Regular Meeting Common Council Chambers Mayor Morse led in the Pledge of Allegiance at 7:00 PM Roll call was taken PRESENT: EXCUSED: Mayor Morse None Council President Briggs Council Member Smith Council Member Russell Council Member McCarthy Council Member Napier Council Member Koniowka Public Comments: None Council Member Russell made a MOTION to approve the minutes from August 22 and September 12, 2017. Council President Briggs seconded the motion. All members voted “AYE”. The motion passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Ordinance No. 6 for the year 2017 AN ORDINANCE AMENDING CHAPTER 82, SECTION 82-4 (y) OF THE CITY CODE REGARDING THE POWERS AND DUTIES OF THE TRAFFIC COMMISSION Council Member Russell made a MOTION to approve Ordinance No. 6 seconded by Council Member Smith. Council President Briggs and Council Members Smith, Russell, McCarthy, and Napier voted “AYE”. Council Member Koniowka voted “NAY”. Ordinance No. 6 for 2017 did not pass. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 78 for the year 2017 RESOLUTION AUTHORIZING THE EXPENDITURE OF FUNDS FOR THE REMSEN STREETSCAPE IMPROVEMENT PROJECT Council Member Russell made a MOTION to approve Resolution No. 78 seconded by Council President Briggs. Council President Briggs and Council Members Smith, Russell, McCarthy, and Napier voted “AYE”. Council Member Koniowka voted “NAY”. Resolution No. 78 for 2017 passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 79 for the year 2017 Common Council Regular Meeting 09/26/2017 Page 2 of 3 A RESOLUTION APPROVING AN ENGINEERING AGREEMENT WITH CHA CONSULTING, INC. REGARDING AN ASSET MANAGEMENT PLAN Council Member McCarthy made a MOTION to approve Resolution No. 79, seconded by Council Member Russell. Council President Briggs and Council Members Smith, Russell, McCarthy, Napier, and Koniowka voted “AYE”. Resolution No. 79 for 2017 passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 80 for the year 2017 A RESOLUTION APPROVING AN ARCHITECTURAL/ENGINEERING AGREEMENT WITH C&S ENGINEERS, INC. REGARDING THE COLUMBIA STREET CULVERT PROJECT Council Member McCarthy made a MOTION to approve Resolution No. 80, seconded by Council Member Napier. Council President Briggs and Council Members Smith, Russell, McCarthy, Napier, and Koniowka voted “AYE”. Resolution No. 80 for 2017 passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 81 for the year 2017 A RESOLUTION AMENDING THE ANNUAL BUDGET FOR FISCAL YEAR 2017 Council Member Russell made a MOTION to approve Resolution No. 81, seconded by Council Member Napier. Council President Briggs and Council Members Smith, Russell, McCarthy, Napier, and Koniowka voted “AYE”. Resolution No. 81 for 2017 passed. Budget transfers are attached. Mayor Morse, “We are going to need to schedule a Special Meeting for September 27, 2017 for Ordinance No. 6, 2017, because it requires unanimous consent on introduction. Mr. Koniowka voted NAY. Public Comment: John Franier, 124 Continental Ave., “I live in the 6th Ward and have a question for Councilman Koniowka in regards to Resolution 78 the funds for the Remsen Streetscape project, this past week you have been very active on Social Media, talking about your objections, but tonight when the Mayor asked if there were any questions or concerns you remained silent. Can you explain?” Council Member Koniowka, “Everyone here knows what my position is on this. So why waste time on it?” John Franier, “You are my elected representative, and I would like an explanation on record.” Council Member Koniowka, “I don’t think all our Chip money should be spent on one project; there are many roads that need to be paved.” Common Council Regular Meeting 09/26/2017 Page 3 of 3 Mayor Morse, “As a point of clarification, Mr. Koniowka voted for the grant that called for the Chip Fund to be used as a match, otherwise we could not get the grant. We could not apply for the grant if we did not have the matching money. We also did numerous in the 6th Ward, we did paving on Ontario Street, paving at the 112th Street Bridge, we did paving on Bridge Avenue, and Park Avenue. The island has seen a great amount of paving of hundreds of thousands of dollars in the last few years.” Council Member Koniowka, “Mayor Primeau had the paving done on Park and Bridge Avenues, not you Mr. Mayor. Sorry I had to correct you.” Mayor Morse, “You did not have to correct me, I stated in the last few years. We cannot not do these projects alone, we had to apply for grants, in order to apply for grants, and we have to have matching funds. We were able to take the Chip funds from this year, match it with the grant and turn $300,000.00 into $850,000.00. We will have a renewed Canal Square Park, from Cayuga to Ontario Street. All new sidewalks, lights, and all new streetscape. We are setting the stage for what we want Remsen Street to be. So that we can try and get businesses to come to our City.” John Franier, “I understand your plan, and I support it. I was just concerned with reading all the back and forth over the last few days and my representative sat here silent without raising a single concern.” Council Member Smith, “As a side comment, even when you had neighborhood watch meeting, the same person, does not show up until 45 minutes later, and when he gets there sits silent, your right, it does not make sense. Randy, I think it was you who said, not to talk to you or look at you. You call everyone one a puppet, but the guy over here in the middle got you a job. What are you going to do, call the cops that I am looking at you?” Council President Briggs, “Randy, please do not insult the Council.” Council Member Koniowka, “Don’t insult me, I am tired of it.” At 7:25 PM, Council Member Koniowka made a MOTION to adjourn the meeting; Council Member Napier seconded the motion.
