MINUTES September Regular Board Meeting Village Office, September 10, 2025 5:30 p.m. – 6:47 p.m. Regular Village Board meeting for the Village of Cobb was called to order at 5:30 pm by President Liz Lenz. Members Attending: President – Liz Lenz, Trustees –Kristen Schoville, Marlin Harms, Renee Linscheid, Alaina Benton, and Alisha Martin Members Absent: Nick Klaas Staff Present: Village Clerk – Carley Rider, Public Works Director – Mark Flanagan Public Present: John Boldt, Bob Bishop, and Dan Menard Public Notices: MOTION (Linscheid, Schoville): motion carried by unanimous voice vote to approve posting of agenda at the following four places: Cobb Post Office, Cobb Food Mart, Royal Bank, and the Village Office on Monday, September 8th, and compliance of the open meeting law. Pledge of Allegiance Minutes: MOTION (Linscheid, Harms): a motion carried by unanimous voice vote to approve the Regular Village board meeting August 13th, 2025 minutes. Treasurer’s Report: MOTION (Schoville, Martin): a motion carried by unanimous voice vote to approve the August 2025 Treasurer’s reports. COMMITTEE & COMISSION REPORTS Library Board – Alaina reported that the Library Board will be implementing regular evaluations for the Library Director, Carrie, going forward. There was a profit of $650 from the bake sale. Cobb-Highland Recreation Commission –Carley noted that should new appointments need to be made come April, the board is able to do so. Carley also noted that Highland has board members that are village and township residents and noted that Cobb could also appoint Eden Township residents. Fire District Board – no discussion occurred. Splash Pad Committee – Renee noted that the Splash Pad Committee had a meeting set for September 14th. The Committee is looking into products to eliminate hard water stains and has contacted Recreation Specialists. Someone from the Splash Pad Committee will work with Mark to winterize the Splash Pad. Renee noted that the committee is working on sending thank you’s for donations. Shade fabric has been fixed and will be re-installed in the spring. The committee received a recommendation to put donation verbiage on the QR code sign as many people have over-looked it. Carley looked into CDs with Royal Bank and noted that the CDs have a $10,000 minimum. Carley noted that the Local Government Investment Pool may be a potential idea to increase interest income while also having the monies remain liquid. Renee also noted the possible need to notate video surveillance at the Splash Pad as there has previously been vandalism at the Splash Pad. CITIZENS AND DELEGATIONS- Dan Menard presented the idea of allowing the basketball court at Scheper Park to be used for pickleball also. Menard stated he would purchase a temporary, roll-away net and asked for permission to tape pickleball lines. Menard also noted he would take down and put up the net each year, with public access to using the net. UNFINISHED BUSINESS Personnel Committee- Public Works Transition- Renee informed the board that the Personnel Committee plans to review applications as a committee on September 23rd. One committee member will take notes as Carley will not be present for the meeting. Carley noted that 6 applications have been received. Request for Discontinuance of Public Way north of Marilyn Drive- Carley is waiting to hear back from the attorney on next steps/best process for such a discontinuance. Retaining Pond in Bishop Boldt Subdivision-John Boldt and Bob Bishop attending the meeting to present the rendering of such a dedication regarding. John notated that there was a sewer easement, however the document was not properly recorded. Mark is coordinating with the county, Bishops, and Boldts, and the Village Attorney. New 2-Year Operator License for Margaret Heisz (Ends June 30, 2027)- MOTION (Lenz, Martin); motion carried by unanimous vote to approve a New 2 Year Operator License for Margaret Heisz. MHTC – Sewer Plant/Library -Mark noted that everything has been switched over and is operational. Potential E-Recycling and Shredding Event– Carley reported that she is working with the Township of Eden to receive quotes and look into timeline. Upon recommendation of the Board, Carley will request a quote from Southwest Opportunities Center out of Lancaster for a document destruction quote. PSC Letter – Simplified Rate Case Application-- MOTION (Schoville, Martin); motion carried by 6-0 roll call vote (Benton – Aye, Linscheid – Aye, Schoville – Aye, Martin – Aye, Harms – Aye, Lenz – Aye) to approve the Simplified rate application and letter. NEW BUSINESS Farm Rent- Farmland rent is scheduled to go to bid this fall. The contract will commence each calendar year from April 1st through December 1st for a three-year period: April 1, 2026 through December 1, 2026; April 1, 2027 through December 1, 2027; and April 1, 2028 through December 1, 2028. 2026 Budget Committee Dates- Carley noted that she will be sending out an email for available dates for the 2026 budget committee dates. Library Lighting/Electrical- MOTION (Schoville, Benton); motion carried by 6-0 roll call vote (Benton – Aye, Linscheid – Aye, Schoville – Aye, Martin – Aye, Harms – Aye, Lenz – Aye) to approve Esser Electric’s quote of $1000.00 for rewiring lighting in the library. Pickleball and Scheper Park- MOTION (Lenz, Martin); motion carried by unanimous vote to approve the use of the Scheper Park basketball court for Pickleball as presented by Daniel Menard. 2026 Revaluation Contract -Bruce Gardiner Appraisal Service LLC- MOTION (Linscheid, Harms); motion carried by 6-0 roll call vote (Benton – Aye, Linscheid – Aye, Schoville – Aye, Martin – Aye, Harms – Aye, Lenz – Aye) to approve the 2026 revaluation contract. 2026 Maintenance Contract -Bruce Gardiner Appraisal Service LLC - MOTION (Linscheid, Harms); motion carried by 6-0 roll call vote (Benton – Aye, Linscheid – Aye, Schoville – Aye, Martin – Aye, Harms – Aye, Lenz – Aye) to approve the 2026 Maintenance Contract. Regular Village Board Meeting Schedule- Discussion occurred regarding the schedule for regular village board meetings to determine if a different schedule is of interest. No action was taken. Speed Sign East of Dollar General-Mark noted that given the current speed limit on the east side of Dollar General, UTVs cannot legally be driven there. Mark noted that it may be beneficial to request that the speed limit be 30 miles per hour until past Dollar General. MOTION (Linscheid, Harms); motion carried by 6-0 roll call vote (Benton – Aye, Linscheid – Aye, Schoville – Aye, Martin – Aye, Harms – Aye, Lenz – Aye) to move the 30 mile per hour sign to the east side of Dollar General on Main Street. Change Emails /website to .gov- MOTION (Lenz, Martin); motion carried by 6-0 roll call vote (Benton – Aye, Linscheid – Aye, Schoville – Aye, Martin – Aye, Harms – Aye, Lenz – Aye) to request .gov emails for each board member, the clerk, and the Director of Public Works. Approval of Bills for the Month: MOTION (Linscheid, Harms); motion carried by 6-0 roll call vote (Benton – Aye, Linscheid – Aye, Schoville – Aye, Martin – Aye, Harms – Aye, Lenz – Aye) to approve the monthly bills.
