Water Committee Meeting Minutes - December 4, 2013 - 6 pm City Hall, 1840 Second Street, Columbia City of Columbia City Members Present- Josh Fromm, Finos Lunsford, John Burdett, Bill Guy, Larry Preston, Sally Ann Marson, and Robert Campbell Attendees- Leahnette Rivers, City Administrator/Recorder Eric Collins, Equant Environmental and Water Resources Consulting Meeting called to order at 6 pm. 1. Source Water Protection: Eric Collins explained that the City received a grant to complete an updated Source Water Assessment and to develop source water protection strategies. He discussed the revised source water protection area with members at length. Members reviewed and discussed the information contained in the Technical Memorandum dated November 25, 2013 from Eric Collins. Members also reviewed and discussed a list of potential non-regulatory drinking water protection strategies with Eric and Leahnette. Eric explained that once the revised source water protection area was identified, an inventory of potential contaminant sources was conducted. According to the inventory results, the City Shop activities and chemical storage and the City sewer lines pose the highest risk to the City’s drinking water source. City parking lot activities, residential uses and highway/rail transportation activities were rated as a moderate risk to the drinking water source, and low risks included decommissioned underground storage tanks, remnants of a burned barn, and rural residential activities. In general, Eric said the City’s water system is in good shape and the identified risks can best be addressed through sound management practices and public education efforts. He said he recently visited the City Shops, and with the exception of just a few items, the crew has already implemented the necessary management practices. Leahnette will obtain additional information from Micah Rogers about the recent TV work on the sewer mains, the drywell along Third Street adjacent to the City Shops, and the drywell in the parking lot behind City Hall for use in developing the proposed list of water protection strategies. The draft water protection strategies will be made available by December 12, and a public hearing will be held during the December 19 City Council Meeting. Meeting adjourned at 7:30 p.m.
