City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, JANUARY 2, 2014 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Council President Marson called the meeting to order at 6:03 p.m. Mayor Young delivered the invocation and led the flag salute. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young (arrived 6:03 p.m.) Council President Sally Ann Marson Councilor Shannon Fitzgibbons Councilor Josh Fromm Councilor Casey Wheeler COUNCIL MEMBERS ABSENT: None ALSO PRESENT: Micah Rogers, Public Works Superintendent Michael McGlothlin, Chief of Police Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: Harold Olsen, City Attorney A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: None. AGENDA ITEM 3 CITIZEN INPUT: None. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: Chair Fitzgibbons reported that the monument is installed at the Veterans Park site. She said the Parks Committee plans to meet next Tuesday at 5 p.m. 4.2 Water and Sewer Committee: No report. 4.3 Street Committee: Chair Wheeler said the streets should be wet by morning. 4.4 Audit Committee: No report. 2 - Regular City Council Meeting January 2, 2014 4.5 Hazard Mitigation Planning Group: No report. 4.6 Other Reports: None. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Minutes of the Regular City Council Meeting of December 19, 2013. 5.2 Activities Report for the month of November 2013 from the Public Works Superintendent. MOVED (MARSON), SECONDED (FITZGIBBONS) AND CARRIED UNANIMOUSLY TO APPROVE THE CONSENT AGENDA. AGENDA ITEM 6 UNFINISHED BUSINESS: None. AGENDA ITEM 7 NEW BUSINESS: 7.1 Council Bill No. 14-703: Resolution No. 14-1106-R: A Resolution declaring the City’s authority to obtain a loan under the Clean Water State Revolving Fund Program for the completion of a Sewer Improvements Project. MOVED (WHEELER), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 14-703. AGENDA ITEM 8 OTHER BUSINESS: Water Leak Adjustment: Leahnette asked the Council to consider writing off charges associated with water that leaked from December 19 to December 27 at 1555 Fourth Street. Leahnette explained that the City’s old automated reading equipment does not notify the meter reader of an unusual reading. She said the meter readings were gathered on December 19, but due to scheduled employee vacations, the readings were not processed until December 27. She said at that time, the property owners were notified of a leak, but an additional 15,721 cubic feet of water had gone through the meter since the December 19 reading. She said the property owners took appropriate action to correct the leak immediately, and she suggested the Council consider waiving the charges associated with the additional water loss due to the unfortunate set of circumstances that resulted in the delayed notification. MOVED (FITZGIBBONS), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO WRITE OF THE CHARGES ASSOCIATED WITH THE WATER THAT LEAKED BETWEEN DECEMBER 19 AND DECEMBER 27 AT 1555 FOURTH STREET. Public Works Commendation: Councilor Fitzgibbons commended Utility Worker Randall Christophersen for his swift response when her irrigation piping broke during the recent cold snap. Council and staff also commended the crew for their exceptional efforts in keeping our streets accessible during the recent winter snow and ice events. Police Update: Chief McGlothlin said the Department has been very busy due to a recent rash of thefts from unlocked cars that occurred within Columbia City. He said they are getting ready to make two arrests associated with the theft cases. He said they have several hundred man hours invested in the investigation, and nearly 40 supplemental case reports associated with the theft events that occurred. He said in the process they have also been able to solve some retail theft cases that occurred in St. Helens. He said unfortunately, a lot of the stolen property was sold to pawn shops, and is either no longer available, or is not accessible for recovery due to weaknesses in the Oregon laws associated with pawn shops and stolen property. 3 - Regular City Council Meeting January 2, 2014 Mayor Young asked Chief McGlothlin to thank Jessica McGlothlin for another very successful Shop with a Cop event.
