Mr. Toledo made a motion to approve the November meeting minutes as presented. Second by Ms. Aikara. All members in favor; no opposed. Update from Green School Awards Presentation Ms. Bernache will follow up for an update. Update on EAC Grants: Buck Lodge Buck Lodge provided documentation to show how the deposit for their trip was forfeited. The Committee reviewed the documentation submitted by the school and would like to know if the vendor the school used was an approved vendor. 1 Mr. Toledo motioned to approve Buck Lodge grant for FY20 with the stipulation that the school must submit invoices for payment to the City. Ms. Powers amended the motion to add that the invoices must be submitted to the City by May 1, 2020. Second by Ms. Bernache. All members in favor; no opposed. The Committee continued discussion on having schools provide documentation for grant money use and agreed that if receipts submitted by the schools don’t match the total amount of the grant awarded, the school must provide an explanation. Ms. Bernache motioned to amend the vote in November on the end of year grant report to request documentation, but to remove receipts. Second by Ms. Greene-Colby. All members in favor; no opposed. Letter on gun control Mr. Toledo has not heard from Senator Rosa Pratt regarding if Senate Bill 1036 on gun control passed in Maryland. Ms. Bernache will ask the Senator directly. College Park Education Town Hall Ms. Aikara informed the Committee that Joshua Thomas would be available after February for a forum. The Committee will look for dates in March or April to hold the forum at College Park Community Center. Principal/Teacher Breakfast This is tentatively scheduled in February. New Business Discussion with Scott Somers, City Manager Mr. Somers stated that there will be no significant changes to EAC - the following changes will be rolled out for all City Boards and Committees: • Update mission and purpose statements and provide to Council a work plan by December 2020. • Consistency on committee member terms will change to three years starting July 1, 2020. • If vacancy is filled, it will be filled on the vacated term. For example, if a member steps down after one year and has one year remaining, the person selected to fill the vacancy will be granted membership for the remaining term. • City will post vacant positions for Boards and Committees similar to a job posting and interested volunteers will be able to apply for the vacancy. • Feedback received from City Boards and Committees is there is not sufficient communication between Council and the Boards and Committees. • Staff liaisons are to provide more assistance to the City Board or Committee, such as preparing agendas, working closely with Board or Committee Chairs, ensuring meetings 2  are scheduled and publicized, ensure meeting minutes are taken, and ensure meeting discussions follow the goals of the Board or Committee. • Question on spending funds if extra funds available – submit a recommendation to the Council on how the funds would be used. Schools with number of students that are College Park residents Hyattsville has lowest number of City students. Prince George’s County Schools informed Mrs. Barber that Hyattsville Middle school will no longer be a boundary school in College Park and will not be eligible to receive City school grants in FY21 as a result.
