CITY HALL, 1840 SECOND STREET, COLUMBIA CITY, OR 97018 Present: Shannon Fitzgibbons, Chair Nell Harrison, Committee Member Larry Preston, Committee Member Sally Ann Marson, Council Member Kathleen Devlin, Committee Member (arrived 5:23 p.m.) Dave Nelson, VFW Mike Sacry, VFW Chip Gardes, Citizen Kit Gardes, Citizen Leahnette Rivers, City Administrator/Recorder Veterans Memorial Park:  Update sponsor donations & brick sales: Leahnette reported on the following donation commitments: o CalPortland: It has not been finalized, but they are considering a donation of at least 4 cubic feet of concrete for the memorial wall foundation pour, delivered. Leahnette said the City will pay for an additional 5 cubic yards to include in the same load for the picnic table and park bench foundation pours. o Brundage Bone - They will donate the concrete pumping for the second pour for the memorial wall. The value of the donation will range between $800 and $1500, depending upon the pump size and total pumping time. o Julie Heiselt, a professional tile setter that lives in Columbia City, has agreed to install the memorial tiles and Leahnette will assist her. o NW Natural - They donated $1,000 to the project. o 42 engraved bricks have been sold to date.  Further discussion of sponsor recognition: Leahnette recommended that contributions of materials, skilled labor or cash equal to $1,000 or more receive special recognition by engraving the company logo into the 4”x8” sponsor brick. It was the consensus of the Committee to approve this recommendation.  Hillside landscaping: Leahnette said the landscaping permit has been obtained from ODOT. She said the roses are scheduled to arrive in early March, Nell will be organizing a planting party, and West Oregon Wood will donate the fertilizer.  Review Phase I construction progress: Leahnette said the public works crew plans to finish the water service installation and site work prep for the bench and table foundation work next week.  Phase II grant award: Members were pleased with the recent Veterans and War Memorials Grant Award of $28,680 for Phase II improvements. Dog Park:  Discuss final details for Grand Opening event - 10 a.m. February 22, 2014: Volunteers have put together the dog treat bags, and RS Media donated the sponsor appreciation signs which will hang on the fence near the park gate. Mayor Young will preside over the ceremony.  Other items: Leahnette has requested permission from ODOT to add “Dog Park” directional signs on Highway 30. The directional sign for the public restroom will be ordered once the ODOT signage is approved. RS Media has offered to donate the signs. Kathleen said we should make a point of publicizing the fact that this park was developed without the use of tax dollars. DAR financial assistance for Ruth Rose Richardson (RRR)/Pixie Parks: Leahnette said the DAR will consider approving a $2,000 donation towards the maintenance of their parks for the 2014 calendar year during their February 26 meeting. Leahnette said these funds will be used to pay water usage fees, the work crew, and weed control products. Shannon and Nell will visit with the Garden Club to see if they are still willing to take on a planting beautification project in RRR Park. Project updates for 2014-15 Five-Year Capital Plan: Members discussed project ideas at length. The existing plan will be updated as follows:  Fitness station: This item from the project list.  Bike path refurbishment: This project involves the refurbishment of the existing bike path to accommodate multi-uses, such as in-line skating, skateboarding, biking, walking, running, etc. Project might involve smoother pavement, widening, striping, adding a sandy shoulder, and/or adding short BMX trails off various points along the path that lead through a series of jumps. Grant funds may be an option.  Veterans Park: Phase II will be added.  Datis Park fishing dock: This project will be expanded to include the refurbishment of the park to make it a more inviting place to sit, relax and meditate while taking in the view of the river and the dock. Grant funds may be an option. Members discussed soliciting more participation from younger citizens that might have an interest in some of the projects. With regard to basketball, the local health club has existing outdoor basketball courts that are in need of maintenance.
