COMMON COUNCIL MEETING Tuesday, November 26, 2024 - 7:01 P.M. Common Council Public Hearing & Meeting Common Council Chambers Roll call was taken. PRESENT: EXCUSED: Mayor Keeler Council President Biggs Council Member Izzo Council Member Higgins Council Member Soloyna Council Member McCarthy Council Member Frainier PUBLIC HEARING *Public Hearing regarding the proposed amendment to Chapter 82 of the Code of the City of Cohoes regarding the powers and duties of the Traffic Commission and establishing a maximum speed limit of the City of Cohoes. Public Comment: Peter- Says he lives on upper Columbia St. and was struck by a vehicle because of speed. Mayor Keeler says this speed limit will bring the average speed down. Peter says we need stronger enforcement for speeding. Shawn VanSleet- Asked where are the speed limit changes and who pays for the signs? Mayor Keeler says we pay for the signs and the change is for all of Cohoes except for 787. Approved minutes of the August13th, August 27th, September 10th, September 24th, October 8th, October 22nd, and November 12th, 2024 meetings. Introduction of the Local Law regarding short term rentals in the City of Cohoes. Local Law No.3 A Local Law amending Chapter 82 of the Code of the City of Cohoes regarding the powers and duties of the Traffic Commission and establishing a maximum speed limit of the City of Cohoes. Council Member Soloyna made a MOTION to approve. Seconded by Council Member Izzo. All members voted “AYE.” The motion passed. Ordinance No.9 for the year 2024 An Ordinance to amend the Code of the City of Cohoes with respect to certain fees. Council President Biggs made a MOTION to approve Ordinance No. 9 for the year 2024. Seconded by Council Member Izzo. All members voted “AYE.” The motion passed. Ordinance No.10 for the year 2024 An Ordinance amending Section 239-16 of the Code of the City of Cohoes regarding the fees for opting in to the Residential Waste Collection Program. Council Member Soloyna made a MOTION to approve Ordinance No. 10 for the year 2024. Seconded by Council Member Higgins. All members voted “AYE.” The motion passed. Resolution No. 53 for the year 2024 A Resolution amending the annual budget for the fiscal year 2024. Council Member Soloyna made a MOTION to approve Resolution No. 53 for the year 2024. Seconded by Council President Biggs. All members voted “AYE.” The motion passed. Resolution No. 54 for the year 2024 A Resolution in support of continued and increased state aid for local governments. Council President Biggs made a MOTION to approve Resolution No. 54 for the year 2024. Seconded by Council Member Higgins. All members voted “AYE.” The motion passed. Resolution No. 55 for the year 2024 A Resolution approving the award of a contract for upgrades to the Water Treatment Filter. Council Member Soloyna made a MOTION to approve Resolution No. 55 for the year 2024. Seconded by Council Member Higgins. All members voted “AYE.” The motion passed. Resolution No. 56 for the year 2024 A Resolution awarding contracts for the purchase of certain trucks. Council Member Higgins made a MOTION to approve Resolution No. 56 for the year 2024. Seconded by Council Member Izzo. All members voted “AYE.” The motion passed. Resolution No. 57 for the year 2024 A Resolution approving an inter-municipal agreement between the City of Cohoes and the Cohoes School District. Council Member Soloyna made a MOTION to approve Resolution No. 57 for the year 2024. Seconded by Council President Biggs. All members voted “AYE.” The motion passed. Resolution No. 58 for the year 2024 A Resolution granting permission (upon New York State Department of Transportation (NYSDOT) approval) to the Cohoes Police Department to install license plate reader equipment within the geographical jurisdiction of the City of Cohoes and the State of New York. Council President Biggs made a MOTION to approve Resolution No. 58 for the year 2024. Seconded by Council Member Higgins. All members voted “AYE.” The motion passed. At 7:23 PM Council President Biggs made a MOTION to adjourn. Council Member Soloyna seconded the motion.
