COMMON COUNCIL PROCEEDINGS Tuesday, July 25, 2017 - 7:00 P.M. Regular Meeting Common Council Chambers Mayor Morse led in the Pledge of Allegiance at 7:00 PM PUBLIC HEARINGS 1. PLEASE TAKE NOTICE that a public hearing will be held by the Common Council of the City of Cohoes on July 25, 2017 at 7:00 PM at the Common Council Chambers, Second Floor, City Hall, Cohoes, New York, in consideration of a Community Development Block Grant (CDBG). The intent of the hearing is to learn of the potential CDB funding programs regarding the needs of the City. With no comments or questions, the public hearing was closed. Roll call was taken PRESENT: EXCUSED: Mayor Morse NONE Council President Briggs Council Member Smith Council Member Russell Council Member McCarthy Council Member Napier Council Member Koniowka Council Member Russell made a MOTION to approve the minutes from June 27, 2017 meeting. Seconded by Council President Briggs. All members voted “AYE”. The motion passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 54 for the year 2017 RESOLUTION AUTHORIZING THE MAYOR TO SUBMIT AN APPLICATION FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDING BY NYS HOUSING AND COMMUNITY RENEWAL (NYSHCR) Council Member Russell made a MOTION to approve Resolution No. 54 seconded by Council Member Napier. All members voted “AYE”. Resolution No. 54 for 2017 passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 55 for the year 2017 A RESOLUTION DECLARING THE CITY AS LEAD AGENCY FOR SEQRA PURPOSES REGARDING MUNICIPAL WORK AT REMSEN STREET AND CLASSIFYING SUCH MUNICIPAL WORK AS A SEQRA TYPE I ACTION Council Member Russell made a MOTION to approve Resolution No. 55, seconded by Council Member Napier. All members voted “AYE”. Resolution No. 55 for 2017 passed. Common Council Regular Meeting 07/25/2017 Page 2 of 3 Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 56 for the year 2017 RESOLUTION AUTHORIZING THE MAYOR TO APPLY FOR AND RECEIVE FUNDING UNDER THE 2017 CLIMATE SMART COMMUNITIES GRANT PROGRAM Council Member Russell made a MOTION to approve Resolution No. 56, seconded by Council Member Napier. All members voted “AYE”. Resolution No. 56 for 2017 passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 57 for the year 2017 A RESOLUTION AMENDING THE ANNUAL BUDGET FOR FISCAL YEAR 2017 Council Member Smith made a MOTION to approve Resolution No. 57, seconded by Council Member Russell. All members voted “AYE”. Resolution No. 57 for 2017 passed. Budget transfers are attached. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 58 for the year 2017 A RESOLUTION DECLARING LEAD AGENCY FOR SEQRA PURPOSES REGARDING MUNICIPAL WORK AT THE MUSIC HALL AND CLASSIFYING SUCH MUNICIPAL WORK AS A SEQRA TYPE I ACTION Council Member Russell made a MOTION to approve Resolution No. 58, seconded by Council Member Napier. All members voted “AYE”. Resolution No. 58 for 2017 passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 59 for the year 2017 A RESOLUTION DECLARING LEAD AGENCY FOR SEQRA PURPOSES REGARDING MUNICIPAL WORK AT CANAL SQUARE PARK AND CLASSIFYING SUCH MUNICIPAL WORK AS A SEQRA TYPE I ACTION Council Member Russell made a MOTION to approve Resolution No. 59, seconded by Council President Briggs. All members voted “AYE”. Resolution No. 59 for 2017 passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 60 for the year 2017 A RESOLUTION DECLARING LEAD AGENCY FOR SEQRA PURPOSES REGARDING MUNICIPAL WORK AT 70 DELAWARE AVENUE AND CLASSIFYING SUCH MUNICIPAL WORK AS A SEQRA TYPE I ACTION Council Member Koniowka made a MOTION to approve Resolution No. 60, seconded by Council Member Russell. All members voted “AYE”. Resolution No. 60 for 2017 passed. All members voted “AYE”. Resolution No. 61 for 2017 passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 62 for the year 2017 A RESOLUTION MAKING A TYPE II DETERMINATION FOR SEQR PURPOSES REGARDING THE STORMWATER COALITION AGREEMENT Council Member Russell made a MOTION to approve Resolution No. 62, seconded by Council Member Napier. All members voted “AYE”. Resolution No. 62 for 2017 passed Public Comment: NONE At 7:13 PM, Council Member Smith made a MOTION to adjourn the meeting; Council Member Russell seconded the motion.
