MINUTES Regular Meeting of the College Park City Council Tuesday, October 23, 2018 Council Chambers 7:30 p.m. – 9:35 p.m. PRESENT: Mayor Wojahn; Councilmembers Kabir, Brennan, Dennis (arrived at 7:33 p.m.), Rigg, Kujawa (arrived at 7:33 p.m.), and Mitchell. ABSENT: Councilmembers Day and Kennedy. ALSO PRESENT: Scott Somers, City Manager; Bill Gardiner, Assistant City Manager; Janeen Miller, City Clerk; Suellen Ferguson, City Attorney; Bob Ryan, Director of Public Services; Gary Fields, Director of Finance; Ryna Quiñones, Communications Coordinator; Alex Tobin, Student Liaison; Serena Saunders, Deputy Student Liaison (arrived 9:30 p.m.) Mayor Wojahn opened the Regular Meeting at 7:30 p.m. ANNOUNCEMENTS: Councilmember Kabir discussed the recent community clean-up. Councilmember Brennan announced the Berwyn Bonfire and a bulb planting event. Councilmember Rigg announced a drug take-back event and the death of the founder of the Little Free Library movement. Councilmember Mitchell discussed last week’s presentation on the visioning session for the new City Hall. CITY MANAGER’S REPORT: Mr. Somers reviewed the red folder items; a possible amendment to the agenda; and announced several events from the Weekly Bulletin. He reminded residents not to put plastic bags in the recycle bin. AMENDMENTS TO AND APPROVAL OF THE AGENDA: A motion was made by Councilmember Kabir and seconded by Councilmember Mitchell to add sponsorship of the MML Summer Golf Tournament to the Consent agenda (6-0-0). A motion was made by Councilmember Rigg and seconded by Councilmember Kujawa to approve the agenda as amended (6-0-0). PRESENTATIONS: A. Launch of new City Website: Ryna Quiñones, Communication Coordinator PUBLIC HEARING: A. Ordinance 18-O-10, Wireless Telecommunications Facilities in Public Rights-Of-Way Ms. Ferguson said now that the FCC has issued their order, the City will start receiving applications to install small cell and distributed antenna systems in City rights-of-way. This ordinance will provide guidelines for handling the applications which will be important because the FCC has shortened the timeline for processing them. She is still reviewing other recently adopted laws, so this is not on the agenda for approval tonight, but hopefully will be adopted in the near future. Mayor Wojahn invited public comment. There was no one present to testify, and Mayor Wojahn closed the Public Hearing. CONSENT AGENDA: A motion was made by Councilmember Mitchell and seconded by Councilmember Kujawa to adopt the Consent Agenda, which consisted of: 18-G-134 Award of contract to Fresh Air Concepts, LLC, in the amount of $89,269, for the HVAC Equipment Replacement for the Youth & Family Services Facility, CP-19-01. 18-R-10 Resolution Of The Mayor And Council Of The City Of College Park Adopting The Recommendation Of The Advisory Planning Commission Regarding Variance Application Number CPV-2018-07, 5008 Lackawanna Street, College Park, Maryland, And Approving A Variance From The Prince George’s County Zoning Ordinance Sec. 27-120.01 (C) Table II, And City Code §87-23 Fences, D. To Permit The Construction Of A Driveway Partially In The Front Yard Of A Dwelling And A Retaining Wall In The Front Yard. 18-R-16 Resolution Of The Mayor And Council Of The City Of College Park Adopting The Recommendation Of The Advisory Planning Commission Regarding Variance Application Number CPV-2018-10, 4708 Howard Lane, College Park, Maryland, And Approving A Variance From Section 27-442 (C) Table II, Of The Prince George’s County Zoning Ordinance, To Construct A House, Detached Garage And Driveway. 18-R-17 Resolution Of The Mayor And Council Of The City Of College Park Adopting The Recommendation Of The Advisory Planning Commission Regarding Variance Application Number CPV-2018-10, 4710 Howard Lane, College Park, Maryland, And Approving A Variance From Section 27-442 (C) Table II, Of The Prince George’s County Zoning Ordinance, To Construct A House, Detached Garage And Driveway. 18-R-18 Resolution Of The Mayor And Council Of The City Of College Park Adopting The Recommendation Of The Advisory Planning Commission College Park City Council Meeting Minutes October 23, 2018 Page 3 Regarding Variance Application Number CPV-2018-10, 4712 Howard Lane, College Park, Maryland, And Approving A Variance From Section 27-442 (C) Table II, Of The Prince George’s County Zoning Ordinance, To Construct A House, Detached Garage And Driveway. 18-G-139 Award of FY 2019 Public School Education Grants recommended by the Education Advisory Committee as follows: • 7,500 to Hollywood Elementary for Enhancing Teaching & Learning via Technology and the Arts • $7,500 to Paint Branch Elementary for Instructional Technology. • $7,500 to Greenbelt Middle School for ESOL Extended Learning Opportunity • $7,500 to Parkdale High School for College and Career Ready/Parkdale Robotics. • $2,500 to Berwyn Heights Elementary for Science, History and Culture Field Trips. • $2,500 to Cherokee Lane Elementary for Transportation for Field Trips • $2,500 to University Park Elementary for Math for All (gifted learners, special needs, ESOL and general education students) • $2,500 to Buck Lodge Middle School for Philadelphia: Where the Nation Was Formed • $2,500 to Hyattsville Middle School for Co-ed Teaching/SPED Team Program. • $2,500 to High Point High School for SAT Preparation Workshop 18-G-137 Approval of Preliminary Plan of Subdivision 4-17038, with 4 conditions, for Hillel at the University of Maryland, 7505 Yale Avenue including an amended Condition 4 that specifies the Applicant will contribute funding to the City to improve the pedestrian facilities on Princeton Avenue, as fulfillment of the provision of adequate public pedestrian and bikeway facilities. 18-G-140 Approval of minutes: September 17, 2018 Worksession and September 25, 2018 Regular Meeting (as corrected). 18-G-141 Approval of $100 for sponsorship of MML 2019 Summer Golf tournament fundraiser. The motion passed 6-0-0. ACTION ITEMS: 18-G-135 Award of Contract to Greenplay, LLC for Duvall Field Visioning and Future Planning subject to contract approval of the City Attorney Mr. Somers said the City of Greenbelt and M-NCPPC has used this company. The City is interested in visioning for Duvall Field. The contract amount is for $29,999. He highlighted the community and stakeholder engagement, an assessment of existing facilities and nearby facilities, and preparation of concept design plans and cost estimates. Award will be subject to approval of the contract by the City Attorney. College Park City Council Meeting Minutes October 23, 2018 Page 4 Councilmember Kabir asked about the community meetings and resident notification methods. Mr. Somers said outreach will be City-wide and multi-faceted. Mayor Wojahn asked for notices to be bilingual in English and Spanish. Councilmember Brennan hopes Duvall Field will be a more used and useful asset to the immediate community and hopes we can implement new and unique things on a limited parcel of land. A motion was made by Councilmember Kabir and seconded by Councilmember Brennan to award a contract to Greenplay LLC in the amount of $29,999 for Duvall Field Visioning and Future Planning subject to contract approval of the City Attorney. There were no comments by the audience or the Council. The motion carried 6-0-0. 18-G-138 Appointments to Boards and Committees A motion was made by Councilmember Kabir and seconded by Councilmember Dennis to appoint Lisa Williams to the Board of Election Supervisors. The motion carried 6-0-0. MAYOR AND COUNCIL COMMENTS: Councilmember Dennis announced tomorrow’s Coffee Club at Jason’s Deli. Councilmember Brennan announced First Thirsty Thursday at Fishnet in Berwyn. He said the next BDCA meeting will also be held at Fishnet. Councilmember Kabir announced the schedule for Early Voting for the General Election and said the College Park Community Center is an Early Voting location. Councilmember Dennis said parking restrictions will be lifted to accommodate voters. Mayor Wojahn said the next Worksession is November 13 and encouraged everyone to vote. He also announced the Four Cities Meeting tomorrow night in Greenbelt. He discussed his recent meeting with Angela Alsobrooks. Mr. Tobin said students can receive free stamps and envelopes for their absentee ballots at Stamp. 3,000 people registered to vote under TerpsVote. He attended a recent community clean-up.
