- Public Works Transition- Renee informed the board that the Personnel Committee met on July
30th to discuss the job posting for the Public Works Assistant position. The Personnel Committee is recommending
posting the position from August 21st to September 17th and plan to review applications as a committee on September
23rd.
MOTION (Linscheid, Klaas); motion carried by 5-0 roll call vote (Benton – Aye, Linscheid – Aye, Harms – Aye, Klaas – Aye,
Lenz – Aye) to approve the posting of the Public Works Assistant position.
NEW BUSINESS
Request for Discontinuance of Public Way north of Marilyn Drive- MOTION (Lenz, Benton); motion carried by 4-0 roll
call vote (Benton – Aye, Linscheid – Aye, Harms – Aye, Klaas – Abstain, Lenz – Aye) to proceed with consulting with the
Village Attorney regarding the discontinuance of the public way.
PSC Letter – Simplified Rate Case Application-- MOTION (Harms, Linscheid); motion carried by 5-0 roll call vote (Benton
– Aye, Linscheid – Aye, Harms – Aye, Klaas – Aye, Lenz – Aye) to proceed with Simplified Rate Case Application).
Jim Piquette Memorial Scholarship Temporary Class B License for August 22nd, 2025— MOTION (Lenz, Klaas); motion
carried by 6-0 roll call vote (Benton – Aye, Linscheid – Aye, Martin – Aye, Harms – Aye, Klaas – Aye, Lenz – Aye) to
approve a Temporary Class B Retailer’s License for the Jim Piquette Scholarship Fundraiser.
Temporary Operator Licenses for Steven Zoha and Chris Hugill for August 22nd, 2025–
MOTION (Lenz, Martin); motion carried by unanimous vote to approve Temporary Operator Licenses for Steven Zoha and
Chris Hugill.
Potential E-Recycling and Shredding Event– Carley reported that the Township of Eden had reached out regarding
partnering for an e-recycling and shredding event for Village of Cobb and Township of Eden residents. Carley requested
they send quotes for the board to review before the event would go to vote.
School Parking Lot– Mark Flanagan suggested the board vote on the potential to allow Ritchie Implement temporary use
of the School Park Parking lot while their new building is being built.
MOTION (Harms, Linscheid); The motion carried by unanimous voice vote to allow Ritchie Implement temporary use of
the School Park Parking lot. Klaas abstained from voice vote.
MHTC for Sewer Plant / Library– MOTION (Lenz, Benton); The motion carried by unanimous voice vote to switch to
MHTC for the Sewer Plant / Library.
New 2 Year Operator License for Margaret Heisz (ends June 30th, 2027)– Carley requested any motion be tabled pending
the correction of the application.
Approval of Bills for the Month: MOTION (Klaas, Martin); motion carried by 5-0 roll call vote (Benton – Aye, Linscheid –
Abstain, Martin – Aye, Harms – Aye, Klaas – Aye, Lenz – Aye) to approve the monthly bills.
Adjournment: MOTION (Lenz, Martin); The motion carried by unanimous voice vote and the meeting was adjourned at
6:14 p.m.
