NORTH END OF BIKE PATH, COLUMBIA CITY, OR 97018 Present: Shannon Fitzgibbons, Chair Sheila Bauer, Committee Member Nell Harrison, Committee Member Jack Hruska, Committee Member Stan Hopkins, Committee Member Larry Preston, Committee Member Theodore (Ted) Burns, Committee Member Micah Rogers, Public Works Superintendent Leahnette Rivers, City Administrator/Recorder Sally Ann Marson, City Council Member Veterans Memorial Park: Property line locations have been identified by ODOT and City staff. Micah will continue to bring in fill dirt to grade and level the site around the base of the veterans memorial where the concrete and tile work will be placed. Larry will draw a site plan to scale to use for site design purposes. Members discussed whether the memorial wall should be a single structure, or several individual panels. Members discussed the locations of various features within the area, such as the memorial wall, which will be placed somewhere along the top of the bank to the west, and the Blue Star Memorial, which might be placed at the base of the four trees to the southwest. Members agreed that the one of the four trees in the clump to the southwest should be removed. Nell suggested landscaping around the base of the remaining three trees. Members discussed creating a mound in the center of the paved turnaround area for landscaping purposes. The crook in the fence will be straightened or pushed out towards the highway, and the tall gas line marker will be moved or changed to an in-ground marker by the gas company. The garbage can and “scoop after your pooch” sign will also be relocated to an area away from the site. Leahnette asked members to help identify contractors that do concrete, brick and tile work that might be willint to donate their services to the project. Members agreed that the site should have water for sprinklers and a fountain/faucet, and the piping should be installed before the memorial is developed. McBride Creek Picnic Area: It was the consensus of the Committee that large boulders be placed along the top of the bank around the picnic area instead of a split rail fence. Public Works has been adding some fill dirt to the bank to widen the area between the edge of the paved trail and the top of the bank. They will continue to add more to build out the area as discussed by Committee Members. They will also bury a sleeve when they add the fill dirt to run a water line to the picnic area. McBride Creek Trail System: Stan said he’s been working with the Columbia County Community Corrections Crew to cut in the trail, and they have now reached the bottom of the dirt road that leads up to Sixth Street at the southwest edge of the City’s newly acquired creek property. Developing the trail access up to Sixth Street from that point may be challenging due to the terrain. Leahnette said she hopes to meet with the property owner to the south of that point within the next few weeks to discuss further access. She said the City may also obtain the section of creek property to the north of McBride Meadows Subdivision through another land use and development application.
