City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, DECEMBER 19, 2013 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Young called the regular meeting to order at 6:00 p.m. Mayor Young delivered the invocation and led the flag salute. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Shannon Fitzgibbons Councilor Sally Ann Marson Councilor Casey Wheeler COUNCIL MEMBERS ABSENT: Councilor Josh Fromm ALSO PRESENT: Michael McGlothlin, Chief of Police Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: Harold Olsen, City Attorney A quorum was present and due notice had been published. 1.1 Plaque Presentation to retired Senior Oregon State Police Trooper Randy Fargher: Chief McGlothlin presented Randy Fargher with a plague in appreciation for his support and service to the Columbia City Police Department, and congratulating him on his recent retirement from the Oregon State Police. Chief McGlothlin said during his many years of service as an Oregon State Trooper, Randy provided a tremendous amount of invaluable leadership, guidance, advice, and training assistance to the Columbia City Police Department officers. Randy said he has truly enjoyed working with the Columbia City Police Department, and said they have an excellent Chief and a great team of officers. AGENDA ITEM 2 PUBLIC HEARINGS: 2.1 Public Hearing: To accept public testimony about proposed drinking water protection strategies for the City’s water system. Public Hearing opened. Leahnette explained that the City recently received a Technical Assistance Grant from the Source Water Protection Fund to complete a source water assessment update, develop protection strategies, and prepare a Source Water Protection Plan. She said the risks within the revised source water protection area were identified and evaluated, and the list 2 - Regular City Council Meeting December 19, 2013 of protection strategies were developed after evaluating the risks in an effort to further protect the City’s water source. Ray Biggs of Columbia City said he did see a map of the protection area, but he really doesn’t know what the plan is. Leahnette said she can provide him with additional information if he is interested. Ray said he took an interest in water in 1999 and he has been studying and learning about it over the years. He said backflow devices can provide protection, and there are things the City can do to protect the water in the reservoirs, but when it comes to the City’s water aquifer, he really doesn’t think there’s much that we can do to protect it. He said the City cannot control what people do, and if someone dumps crank case oil in their backyard the City isn’t going to know about it, and eventually it will reach the aquifer. He said what he decided to do for his family was to treat the water source at the point of use with a treatment system. He now sells these treatment systems and is licensed to do so. He said these treatment systems provide residents with an opportunity to distill their water after it has been treated and remove arsenic and other contaminants that might be in the water. He said he recently read an article about a body shop contaminating a public water system. He said he is interested in finding out more about how the City plans to protect the aquifer. Leahnette said the proposed protection strategies involve public education, best management practices, emergency responder education, signage, and zoning regulations to help minimize contaminant risks. Comments from Joe Turner received December 17, 2013 by e-mail were included in the City Council packets and made a part of the record. Leahnette suggested the City continue to accept testimony about the protection strategies during the next 30-days, and the Public Hearing was continued to 6 p.m. on January 16, 2014. AGENDA ITEM 3 CITIZEN INPUT: None. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: Leahnette reported that the foundation for the monument in the Veterans Park has been poured. 4.2 Water and Sewer Committee: Co-Chair Marson said the Committee discussed proposed source protection strategies and the source protection project during the last meeting. 4.3 Street Committee: Chair Wheeler said the streets were a little slick this morning. Ray Biggs asked if frost conditions are causing the City any concerns with regard to truck traffic on the streets. The Mayor said load weights are not of concern at this time. 4.4 Audit Committee: Secretary Wheeler said the Audit Committee recently met, and he needs to distribute the meeting minutes. 4.5 Hazard Mitigation Planning Group: Leahnette said the Group will meet again on the fourth Monday in January 2014. 4.6 Other Reports: Councilor Marson said proposals will be accepted from companies interested in operating the transfer station in St. Helens. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Minutes of the Regular City Council Meeting of December 5, 2013. 3 - Regular City Council Meeting December 19, 2013 5.2 Payment of Oregon State Bar dues for City Attorney Harold Olsen. 5.3 Annual Accounting of System Development Charge Revenues and Expenditures for the 2012-13 Fiscal Year. 5.4 Financial Reports for the month ending November 30, 2013. 5.5 Activities Report for the month of November 2013 from the Chief of Police. 5.6 Activities Report from the City Administrator/Recorder. MOVED (WHEELER), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO APPROVE THE CONSENT AGENDA. AGENDA ITEM 6 UNFINISHED BUSINESS: None. AGENDA ITEM 7 NEW BUSINESS: 7.1 Addendum No. 1: Addendum No. 1 to the Water Meter Installation Contract between the City of Columbia City and Olson LLC. MOVED (MARSON), SECONDED (WHEELER) AND CARRIED UNANIMOUSLY TO AUTHORIZE SIGNATURE TO THE ADDENDUM. 7.2 Council Bill No. 13-701; Resolution No. 13-1104-R: A Resolution adopting the City of Columbia City, Oregon, Water Management and Conservation Plan dated December 4, 2013. MOVED (WHEELER), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 13-701. 7.3 Council Bill No. 13-702: Resolution No. 13-1105-R: A Resolution adopting amendments to the City of Columbia City Personnel Policies and Procedures Manual dated April 18, 2002; rescinding Resolution No. 13-1095-R. MOVED (WHEELER), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 13-702. AGENDA ITEM 8 OTHER BUSINESS: Police Update: Chief McGlothlin said the Department has two Reserve Officer candidates that have made it through the initial screening and are ready to go before the Review Board. He said due to the limited training capacity of the Department, they only plan to add one Reserve Officer to the Department at this time. Chief McGlothlin said the law enforcement agencies throughout the county are putting together the curriculum to hold an in-house Reserve Academy, which will be a tremendous asset to local law enforcement agencies. Chief McGlothlin said the closure of the Columbia County Jail is most likely going to become a reality, and it may even occur before June 30, 2014. He said the current driving force is the loss of jail personnel. He said it sounds like we’ll have access to about 8-10 jail beds for use by our county, but they are still working out the details. The Mayor and Council discussed the situation with the jail at length with staff. Population Growth: Ray Biggs was surprised by the attention given by the Spotlight to recent growth trends in St. Helens and Scappoose, and he suggested they do an article about Columbia City’s high rate of growth in past years. 4 - Regular City Council Meeting December 19, 2013 AGENDA ITEM 9 ADJOURNMENT: There being no further business to come before the Council, the meeting adjourned at 6:30 p.m. APPROVED: _______________________________________ Cheryl A.
