City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, FEBRUARY 20, 2014 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Young called the meeting to order at 6:00 p.m. Mayor Young delivered the invocation and led the flag salute. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Shannon Fitzgibbons Councilor Sally Ann Marson Councilor Casey Wheeler COUNCIL MEMBERS ABSENT: Councilor Josh Fromm ALSO PRESENT: Michael McGlothlin, Chief of Police Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: 2.1 Public Hearing: To accept public testimony about proposed drinking water protection strategies for the City’s water source. Public Hearing opened. No comments were heard from the public. Public Hearing closed. AGENDA ITEM 3 CITIZEN INPUT: None AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: Chair Fitzgibbons said the Grand Opening of the Dog Park is scheduled for Saturday, February 22. She said the Parks Committee has been meeting twice a monthly lately because they have so much going on. She said 98 roses will be arriving to plant along the hillside at the Veterans Park. She noted that property tax revenues are not being used to fund the park projects. 2 - Regular City Council Meeting February 20, 2014 4.2 Water and Sewer Committee: No report. 4.3 Street Committee: No report. 4.4 Audit Committee: Secretary Wheeler said the Audit Committee will meet on March 4, 2014. 4.5 Hazard Mitigation Planning Group: Team Member Wheeler said the Hazard Mitigation Planning Group will meet next Monday. 4.6 Other Reports: Councilor Marson noted that Janet Wright technically retired from the CC Rider after the first of the year, but she is continuing in her position under contract. Councilor Marson said the bids were opened for the transfer station and it appears that the contract may be awarded to Hudson Garbage Service/Waste Connections. Councilor Fitzgibbons commended our Public Works crew for the outstanding plowing work they performed on our City streets. She said our streets were maintained at a level that far exceeded that of other local streets in the region. Mayor Young said the County Commissioner’s have agreed to put a jail levy measure on the May 2014 ballot - the levy will be for three years at $0.579 per thousand dollars of assessed value. Chief McGlothlin said the Sheriff has offered to hold a Town Hall meeting in Columbia City to discuss the levy proposal with citizens and answer questions. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Minutes of the Regular City Council Meeting of January 16, 2014. 5.2 Minutes of the Regular City Council Meeting of February 10, 2014. 5.3 Financial Report for the period ending January 31, 2014. 5.4 Activities report for the month of February 2014 from the Public Works Superintendent. 5.5 Activities report from the Chief of Police for the months of December 2013 and January 2014. 5.6 Activities report from the City Administrator/Recorder. 5.7 Appointment of Kathleen Devlin to the Basketball Hoop Study Committee. Leahnette asked the Council to remove item 5.4 from the consent agenda. MOVED (WHEELER), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO APPROVE THE CONSENT AGENDA AS AMENDED. AGENDA ITEM 6 UNFINISHED BUSINESS: None. AGENDA ITEM 7 NEW BUSINESS: 7.1 Exception Permit for ROW Storage: Application for an Exception Permit for Recreational Vehicle, Boat or Trailer Storage in the ROW as applied for by Robert D. Kalio of 1830 Sixth Street. MOVED (WHEELER), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO APPROVE THE APPLICATION FOR AN EXCEPTION PERMIT AS APPLIED FOR BY ROBERT D. KALIO OF 1830 SIXTH STREET FOR THE PURPOSE OF STORING A BOAT. 3 - Regular City Council Meeting February 20, 2014 7.2 Agreement to Extend Franchise Agreement: Agreement to Extend Franchise Agreement by and between the City of Columbia City, a Municipal Corporation, and Northwest Natural Gas Company, a duly formed corporation. MOVED (MARSON), SECONDED (FITZGIBBONS) AND CARRIED UNANIMOUSLY TO AUTHORIZE SIGNATURE TO THE AGREEMENT TO EXTEND THE FRANCHISE AGREEMENT. 7.3 Construction Agreement: Agreement by and between the City of Columbia City and NW Kodiak Construction LLC for City of Columbia City Water System Improvements. MOVED (MARSON), SECONDED (WHEELER) AND CARRIED UNANIMOUSLY TO AUTHORIZE SIGNATURE TO THE AGREEMENT WITH NW KODIAK CONSTRUCTION LLC FOR WATER SYSTEM IMPROVEMENTS IN THE AMOUNT OF $532,662.00. 7.4 Council Bill No. 14-707; Resolution No. 14-1109-R: A Resolution adopting the City of Columbia City Source Water Protection Plan dated February 2014. MOVED (WHEELER), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 14-707. 7.5 Grant Agreement: Grant Agreement for a 2014 Veterans and War Memorials Grant. MOVED (FITZGIBBONS), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO AUTHORIZE SIGNATURE TO THE 2014 VETERANS’ AND WAR MEMORIALS GRANT AGREEMENT. 7.6 Intergovernmental Agreement: Motor Carrier Safety Assistance Program Federal Fiscal Year 2014 Intergovernmental Agreement between the State of Oregon, Department of Transportation, Motor Carrier Transportation Division and the City of Columbia City Police Department. MOVED (WHEELER), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO AUHTORIZE SIGNATURE TO THE MOTOR CARRIER SAFETY ASSISTANCE PROGRAM FEDERAL FISCAL YEAR 2014 INTERGOVERNMENTAL AGREEMENT. AGENDA ITEM 8 OTHER BUSINESS: Public Works update: In the absence of Micah Rogers, Leahnette said the Public Works crew has been working on the dog park and fixing a water leak. She said they plan to read meters next week and complete some site work at the Veterans Park next week. Police update: In the event that the jail does close, Chief McGlothlin said the department will continue to perform police work to the best of their ability. He said they will continue to answer all calls, be pro-active in the community, investigate crimes and make arrests. Chief McGlothlin said Officer Cowen will be graduating from the DPSST Police Academy tomorrow, and he and his wife will be attending the graduation ceremony along with several other members of the department. Heckman easement - 500 “B” Street: Council considered a request for the vacation of a sewer easement area at Martin Heckman’s expense. Leahnette said the area measures 30’ x 10’ and is located in the northwest corner of Mr. Heckman’s property. She said Micah Rogers has confirmed that the City does not need that portion of the easement area for sewer maintenance purposes. Leahnette discussed the request at length with the City Council. 4 - Regular City Council Meeting February 20, 2014 MOVED (MARSON), SECONDED (WHEELER) AND CARRIED UNANIMOUSLY TO DIRECT STAFF TO MOVE FORWARD WITH VACATING THE 30’ X 10’ EASEMENT AREA AT MR. HECKMAN’S EXPENSE.
