Fletcher, Department of Public Services Administrative Assistant; MK Fitzsimons, M-NCPPC; Joi Woods, Contract Secretary I. Call to Order The meeting was called to order at 6:34 p.m. II. Approval of Agenda a. Additional Field Use Request for College Park (CP) Boys and Girls Club- added to the Agenda. Mr. Toledo motioned to approve the agenda as amended. Ms. Pianowski seconded the motion. All were in favor. The motion passed 7-0-0. III. Approval of Minutes a. November 5, 2016 and October 3, 2016 b. Mr. Toledo motioned to approve the October and November minutes with corrections. Ms. McCloud seconded the motion. All were in favor. The motion passed 7-0-0. IV. Treasurer’s Report - November 2016 a. Mr. Bradford reported there were no changes to the bank account and the balance remains at $1,698.05. Mr. Toledo motioned to approve the Treasurer’s Report. Mrs. Oarr seconded the motion. All were in favor. The motion passed 7-0-0. 1 V. Field Use Requests a. Prince George’s Pride Lacrosse – M, W, F, Sa and Sun, 03/17 – thru 06/09/17  Mr. Bradford stated that the Prince George’s Pride Lacrosse is the organization hosts for the College Park Boys and Girls Club. PG Pride partners with College Park and the County as the City no longer hosts Lacrosse. b. Arundel Soccer Association-DMV Soccer Academy requested weekly field use Tuesday, Wednesday, and Thursday 6:30 pm -8:30 pm throughout 2017.  Mr. Ryan stated that Arundel Soccer Association -DMV Soccer Academy’s Field Use Request conflicts with the College Park (CP) Boys and Girls Club- Prince George’s Pride Lacrosse Field Use Request. Field Use Requests from the CP Boys and Girls Club take precedence over all other requests in accordance with City rules and regulations.  Mr. Bradford inquired if a separate permit is required for Sunday field use. Mr. Ryan confirmed that Sunday field usage is approved by the Mayor and Council.  Mr. Bradford motioned to approve the Arundel Soccer Association -DMV Soccer Academy Field Use Request. Mrs. Oarr made a motioned to deny approval of the Arundel Soccer Association – DMV Academy Filed Use Request due to the field being used by the College Park Boys and Girls Club’s at the same time. Mr. Bradford seconded the motion. The motion passed 7-0-0.  Mr. Adams inquired if the Arundel Soccer Association will receive a reason why the request is being denied. Mr. Bradford stated that they would be notified that there is no available space left. c. College Park Boys and Girls Club-Tues. – Sat. each week, 02/17-07/17  Mr. Toledo asked if there were additional organizations that want to use the field. Ms. Fletcher reiterated that the Boys and Girls Club has priority for use, and highlighted the need to inform applicants that the start date is determined by Department of Public Works.  Mr. Toledo motioned to approve requests from both CP Boys and Girls Club Soccer and Prince Georges Price Lacrosse with the amendment that the Boys and Girls Club start after February and that the field opening is determined by the Director of Public Works. Mrs. Oarr seconded the motion. All were in favor. The motion passed 7-0-0.  Mr. Adams suggested that a recommendation is made to give consideration to other City organizations to use the field when it is not in use by the Boys and Girls Club.  Mr. Bradford motioned to approve the Pride Lacrosse & CP Boys and Girls Club Field Use Request. VI. Future Events a. Breakfast with Santa - 12/10/16 10:00 am-12:00pm  The Board confirmed: roles, responsibilities, and the order of the event 2   Mr. Bradford provided a planning update: o Community Center Staff –decorations and set up o Rec Board Member(s)- food set up (buffet) o 8:00 am - Rec Board Member(s) arrive to set up food o 10:00 am -11:00 am- Puppet Show o 11:00 am- Santa arrives by escort of Fire Department o 11:00 am -12:00 pm- Photos with Santa b. Martin Luther King, Jr. Tribute - 01/14/17 1:30 pm-4:30 pm  Ms. Fletcher provided a planning update: o The event features a concert including schools & community organizations, essay, readings, art work, and other performances highlighting the theme: Has the Dreamer Been Deferred? o 1:30pm- performance by Colors o 2:00 pm-4:00pm- Formal Program  Additional volunteers have been secured; an upcoming tele-conference meeting is schedule for continued planning c. Winter Bowling - 02/19/17- Time TBA  Mr. Bradford provided a planning update: o Cost: $5/person cost is $15/ person, the City of College Parks absorbs additional cost of $10/ person; Contract costs remain the same at $2500 for 2016, in $1000 in 2015. o Attendance: 2016 the event hosted 103 Bowlers were in attendance  Mr. Bradford posed the question to the Board regarding a price increase. Mr. Ryan suggested monitoring the attendance and considering an attendance cap for 2018 if costs exceed the event’s budget for 2017. d. UM Good Neighbor Day - 04/01/17 9:00 am-1:00 pm  Partnership with Park and Planning:  MK Fitzsimons provided no new updates: o The Planning committee is seeking project ideas and working to diversify projects to include community members of varying mobility levels. o The event’s focus is to engage and involve community members and University of Maryland; the goal is to recruit and pre-register 500 volunteers for 2017.  The order of the day includes: o Breakfast o Project work o Lunch o Speaker presentation from o Dance party celebration -Possible need for financial contribution from the Recreation Board for a DJ  Mr. Ryan asked if the project could include interior projects. MK Fitzsimons stated that interior projects are challenging to coordinate with schools and organizations. The project is geared toward external public areas. e. Bunny Brunch - 04/08/17 11:00 am-1:00 pm 3   Set up similar to Breakfast with Santa  MK Fitzsimons stated College Park Arts Exchange is confirmed to participate f. Maryland Day – 04/29/17 Time TBA  Rec Board hosts a table during the event that requires minimal preparation. Ms. Fletcher maintains flyer. VII. Election of Officers - 15-4 Officers. a. The Chairperson will be chosen from among and by the district appointees at the first meeting following each November 1, for a one-year term.  Mr. Ryan shared general information about the process to elect new officers. The Board reviewed and discussed information related to Sub-section of the City Charter 15-4 Officers.  Ms. Araghi made a motion to maintain status quo. Mrs. Oarr seconded the motion. All were in favor. The motion passed 8-0-0. VIII. New Business a. One College Park Coalition  Mr. Ryan shared information regarding a new initiative and opportunity for committee work with the One College Park Coalition. The purpose is to provide a support network to represent different Affinity groups and affiliated residents within the city. b. Committee Nominations – Prince George’s County Federation of Park and Recreation Councils. Inc:  The board discussed possible nominations; Mr. Ryan suggested nominations are to be forwarded to Ms. Fletcher, to be reviewed and discussed at the January meeting. IX.
